The Conservatives have dug up Richard Foster who was previously elected as a Conservative member for Cottesmore in May 2015 an appointed to the cabinet in August 2015

The poll for the Ryhall and Casterton by-election will take place between 7am and 10pm on March 10.

In line with Electoral Commission and government guidance, it is recommended that voters wear face coverings in polling stations to reduce the risk from Covid-19. Hand sanitising stations and single-use pencils for marking ballots will also be provided.

The deadline for receiving new applications to register to vote for this election is midnight on February 22. Guidance on how to register can be found at: www.gov.uk/register-to-vote.

New applications to vote by post and any requests to cancel or change an existing postal or proxy vote must reach the council’s electoral services team by 5pm on February 23 in order to be valid for this election.

New applications to vote by proxy except on the grounds of a medical emergency must be submitted before 5pm on March 2.

I’m standing to be Leicestershire and Rutland’s first Police and Crime Commissioner as I believe I have the skills and experience to make this new role work for the people of the force area.
As an assistant mayor for Leicester City Council I am responsible for a £32m budget, lead on community safety, anti-social behaviour and policing issues, chair the city Community Safety Partnership and am part of the Police Strategic Partnership Board for Leicester, Leicestershire and Rutland.
I’m proud of my track record of working with the police and other partners to deliver real improvements for local communities to make

Tory MP asks watchdog to investigate Leicester East MP Keith Vaz

Tory MP Andrew Bridgen calls for a probe into the source of £500,000 in bank deposits linked to MP Keith Vaz in a letter to the parliamentary standards commissioner obtained by Channel 4 News. http://www.channel4.com/news/tory-mp-calls-for-vaz-to-step-down-during-fnancial-probe


"It appears Mr Vaz has a number of questions to answer," Mr Bridgen said.
In a letter to the Parliamentary Commissioner for Standards obtained by Channel 4 News the Tory MP requests an investigation into whether Mr Vaz lied or broke any parliamentary rules by failing to declare outside interests "given that the reported police investigation found that outside payments were indeed made".
Mr Bridgen, citing a report in today's Telegraph newspaper, also asked for the commissioner to re-open a decade-old investigation to determine whether Mr Vaz received improper payments from the billionaire Hinduja brothers, who pushed the then-Blair government to give Mr Vaz a ministerial role and lobbied for UK passports in the late 1990s. The scandal eventually led to the sacking of Peter Mandelson.
Mr Vaz was cleared of the earlier allegations of receiving illicit funds, but was forced to resign and was suspended from parliament for refusing to provide financial information to the parliamentary commissioner.
Finally, Mr Bridgen asked for an explanation as to what the commissioner knew about the police findings at the time of the earlier probe and whether it was now appropriate for Mr Vaz to resign given the sensitive nature of his current role in government. Mr Vaz chairs the home affairs select committee which holds the police to account.

Position untenable

Should the commissioner agree to investigate, Mr Bridgen said Mr Vaz's position as head of the committee is untenable.
"I feel that he cannot continue to hold his role with the Home Affairs Select Committee during an investigation and call on him to stand down," Mr Bridgen told reporters.
Scotland Yard declined to comment. According to the Telegraph, police detectives allegedly found almost £500,000 in "suspicious" funds were deposited into multiple accounts linked to Labour MP Keith Vaz in addition to his salary between 1997 and 2001,
The money was paid into a series of accounts over a period of time. The newspaper also reported that in an internal briefing document circulated within Scotland yard, detectives expressed their belief that "the level of funds received ... are of a suspicious nature."

'Nothing suspicious'

Mr Vaz denied there was anything suspicious about his banking transactions, noting the money in question related to buying and selling a family home in London and a drawdown of equity from his bank.
In a statement posted on his web site today, the Labour MP said:
"The Telegraph contacted me on Sunday about an investigation which may or may not have occurred 10 years ago. I asked them to supply me with a copy of the report but they did not have one.
"These matters relate to two parliamentary inquires which began in 1999 and concluded in 2003. My finances were discussed by every newspaper in the country for a period of three years and were the subject of extensive examination. I have had no outside interests," Mr Vaz said.
"When you sell a house and you buy a new house it is normal practice for the money to be paid into your account and the money then paid out," Mr Vaz added.

