  1. APOLOGIES AND REASONS FOR ABSENCE: To receive and approve apologies for absences


  1. DECLARATION OF MEMBERS’ INTERESTS AND APPLICATIONS FOR DISPENSATION: Reminder to Members to disclose either a Pecuniary Interest or Other Interest in any item on the agenda. The clerk cannot advise members on this. Members are personally responsible for declaring an interest. Members are respectfully advised to read the Code of Conduct for more information. Councillors are also responsible for ensuring that their Registers of Interests are up to date (within 28 days of any changes)


  1. DEPUTATIONS FROM MEMBERS OF THE PUBLIC: An opportunity for members of the public to speak in accordance with Standing Orders 1 (d)- 1(i)


Due to the personal nature of the following items it is likely that these will be held in closed session


5. CLERK CONTRACT AND APPRAISAL: To review the Clerk’s performance following the six month probation period on his contract and to discuss next steps.



6. DEPUTY CLERK CONTRACT AND APPRAISAL: To review the deputy clerks’ performance and contract with a view to her yearly appraisal.



7. EMPLOYMENT OF HANDYPERSON BY THE COUNCIL: To discuss the employment of a handyperson and to decide what exactly the council requires of this role

Proposed by Cllr Wadsworth, seconded by Cllr Neal and unanimously resolved to confirm

the Minutes of the Staffing Committee held on 29th July, as a true record of that meeting

09/20 DEPUTATIONS BY THE PUBLIC

10/20 EXEMPT ITEMS

Proposed by Cllr Lowe, seconded by Cllr Wadsworth and unanimously resolved to

exclude the Public and Press during consideration of items 6,7 and 8 on the agenda,

due to the confidential nature of the matters to be discussed

11/20 STAFF APPRAISAL

Proposed by Cllr Wadsworth, seconded by Cllr Neal and unanimously resolved that the

matrix for the staff appraisal was scored and accepted

12/20 PAY SCALE

Proposed by Cllr Romney, seconded by Cllr Lowe and unanimously resolved that

recommendations to full Council that the new NJC pay scales are approved, and

backdated to 1st April 2020, plus based on a successful appraisal they approve the new

pay scale to the Clerk’s salary at SCP26

13/20 CONTRACTS AND STAFFING

Proposed by Cllr Lowe, seconded by Cllr Wadsworth and unanimously resolved

to recommend to full Council to a part-time member of staff for additional maintenance

and work in the community

The Chairman thanked everyone for their contributions and closed the meeting at 17.55

To consider absences of the employed staff through sickness and to make appropriate
recommendations, if necessary, to the Council

9. ANNUAL APPRAISAL OF THE ASSISTANT CLERK (Appendix C – Agreed objectives)
To discuss the Interim Appraisal and to make appropriate recommendations to the Council

I am guessing the Clerk is to receive an unjustified pay increase as the draft budget for 2013 -14
shows an increase in staff costs.

10. ANNUAL APPRAISAL OF THE CLERK (Appendix D – Agreed objectives)
To discuss the Interim Appraisal and to make appropriate recommendations to the Council
