Oakham Medical Practice Lack of Patient Confidentiality, Inspector Monks, Leicestershire Police, Rutland County Council, Oakham Town Council, PC LLoyd, crackingcopper

If you like me, live and blog in a critical fashion about the councils here in Oakham and Rutland, you must expect to be attacked by most Councillors past and present and if you're  gay they will write to you addressing you as a paedophile.

They might order you a grave stone and various other things they think you might require, oversized
frocks and shoes included.

They will phone and threaten you.

They will publish blogs and send you letters, most of the content will be of a filthy sexual nature.
often attacking innocent people such as your friends.

Leicestershire Police will tip them off sometimes, The Oakham School teacher who was accused of paying me for sex made a formal police complaint, to police and within few hours of giving a police statement the photograph, tagging and any other identifying content was removed from the publication.
And still, Leicestershire Police state they don't know who the offender (s) is?

If you have a partner who dies after suffering from cancer, ten months of Chemotherapy and Radiotherapy, they might write  in the most despicable way, accusing you of murder, suggesting your luckiest the person in Rutland, because you are the only person who has experienced a sexual encounter with a dead person. by now you would think Leicestershire Police would do more then give you a crime number.

If all that fails to make you give up being critical about your council, Cllt Lucas, Dewis, Haworth will strike up a relationship with the local police  Inspector Johnny Monks, they suggest to him your mad and vulnerable, all this happened to me with the support and backing of Helen Briggs Chief Executive of Rutland County Council  and  her henchmen and mob led by Tories Roger Begy, Terry King and Gene Plews and a few ex Mayors.

Above is a extract from my medical record which shows Oakham Medical Practice breached
patient confidentiality. I am told the P is the initial of a doctor who is married to a Leicestershire
Police Officer. My medical record is tainted by Inspector Johnny Monks of Leicestershire
Police.

The medical practice manager asked me if I was going to complain about them.
I thought what is the point? I have since asked to be removed from their patient list.

Oakham Medical Practice refuse to release Inspector Monks Email mentioned in the record.
Leicestershire Police ignored my data protection and FOI request, I wonder what Inspector Monks
has to hide?

I am not sure if anyone can trust this practice? the records are full of spelling
mistakes, it is said the spelling is worse than mine..

It is not the role of a police Inspector to make appointments with doctors, for people
local councillors and their mob don't like.

Of course, I would not object to them making a few for the people responsible for the
targeted filthy bullying I have been subjected to over the years.

The medical practice decided I was quite sane and compared to people like
Beech and others, I think I am a little... I don't walk around behaving like them.

Oh of course they will say I do, because I posted amongst many many things they send
to me a tiny image,  Inspector Monks said this was not offensive when it
was first shown to him. So I chose to include it in the small display to highlight the bullying
I have endured.
I left out  images the they sent to me, like the one with a my head on the body of a man
with a knotted penis with a threat to leave the council alone or they would post this
poster all over the town.

Despite the photographs they publish online related to this display, they repeatedly state
in a very deluded style of lies I filled the board with porn and destroyed
the notice board. the photographs they publish clearly showing this is
a lie.  http://1.2.3.10/bmi/2.bp.blogspot.com/-yuF8TINQ2UI/UNUta0IkmSI/AAAAAAAAAIM/FudSucckCNQ/s400/close+up.jpg

I have asked Leicestershire Police to explain how the author of Laughing Stocks obtained
the above image which can be seen by clicking on the link above. It appears a person managed
to pass between PCSO Houghton unchallenged? to take a close up video, maybe PSCO H
can remember who did or was it him a keen photographer on and off duty?

Over the years, I have quickly learnt this group seem to have a interest in bottoms and
carrots or without. once they sent me a letter containing a image of a local person standing
with their back to the camera, the letter writer suggested it my style of rear end to f*ck and
this style of communication continued for a years and the police are satisfied they have
investigated everything in the best possible way.

Rubbish! how can that be true when at least one of them Sergeant Foster says I deserve all
I get, I am 100% sure if  I conducted myself in the same way they would have tracked me
and sent me to prison. It stinks Leicestershire Police.

