Hawksmead Larkfleet Homes Oakham to Barleythorpe Rutland Photographs

You can walk to Barleythorpe from Oakham through the Hawksmead development.

When you do you get a sense of a hosing estate built slap bang in the middle of our splendid Rutland Countryside.

Unlike a lot of our town streets you don't yet have to dodge dog turds on the pavements, just a littering of rabbit droppings.

Lots of wildlife can be seen roaming the streets. There are also many sign instructing the developers not to disturb badger sets.

I was surprised by the lack of gardens for family homes this resulting in people place rotary washing lines in there front gardens always a good addition to any smart estate like this one.


The are plenty of places for the young rabbits to roam and play. I wonder where the Children will play? The industrial estate? The Deep Water surrounded by waning signs? or the proposed new shops?


Work is in progress installing the new service required to serve the 1000,s of new homes




From this location for many years I stood and photographed the Oakham Lions Firework Display



It is good to see many of the old stud buildings have been restored. Including the old stables now homes for old folk.




When I first moved to Oakham this block looked rather lonely standing in the centre of the field with balcony views out towards Oakham's All Saints Church. Now from the same balconies the resident can sit an enjoy the homes below and the 1000's to be built behind them,




One of the first family homes to be built on the estate with extensive front and side gardens. This home appeared to had had its rotary dryer pulled down (not shown to the left corner of front garden)

Hawksmead 143 houses to the north of Oakham, Rutland

The first planning application from Hawksmead for 143 houses to the north of Oakham has been received. 
Hawkmead already have outline permission and this is the detail. 
 
The application will be considered at Oakham Town Council's Planning and Parks Meeting on the 28th September

Oakham Town Council last night recommended approval of application APP/2010/1183/JM

The council approved the application subject Rutland County Council obtaining 106 payments for public transport, all this talk of 106 payments for public transport we will all soon be able to enjoy a night out of Oakham and return by public transport.

They also had concerns over the size of the children's garden and access, along with parking "only 59 spaces" I am sure most people would not approve of the mix of pub, family restaurant  and drink driving.

I agree the two disabled parking spaces are a long way from the entrance.

It was also interesting to note shown on the same plan was details of a hotel next door which seemed to confuse some councillors.

Council Lucas gave a long speech in which she said she was sorry, no I am not sorry, I support this application we don't have any family run establishment in Oakham"

After the meeting I visited the Hornblower just a stones throw from the Town Council Office, managed by a married couple who have children and offer a very good food and a  family environment throughout the day.

Oakham Town Council Planning

Oakham Town Councils planning and general purposes committee met last night

They discussed a number of applications this included.

APP2010/1063/NH Hawksmead Limited
Creation of new vehicular access
Land North of roundabout Main Road Barleythorpe

The members could not discuss the above because Rutland County Council had approved it before this meeting.

(I think this shows it is true what Cllr Jones says RCC members don’t really consider the Town Council’s views I would go as far as to say this also includes public opinion)

The members then moved onto consider

APP/2010/1076/APB Mr and Mrs Niall Cooter
Construction of single storey extension to side and rear elevation 23 Trent Road.

Once again Cllr Alf Dewis did not like the proposed extension,  It was to big and did not have a flat roof. Cllr Matthew Taylor explained a pitched roof was better than a flat roof,

The application was approved.

Members excluding the clerk considered the following (Clerk declared applicant as a family member)

Cllr Charles Haworth who clearly needs some beauty tips himself (new beard yuk) spoke against the change he felt the conversion of South Street into a retail area was not needed. It was quickly pointed out to him there was more than the dentist and the very quiet Rutland Times Office he mentioned trading from South Street. He really needs to get out more and venture further than Tesco.

Cllr Walters was concerned the shop would be sandwiched between two homes.

Cllr Haworth proposed refusal this was defeated so Cllr Matthew Lucas proposed acceptance this was approved.

Members went onto consider a number of tree related applications all were approved.

At this point the Chair either confused or fed up who knows what Cllr Lucas thinks started to close the meeting. The clerk woke up just before she said the final word and pointed out there were another  2 items for members to consider.

All Oakham Town Councillors accept Cllr Charles Haworth voted to accept the outlined planning application.
requestion a number of conditions from Rutland County Council and the developer.

Cllr Dewis (not Cllr Jewis a name used by Cllr Tor Clark) spoke about the recent public meeting at Langham and concerns raised there.

He turned to speak to ex Councillor Kelly and when he had finished Mr Kelly understandable wanted to reply. This was refused by the chair Cllr Sharon Spencer. A very unfair move by her and Cllr Dewis should have not addressed  Mr  Kelly. Mr Kelly politely protested and Cllr Spencers response was I no. I know my standing orders.

Cllr Charles Haworth was concerned new development around Oakham would turn Oakham into a doughnut ring and he felt Rutland County Council were dumping on us.

Cllr Dodds said if the new buildings were the same as the new homes in Barelythorpe then the development would look attractive.

Cllr Joyce lucas had concerns it appeared no one has considered the infrastructure needed to support so many new homes and the extra traffic and very soon  level crossing gates will be closed for more of the day than they will be open.

Cllr Matthew Taylor supported Cllr Lucas and added the development was very adhoc.

Cllr Tor Clark has concerns for and against, a 1000 new homes would swamp Oakham and Barleythorpe would be no more and he suggested a new new name for the estate Barleythorpe.

Cllr Walters expressed concerns same as other and added affordable homes should be truly affordable.

Cllr Woodcock was in favour of the plans but he said we need to watch very closely.

Cllr Grey had concerns relating to affordable homes.
