For over nine months now I have been asking Oakham Town Council to consider the 2015 - 2016
Audit Report and the internal audit report.

At next weeks meeting we are being asked to note the internal audit report.

Depsite advice from Grant Thorton's that internal and external audit reports should considered  by council and we should make recommendations when we recieve them. It appears either our Mayor is stupid or does not read the reports that residents pay for. We should not just note them.

Unbleilable he has now decided the external audit report is no longer a report, although in his
email below he contradicts this by refering to both as reports.

I raised my concern and frustration about this simple task and was asked if I had a life?

Yes I do and part of that life is being a town councillor who wants us to follow procedures and
advice correctly.

In another email the Mayor attacks me by saying I am the problem, I think those reading his
email can make up their own mind, I certainly know who are the problem at Oakham Town
Council and that is not me.

The audit report's from the Council internal auditor comes to Council when the Clerk presents it, there is not a timescale where the Clerk has operated outside of the procedural remit, if there is can you produce this please.

My understanding is the external audit is not strictly speaking a 'report' so I am unclear what the problem is.

As regards the 'letter' from Lee, this may be covered in my report as it is more of update and helps to clarify Team Ministry decisions, as such did not warrant being an agenda item.

In this email the Mayor also refers to a letter sent from our local vicar at All Saints Church
Oakham intended for all Councillors to read, but the council has decided we cant see it
even though The Rev Lee Dequani has said we can.

The Mayor decided it would be read out during an exempt item because the Vicar did not
want his letting published. I spoke to the Mayor and suggested it might not be good thing
to make this an agenda item. It would appear others have agreed with this.

What I annoys me is this is not the first time a member of the public has written to
all Councillors and we have not been given the letter.

We have no website so our contact details are not easily available to the public.

The Mayor and his deputy have no more powers than any other member and they
should stop running the council in the way they want. It should be run by us all so if
some one sends me a letter it should be given to me.

Oakham Town Council Budget Proposals Youth Services and Rutland Citizens Advice

I have spoken to both Rutland County Council and Citizens Advice Rutland and
the result is these are my two budget proposals, I intend to ask the council to consider.

Budget Proposal 1

Youth Services

"That a figure of £12k (or such other amount as the Council considers appropriate) is set aside in a ring fenced reserve to be expended on an acceptable bid to provide a group youth facility for young persons in school years 7, 8, and 9 on a weekly basis for 50 weeks in a 12 month period"

BACKGROUND:
Young persons in Oakham who are in years 10 and upwards are able to visit a group youth facility in Oakham on a weekly basis.
No such provision currently exists for year groups 7, 8, and 9, and they are not allowed to share the older group event due to the excessive age range.

There is wide belief that young persons benefit from meeting in a safe, facilitated setting in which they can develop skills needed for later life, and learn vital protective behaviours at what can be a difficult and sometimes vulnerable time in their lives.

There is no specific statutory duty for the first tier authority to provide such group settings, and none is provided for this age group but it is hoped this can be achieved through the voluntary and possibly faith sectors with input and assistance from other organisations which might include the Town Council.

This is a request to set aside funds in a ring fenced reserve while a full working model is developed, at which stage a formal decision to commit to spend might be made following due diligence. The motion does not commit the council to any spend.

It is envisaged that group would be allowed to use existing premises, and that attendees would be entitled to access formal or informal one-to-one mentoring from staff provided and paid for by the first tier authority (as this is their responsibility requiring formal training, safeguarding assessments and recording).

FOOTNOTE:
It is difficult to prove the value of youth services positively, however it is more clear when a gap appears in the provision, and it is suggested recent issues around the Bus Station and similar locations indicate that further intervention is required to help young people make the right decisions to maximise their whole-life potential.

South Street footbridge in Oakham is to close for four days from Monday to Thursday while work is carried out to replace metal panels with mesh.

Ever since the bridge was installed is has been hated and nothing has been done.

Rutland County Council have now been able to organise the work,
pedestrians will need to use the crossings on Brooke Road or Barleythorpe Road instead.