The photo below was taken from a film published on You Tube by ex Mayor Jim Harrsion
He filmed at a drunken Royal Wedding Celebration in a Oakham residential street, around
10.00am on the day of the wedding, the bottom shown is Sue Tyers ex Councillor, School
governor and husband of a senior Lions Club Member Keith who is most foul towards me.

Many of Oakham's finest took part in the film, as far as I am
concerned they are the disgraceful people. The film was cut
just after Mr Harrison called Carol wife of Ex Mayor Paul Beech
shown below. Rutland County Councillor Alan Walters said he was
pleased he gave that party a miss. Its a great pity he has not always
been so thoughtful after all he was the first person who started this
cowardly campaign of bullying with his first online post about me.
'who the f8ck is martin brookes' which led to the opening of the flood
gates, at that point I had never complained to the council until I read
the comments that followed on the council run site. to think he and
others involved were old oakham school boys, shocking!

above one of the biggest bullies in Rutland Ex Mayor Paul Beech

Cllr Gale of the anti corruption party recently told me that a woman who has
moved away from the rotten borough of Rutland is still subjected to bullying
and that is after moving as far away as Kent! I can assume their details were
taken from confidential council tax records held by Rutland County Council?

And I know of another who also moved away is still a victim to this
mob and currently making very loud noises in the ears of the apparently
deaf Leicestershire Police.

http://martinbrookes.blogspot.co.uk/2012/12/private-eye-rotten-borough-helen-briggs.html

Going back to Paul Beech, after he went public with his bullying and disgusting
behaviour, which he and others subject me to, all connected to the governance of this rotten
borough  and all who have enjoyed the full support and protection of Leicestershire Police up
to this point, one brave officer went against his Sergeants wishes and issued  Mr Beech with a
£80 fine. for his unprovoked disgusting behaviour on Remembrance Sunday.

That officer who is a very popular, fair and a honest cop based in Oakham is according
to Tweets today, subject to a standards investigation (kangaroo court) after  a member of
the public complained about his personal twitter account, now removed, I took a look and
found his profile could be read as if he was complaining about the way police are treated.
I don't see this as the issue, the real issue is some dodgy officers above the rank of PC and
that  is not all of them. There is clearly a serious issue at Leicester Police, Sgt Wharton found
himself in trouble when he tweeted about his force in a very critical way.

I understand the complainant and reasoning from the member of the public, they have a right to high standards at all times from officers, they pay, if officers have complaints they should be made in a
professional way and not via Twitter in the first instance. I would like to think PC Joe Lloyd did.
or sadly I think he might have forgot the old saying 'a policeman is never off duty'

It appears PC Joe Lloyd a good officer is going to suffer the wrath of the pathetic
corrupt standards regime of Leicestershire Police.

I thanked Joe, for taking action against bully Beech, after his Sgt bullied me in
an attempt to stop me from making the complaint. I wonder if the other member of
the public who also complained received the same disgusting treatment as I did from that
Sgt?

I have been told although its not been confirmed yet, senior officers have written
off Mr Beech's fine, if they have it would not surprise me...

It is time the Rutland Mob STOP! or are STOPPED! their selfish and often vile, foul
sick conduct often effects innocent people, rather than their intended target.

Lets hope Joe is not the next victim!

Leicestershire Police arrested me earlier this year after

Tory Councillor Plews claimed I have destroyed Oakham?

Cllr Joyce Lucas who states in a Standards Statement she does not call
me a Paedophile in public and goes on to name Rutland County Council.
despite this signed statement, Rutland County Council ignore my requests to
investigate. they also failed to properly investigate comments sent of
a similar nature by a person using the councils network

She signed a police statement full of lies accusing me along with 9 other of stalking them.

The CPS were not happy, Sgt Hodson who is coming to Oakham made
me aware of this and so far Leicestershire Police have ignored my FOI request
to see the CPS report.

As a person who has suffered and become very strong as a result of the vilest
abuse dished out by those connected to our local governance for many years.
I often wonder what they have to hide? It must be a lot?

Cutts Close Oakham Town Council foot path Closure.

Cutts Close Oakham Town Council foot path Closure.

Letter sent to Rutland County Council, Rights of Way.