Parliamentary standards

A spokesman for Mr Vaz, contacted by Channel 4 News today, declined to comment on Mr Bridgen's intention to contact the commissioner for information.
The Telegraph report alleged that police evidence may contradict assurances Mr Vaz gave during an investigation into his finances between 2000 and 2001, which was carried out by parliament.
Scotland Yard were facing calls to hand evidence to the parliamentary commissioner for standards, which can reopen an inquiry into allegations first made a decade ago, the Telegraph said.
Furthermore, the Telegraph claimed it has seen a police document in which detectives claim to have established that £28,959 in cash was paid into an HSBC account held by Mr Vaz during a single year. The MP and his wife also held a series of other accounts at different banks that were also examined by police.
In an internal briefing document circulated within Scotland Yard, detectives expressed their belief that "the level of funds received ... are of a suspicious nature", the Telegraph reported.

This isn't the change that he promised.

But we really can rebuild Britain - even though there's less money to spend.

We are ready to step up to the big challenges of the future - by building an economy that works for working people, protecting the NHS and supporting our local communities.

The banks need real change - and we will demand that.

The energy markets need to be opened up so that consumers aren't ripped off.

And the NHS needs to be allowed to concentrate on delivering patient care and protected from the market free-for-all that the Coalition are driving through.

DFID draws on a range of information sources, including national poverty surveys and consultations with poor people, to assess poverty and vulnerability in urban areas.
The Department is working with others to improve the tools to measure and understand urban poverty. For example in Vietnam we are supporting a special poverty survey for urban areas. In Bangladesh, DFID supports the Urban Partnership for Poverty Reduction Programme, which has developed a new way of measuring and monitoring urban poverty that includes people living in slums and informal settlements, who were previously excluded from the official statistics.

DFID recognises that, in developing countries, refugees in urban areas often face a wide range of risks which include threat of arrest and detention, exploitation, inadequate shelter, human trafficking, prohibition on movement and residence and lack of documentation. This is why DFID is providing support to the UN High Commissioner for Refugees (UNHCR) to deliver protection and assistance programmes in urban areas. DFID has also funded research, through the Norwegian Refugee Council, to identify the most effective approach for assisting urban refugees, on which humanitarian organisations can draw to improve their programmes of support.

DFID has built up internal expertise in urbanisation and urban development over the past decade. DFID has experience from India and other settings in urban development, experience which can be leveraged as we develop our urban programming going forward.
DFID's expertise on urban issues resides in a number of technical advisory groups, especially in infrastructure, climate and environment, livelihoods, private sector development, economics, governance, social development and humanitarian. An internal network of 60 DFID specialists working on urban issues was created in early 2012 to promote improved understanding of the challenges of urbanisation by drawing on the existing knowledge and expertise and to share experience across DFID's country programmes. Themes of current interest include poverty, health, migration, enterprise development, climate change adaptation and disaster resilience.

There is a council byelection on Thursday in the Rufford division for Nottinghamshire Council Council. Some voters have put up posters in their windows saying: "No John Peck rubbish here thank you." A disobliging reference to the Labour candidate. Others have displayed posters in support of Mr Peck. So far that all sounds familiar to an election campaign - at least one where apathy is not completely triumphant.
What is unusual about this election is that Council tenants displaying posters attacking Mr Peck have been ordered to remove them.

A housing officer from Newark and Sherwood Homes, the Council's housing almo, decided that posters attacking Mr Peck were in breach of the tenancy agreement - on the grounds it was likely to cause offence. However it was decided that posters in support of Mr Peck were quite in order as they would not cause offence. So rather than getting on with tackling genuinely anti social behaviour we see Newark and Sherwood Homes launching the most astonishing attack on freedom and democracy.

The matter was raised Communities and Local Government questions in the House of Commons yesterday:
Mr Mark Spencer (Sherwood) (Con): Is the Secretary of State aware thatNewark and Sherwood Homes in my constituency is threatening its tenants with eviction for displaying a poster requesting not to have election literature delivered? Is it not unprecedented for a housing authority to step into the democratic process like that, and will he talk with the Electoral Commission about the matter?

Mr Pickles: That seems to me to be treating tenants as some 19th century mill owner might have treated his workers. It is entirely inappropriate that tenants should be refused their democratic right to display a poster. I urge the returning officer to look into the injustice immediately.

UK Aid Match was launched as a one-year pilot in June 2011. The scheme has been a successful mechanism for backing public choices on the use of aid, by matching their donations to charity appeals, pound for pound. To date 16 organisations have successfully applied to the scheme, with eight appeals completed, and eight currently in progress. The money raised will support a wide variety of development projects and programmes, all designed to deliver important, measurable improvements to the lives of some of the world's poorest people.