Dear Sir/Madam

Rutland County Council Rights of Way, Re: Cutts Close Oakham

Last week Oakham Town Council erected barriers to close a well used footpath in Cutts Close.
This was done for safety reasons.

A lot of the public are ignoring this closure, because they don't  feel the danger is that great, even when pushing a child in a push chair they make it to the end of the path, they then find  most difficult part is negotiating around the barrier.

It is likely the council will or has decided to remove this well used path because this would be cheaper than repair.

Is there is any legislation that protects this footpath as a right of way and would therefore ensure the council reinstates the path which has been used and enjoyed by the public over many years?

Oakham Town Council, Set to Raise Council Tax Bills

Oakham Town Council, Set to Raise Council Tax Bills next year.

Oakham Town Council Deputy Mayor reminded members they did not raise the precept this year. Cllr Charles Haworth said we should consider increasing the precept next year.

It was any extraordinary request request because we all know Oakham Town Council has no strategic plan.
I have no idea how much the increase is likely to be. But  as we already charge a hefty amount I don't believe there should be any increase.

The Council just spends money as it pleases, Cllr Charles Haworth likes to refer to it as a continuation of the councils work.

We were asked last night to consider the budget for the parks and planning committee. What a joke. £350 for the Mayors Regalia? You might ask what that has to do with planning some did and the questions kept coming.
Fortunately the matter was deferred.

I asked the Clerk where have the figures come from, had they been picked from the sky. He replied you have to start somewhere! I don''t care when will people take notice this man is paid over £35,000 a year works part time and we have to put up with this. The tax payer deserves a lot better.

Rutland County Council Payments Oakham Town Council

http://www.openlylocal.com/suppliers/219224-oakham-town-council

There is something wrong with Rutland County Council and its accounting systems

I have asked the Clerk at Oakham Town Council if we received both of these payments.

The clerk said no, we only received the first payment and it was late.

A MEETING OF OAKHAM TOWN COUNCIL WEDNESDAY 16th FEBRUARY 2011

A MEETING OF OAKHAM TOWN COUNCIL
WEDNESDAY 16th FEBRUARY 2011 AT THE OFFICES OF OAKHAM TOWN COUNCIL,
VICTORIA HALL, 39 HIGH STREET, OAKHAM
(This followed the meeting of sole the Planning and General Purposes Committee and the
Parks and Recreation Committee to approve minutes)

APOLOGIES - were  received according to Local Government Act 1972 Section 85(1)
From Cllr Mark Woodcock Mayor Stated this was due to Stresses of Work!
Cllr Swiffin ill, The Mayor explained he has not attended a meeting since last September and his seat would become vacant on the 15th March, she said the council will have to vote before this meeting, It was not clearly explained why, I think they maybe trying to save his position on the council. last September he was close to losing his seat and he was called in at sat farting throughout the meeting.
during public deputations at the previous meeting I said although I am not callous or unsympathetic to people who are ill it just seems a little strange the council has not asked him to retired so the seat could have been filled by a person who could serve the community.

Members are asked to declare any interest they may have in respect to items on the
agenda none were declared.

I would like to point out Mr Martin Grimes attended from Standards and the Councillors behaved its a disgrace they need to be visited to conduct themselves in a democratic fashion, why are they pre warned who is coming. They all greeted him by first name and Cllr Lucas was making a special effort to impress. Even the Clerk made a effort and put agendas on each public seat this has not been done for a long time. Mr Grimes did note the appendices were not available to all.

Members confirmed the minutes of the meeting of Oakham Town Council held on
Wednesday February 2nd 2011

No COUNCILLOR’S QUESTIONS

ITEMS OUTSTANDING FROM PREVIOUS MEETINGS Why does the Mayor always say minutes?

CHAIRMAN AND MEMBER’S REPORTS
We finally got to find out the reason for the ATC parade and something that was with held at the last meeting. The Mayor reported she attended the 70th and 50th Anniversary parade, she attend Oakham ATC 50th birthday party "and the ATC did a good job marching in the street" Party was local dignatories.
She also reported the Noel Institute was had roofing problems

Cllr Lucas had to be reminded by Cllr Lucas what her reports were about

She went on to say work would be starting on a tree in Burly Road Car Park.
The Care Village is now in her ward NW Oakham
The apple tree outside library will be pruned.
100 trees had been replaced in Rutland and it was good Oakham managed to get a large share 20

She then went on to Plug Cllr Peter Jones event 25th - 26th June at Rutland Water, saying I know its not a Oakham Town Council event but its bigger than you have read in the press. It is expected to be so big the roads in Oakham will be busy and the public toilets must be clean!

Cllr Grey reported on a committee meeting? she finished by saying the group felt there were to many members being sent from Oakham Town Council could the Council send less. I think a polite request meaning we don't like some of Councillors.

Members are asked to inform the Clerk of any changes in their Register of Member’s
Interests.

CLERK’S REPORT – For information only
To receive a report from the Clerk

Once again Councillors made Comments when I was a Councillor I was told to shut up I reminded the council about this in the following deputations.

Cllr Alf Dewis was very upset the RAF Cottesmore farewell march was a low key event and suggested flags bunting amongst other things. not happy content with a march and party for the elite in the Museum at the tax payers expense, I say scrap the party and give all the lads and girls from Cottesmore a few cans of beer each. After all these are the people who have braved Afghanistan and Iraq not a handful of rotten councillors and officials and their friends. Once all the military has gone from Rutland what excuse will Rutland County Council use to fund this luxury events?

Cllr Joyce Lucas the forever selfless councillor said there are flags in storage.
We should do our bit for the day especially for those retired like my Husband and Next Door Neighbour!

Cllr Maureen Dodds could not understand her either confused, ill or drunk? (she once again drove to the pub after the meeting for light refreshment)

The Mayor snapped at her "Look at the Report!"

The Clerk kindly pointed out what she had missed.

Cllr Lucas Spoke the last word "We did more for the freedom of entry, we should not let this slip by"
I agree with Helen Pender's blog for far to long now Rutland has been influenced by retired service men and quite frankly my own experience is most of them put the services to shame. Drunken bullies.
As they are going now I will now publish one of there senior officers comments. made on November 11th 2010. When I photographed The Leader of our Council Roger Begy along with this man, I ask for his his name and  he said I don't want to be associated with him.I agree why would anyone as respectable as this man want to be associated with the Rutland Tory mob who behave terribly and often drunk. I think these Rutland Drunken Bullies will become very lonely, I guess they could hold a special parade of police for Inspector Monks

DEPUTATIONS BY THE PUBLIC
Members of the Public were invited to address the meeting in accordance with
procedures laid down in Standing Order 73

First to speak was former Oakham Town Councillor Alan Walter, He spoke very eloquently about public service cuts impossed by Rutland County Council although he was against their proposed reduction of library hours he, did not think it was the Town Councils job to fund the two hours.

Then I spoke I reminded the council how they used to tell be to shut up if I wanted to comment on the Clerks report and it now seemed to be a regular thing for them to comment, in fact tonight saw a long debate about the Clerks meeting with RAF Cottesmore.

INTERNAL AUDIT (Appendix B – first and second Internal Audit reports)
Members considered and discussed the second internal audit and approved recommendations

CO-OPTION
The members decided not to co-opt a new member for Oakham North
West Ward

PROPOSED REDUCTION OF OPERATING HOURS IN OAKHAM
LIBRARY (Appendix C)
To consider a letter from Rutland County Council and to decide whether the
Council wishes to provide funding

The Mayor reminded members they had the power to change any part of the budget if they wanted to send Rutland County Council money to pay for the staff member.

Some Councillors said this is double taxation.

Cllr Dewis pointed out Ketton and Ryhall were the biggest losers to Rutland County Councils cuts and he did not have a problem with Oakham loosing two hours.

Cllr Lucas pointed out the name above the door Rutland and said let them get on with it!
Cllr Tor Clerk Said this was a soft target for RCC and we should be careful and this could be the thin edge of the wedge. Also he said culture is important.
Cllr Dodds said??????
Finally Councillor Lucas said if there are so few user at this time why should we fund it.

The Council refused the request and request if RCC do cut the hours it is spread over two days instead of one.

APPLICATION FOR INCLUSION IN NHS LEICESTERSHIRE COUNTY &
RUTLAND’S PHARMACEUTICAL LIST (Appendix D)

Cllr Alf Dewis explained the finer details saying he had spoken to the Health Trust and it was ludicrous they were even asking the council to consider this application.

Cllr Lucas said you would expect me to speak on this after 30 years experience in pharmacy.
The speach was long winded.
She was basically saying he pharmacy and pharmacist in Oakham were ok good enough.
Someone was cherry picking.
She did not want to go into the enhanced services particularly about contraception!

This sort of Scheme had failed in Lincolnshire.

Even though it make no difference councillor voted against the application.

14. GREAT POPPY PARTY WEEKEND (Appendix E)

To consider a letter from The Royal British Legion and to decide whether the Council
wishes to organise a Poppy Party over the weekend of 10th – 12th June 2011
There was a lot of debate about this item.

Cllr Charles Haworth said I don't want to burden the next council

Cllr Joyce Lucas This is the Royal!! British Legion!! (hoping the royal plug might get her a MBE or something)

Its 90 years, I am not saying we should give a grant, but we should acknowledge their good work.
Can we swap a band concert or have a party in the park?

Cllr Spencer said Band Concert and a bouncy slide would be good.

Cllr Lucas demanded Clerk! is there a band concert?

The Clerk replied these had not been arranged yet.

Cllr Lucas said I will shake a tin, (its been illegal to shake a tin for a few years now one law I don't agree with)

Cllr Dodds told everyone it clashes with the start of the Oakham festival.

Cllr Tor Clark agreed with Cllr Haworths point.

A lot of discussion followed to cut it short Cllr Dodds offered to help, but Cllr Spencer ignored her and proposed what had been agreed previous to the meeting Herself, Cllr Lucas and Cllr Grey would set up a working group to organise an event and if they were not Councillors after May they would continue to run the event. Cllr Spencer as we know is stepping down.

15. CUTTS CLOSE
(i) To consider a letter from Leicester Constabulary regarding the proposed
additional lighting for the Skatepark and to make an appropriate decision
relating to the matter (Appendix F)

This was very shocking the Council seemed to endorse child labour.

Cllr Dewis stood first and said I very disappointed!! The young people should have worked for the money the police have just handed them money.

Cllr Adam Lowe Disagreed the young people have achieved the aim. They have done nothing different from the council they have secured funding.

(I agree, I don't see councillors digging gardens to acquire grants!)

Cllr Lorna Grey was also disappointed it was clear PC Lloyd had directed the young people towards the BCU fund.

Cllr Lucas made a very serious allegation and said the letter that was signed by Children was a fake. It was clearly not written by child.

When they dish out tax payers funds to Oakham Festival why are they not subjected the same scrutiny.

INFORMATION TECHNOLOGY AND OFF SITE BACK UP
(Appendix H)
To consider recommendations from the Council’s IT provider regarding the above
and to decide whether to authorise:
(i) Purchase of Network Attached Storage
(ii) Off site back up for Council documentation
17. SCHEDULE OF PAYMENTS (Appendix I)
To approve the Schedule of Payments from January 1st 2011 to January 31st 2011

The Clerk totally confused members with this item, he had numbered items differently and look flustered when questioned.

The way he always does when things are not going his way.

No Tender?
Nick a freind of his?
Cllr Adam Lowe voted against the proposal to accept because there had been no tender.

Councillors  received the Statement of Accounts to January 31st 2011

EXEMPT ITEM
To decide whether to exclude the Press and Public, under Section 1(2) of the Public
Bodies (Admission to Meetings) Act 1960, during consideration of Item 20 on the
agenda due to the confidential nature of the matters to be discussed

There was a pause before Alf Dewis jumped from his seat to propose exclusion. We were excluded.
OAKHAM FITNESS CENTRE
To discuss various matters and to decide on an appropriate way forward
Cllr Haworth left the room for a short time.
We were called back in no one was expecting us to return with Mr Grimes from Standards  Councillor Lucas made the most noise.

The mayor told us the Council had decided to seek advice and take appropriate action regarding the exempt item.

The meeeting was closed and Cllr Joyce Lucas Rushed over to whisper to Martin Grimes Standards Visitor.

Self regulation is a farce

Rutland Air Training Corps Parade Photographs Oakham And Tally Ho Band Melton Mowbray

Oakham Police turned out in force today to police a parade by the ATC led by Melton Mowbray Tally Ho Band.

No one knows what the parade marked, the local press did not know either? Oakham Town Council clearly knew on Wednesday but only released brief details at the public meeting. One member of the public thought it was a 50th aniversary.

Leicestershire Police saw the parade passed smoothly. for me it was tarnish by the rude man carrying the Standard for the British Legion. I question why? because after the event he rudely approached me and told me he did not want me photographing him. I checked with the local police hence the delay in publishing this blog, They could not see any reason why I should not publish a photograph of Rutland's British Legions Representative. I suggest if he does not want to be seen in public, then in future give the job to a more respectable person, may I suggest Mr Savage MBE a very respectable man. When will these local establishment bullies grow up?

Local officer waits in Northgate Oakham to escort parade.

Melton Tali Ho Band arrive in Church Street

The Air Training Corps attended a Church Service

Melton Mowbray Tally Ho Band almost ready
I bet those ladies are
pleased the wind in blowing down
their skirts

Leicestershire police escort ready to go.

Cllr Dewis and Lucas wait in the High Street Oakham for the parade to pass
(Cllr Dewis is the gentleman who finds it acceptable to lie and falsely accuse me in his Standards for England Statement)
he is currently protected by the local government act so I can publish his or the Clerks Statement to prove his lies, All I will say is, I may have been provoked into unproffesional behaviour by people like him, but I can assure you I don't lie like them.

Cllr Dewis confessing his sins, lying and bullying to the Chaplain whilst Cllr Sharon Spencer Mayor of Oakham Town Council chats with Cllr Lucas.

Cllr Alf Dewis speaks to the wife of Dr Laurence Howard JP PhD, he is Her Majesty's Lord Lieutenant for Rutland, she pointed kindly pointed out to the High Sheriff of Rutland I was attempting to take a photograph of her, the High Sheriff of Rutland said not him! something I would expect from a former town clerk and friend of Oakham Town Richard White.

What I found refreshing is real dignatories know how to behave and do so in a way that is befitting of their public position.

Dr Laurence Howard JP PhD,  Her Majesty's Lord Lieutenant for Rutland and his wife also smile and say hello I politely return the greeting.

Oakham Town Councillors and the other members of the Rutland Mob huddle together point and behave rather strangely, I am sure they forget the public are watching. Although they did keep this event rather secret so there were none of the normal crowds lining the street.

Oakham Town Council never keep their word they agreed I could take photographs for my blog at public events. So why do I end up with a photograph like this. If this is how they want the world to see them then thats fine by me.

Left to right

Mr Lucas a local Mason and husband of Cllr Joyce Lucas, he is the gentleman a member of the public reported to a PCSO for drink driving and the PSCO from Oakham took no action.

The next man with the chain ?

Cllr Alf Dewis

Oakham Mayor Sharon Spencer

Her husband Mr Spencer puts his head down

And last but not least once again Cllr Joyce Lucas turns her back to me.

The Rutland Royal British Legion Standard bearer who rudely said I was not to photograph him before he went of to drink beer in the Catmose club his preference to the tea on offer at the ATC.
If he does not like the public to photograph him (me) then why take up such a predominate responsibility, would he not be better staying at home or with the rest of the Rutland Bullies Brigade?

Dr Laurence Howard JP PhD,  Her Majesty's Lord Lieutenant for Rutland  always happy to be photographed.

Now the parade.

Please note if you see yourself in any of the photographs and wish to download for free, please consider paid photographers Oliver is the nice photographer in red he works for the poor Rutland Times and I am sure you will find his photographs are better quality. The fee is only a few pounds per photograph and your mum or dad would I am sure be only to pleased to buy a frame for it.  Despite what the local mob tell the Department for Employment I don't sell any of my photographs of Local events I am happy to share for free.
Thank you.

A new trick I have learnt is to see a person like the High Sheriff approaching turn away, hold camera down low and snapping and then I get a result like below a nice photograph of our High Sheriff in blue smiling with out her turning her head away, I practiced this recently at another event and caught some nice shot of Cllr Jones now he knows how I did it!

Letter From Leicester Jace Portal? Oakham Town Council Rutland County Council

This morning I received a letter from Leicester?

I am pleased the author finds my blog interesting, if I had to reread it I think I would get quite bored.

My battle with Oakham Town Council. Not something I can say I have enjoyed but wish I was stronger to have been able to stand up to the thugs like Cllr Dewis and the disturbing behaviour of Cllr Lucas and somewhat cowardly behaviour of Cllr Haworth (Lardboy) and not forgetting all there wonderful friends ex Councillor and the dictator who is known as the Town Clerk.

The writer asks me to turn my attention to Rutland County Council, I have mentioned them in the past, the high sick rate and other matters such as the Chief Executives car allowance £9,000. This year I would like a rather more peaceful life and don't enjoy the threats and intimidation they resort to.

As for standing as a County Councillor to be honest I don't think I am clever  enough for the job allthough I could learn and live on the allowance that is more than Job Seekers allowance, Although one Councillor did slipup and tell me its not much for what they do.

The Town Councillors and their friends have made sure it cant happen all their complaints about me have been passed to standards tribunal by the Ethical Standards officer, who is clearly seeking to ban me from standing for a period. I know on of the Councillors is very keen for this to happen.

The tribunal is not fair, the ethical standards officer will be legally represented. I can not afford to even seek legal advice let alone be represented or travel to Leeds!

I have wrote to the Judge and explained, but it looks like they (Oakham Town Council / Rutland County Council will win)

PS Maybe the writer could stand in May both Councils require more people to stand.

Remember neither is political !!! Mr Begy was obviously still suffering from the effect of his Christmas Orange Juice when he spoke to the press about that.

Councillor Joyce Lucas Oakham Town Council Standards For England

For Various Reasons I can only publish this the law prevents openness when it comes to local government.

I will ask Cllr Lucas to consider this, you harp on about you Christian kindness, if this is true then name those in Rutland County Councils Chamber who you say call me a paedophile.

Case no: Sfe-000022

Member: Councillor Joyce Lucas

Authority: Oakham Town Council

Principal
authority: Rutland District Council

Allegation: The member failed to treat others with respect

Date Received: 20 August 2010

Date
investigation
completed: 20 December 2010

Outcome: The ethical standards officer found that the member did not breach the code of conduct.

Summary:

It was alleged that Councillor Lucas described a fellow councillor as a paedophile when talking to a member of the public at a Council organised event. The Ethical Standards Officer considered that there was insufficient evidence to conclude that Councillor Lucas acted in the manner alleged and therefore that there has been no failure on Councillor Lucas' part to comply with Oakham Town Council's code of conduct.

My summary: I hope your God forgives you! for your lies and the fear you have placed upon my friend who would not give a statement. Who still describes you as a liar. A true statement and not as half as bad as what you call me along with others. I beginning to like what the young folk call you. How is your broom stick?

Please remember the words I was parked illegally are quite significant laws do apply to all of us you are not exempt

Oakham Town Council Lock Out

Oakham Town Council Lock Out.

Last night the front door into Victoria Hall was locked during the public meeting. I understand another member of the  public attempted to attend the public meeting.

Sonara Photographic Studios Oakham Planning Application

Sonara Studios Oakham Planning Application

APP/2010/1163/DTR (ADV) Mr Shushil Pattni (Sonara Studios)

Installation of 1 No. Illuminated fascia sign and 1 No. illuminated hanging sign 20 Mill Street Oakham

As the property is listed a listed building it also had to apply for (LBA) APP/2010/1164/DTR

This application was not considered it was not explained why this was ignored and I assume the Clerk has accepted it was rejected because of the first vote?

The Town Council recommended refusal because of the lighting and the sign was to close to a ladies home and it was red!

It was pointed out the Town Council had also rejected lighting in the conservation area.

Cllr Lowe thought the lighting may have some effect on drivers and the visibility of the traffic light.
Cllr Lucas said she did not not like the swan neck lighting that was on other shops like Cavells and the Indian Restaurant  and Swans and wondered if Rutland County County Council had granted planning permission.

Oakham Town Council Budget 2011-2012

Oakham Town Council Budget 2011-2012 deferred again.

I can understand Cllr Dewis frustration when he is told the draft budget allows for £8,000 for grants and the town council gives away £10,500 when he question this he is told by Cllr Spencer things can be moved.

To me this shows the budget is a joke and the Clerk is put under unnecessary pressure to produce one.

Do they do this at Rutland County Council?

Oakham Festival Grant Oakham Rutland Festival Oakham Town Council

Oakham Festival Grant Oakham Rutland Festival Oakham Town Council.

Oakham Festival is awarded £2000 no surprise there.

It seems the Oakham Festival has become the Rutland Festival, poor Uppingham!

Cllrs surprised me they have slightly grasped the idea you cant hand out large sums of money without asking what this money is going to be used for, but not quite all the way there.

I spoke at deputations and reminded members of my past concerns.

Cllr approved the grant providing the Festival Committee tell the council how they spent the money! and it is only used in Oakham and not Uppingham or Rutland Water.

Dear Oakham Town Council,

I wish to apply for a grant of £2,000 I will spend it in Oakham I will let you know later

Kind regards

Martin

The Death of Oakham Carnival?

The Death of Oakham Carnival?

It was sad to hear at Oakham Town the carnival procession maybe no more!

I think there has been a rift amongst committee members as some have resigned.

The new committee asked Oakham Town Council for a grant of £2500.

They wanted to host a fun day only in Cutts Close.

Cllr Alf Dewis said the man from the committee gave a terrible presentation.

So Oakham Town Council refused the grant and said the should use up the reserves and have a last fun day.

I wonder how much the Everitt mob were invloved in the demise of the Carnival a sad loss for Oakham.

Oakham Town Council Co-option

Oakham Town Council Co-option

Cllr Alf Dewis proposed there be no co-option due to the process of advertising and selection, this would only give the new Cllr three months before election in May.

Cllr Lucas suggested if anyone wanted to be a councillor they can jolly well stand and be elected and not co-opted.

I am sure that went down well with the majority of the co-opted member that includes the Mayor?

There has been a lack of interest in both Oakham Town Council and Rutland County Council long before I moved here.

I love the way RCC members legally get nominated in more than one ward and then withdraw at the last moment from contested seats or gamble on a seat they feel sure they will win.  Is that real loyalty to your voters?

Oakham Town Christmas Lights Maybe Switched OFF!

You may have noticed that a large number of bulbs on the Christmas displays have stopped working.

This is very embarrassing for the Town Council.

The bulbs were very cheap.

The have said that the good Clerk has contacted the manufactures about this issue and they tested to -5 degrees.

Over the past two weeks is has been a lot colder and this may have caused the problems.

The company is to carry out some tests this week.

It has been suggested the worse effected area the High Street is switched off!

So sadly it looks like Christmas is over in Oakham earlier this year.

Cory Environmental Oakham Town Council 15th December 2010

Cory Environmental Oakham Town Council 15th December 2010

Cllr Alf Dewis started to give his report regarding the contract for the maintenance of the parks.
Cllr Sharon Spencer interrupted and said is this not confidential. Mr Dewis continued to report the working group recommend the contract is awarded to Cory Environmental, I assume this is a done deal it was clear Cllr Sharon Spencer was not pleased the name had been read out in public and in a rather flustered manner said of this means its not the final decision.

The working group want it they will get it?

I am off to William Hill....

I like the new openness at Oakham Town Council I don't all approve.

Oakham Town Council Meeting absence 15th December 2010

Oakham Town Council Meeting absence, Once again Cllr George Swiffen was sick.

This week Cllr Charles Haworth was off sick. Be fore Cllr Sharon Spencer had barely finished the announcement Cllr Joyce Lucas woke everyone up by shout Yes! I propose we accept.

Why not?

A Councillor then went onto report "he has issues"

I am sure he does?
