The Primary School has put up a new notice, in a hope parents and pupils and visitors will behave.

The new notice perhaps should also these other powers.


Section 222 of The Local Government Act 1972: This gives the local authority the power to prosecute an abusive parent by way of criminal proceedings or alternatively to bring civil proceedings against the parents.

Protection from Harassment Act 1997: This is known as the Anti-Stalking Legislation, although it is not only used for that purpose. The action can be a criminal prosecution or a civil claim and can be done on behalf of an individual or a group.

Criminal Damages Act 1971: Under this, if the person destroys or damages property belonging to the school, or to a teacher, he or she can be prosecuted for causing criminal damage.

Common assault: Where a member of staff is assaulted by a parent and minor injuries caused, the charge of common assault in accordance with Section 39 of the Criminal Justice Act 1988 can be brought. Where the assault occasions actual bodily harm, the offence is brought under Section 47 (or for increasing severity, Sections 20 and 18) of the Offences Against the Person Act 1861.

Offences under the Public Order Act 1986: Unlike the Protection from Harassment Act, one incident alone is sufficient to constitute a public order offence. In these circumstances the local authority or academy does not have the relevant power to take action itself.

Criminal Justice Act 1988: Section 139a of the Act makes it an offence to carry an offensive weapon or knife on school premises. Under section 139b a police officer may enter a school and search for a weapon. A person who has a weapon on school premises will be guilty of an offence, unless he can prove a statutory defence.

The Education Act 2011: This gives new stop and search powers within schools and colleges. Headteachers already have the power to search pupils, but this Act will further extend powers of search and introduce measures to increase the authority of teachers to search pupils without their consent.

Rutland County Council, The junction of Burley Road and Woodland View, Parking Layby, Willow Crescent, Woodland View

To consider two documents from Rutland County Council relating to possible works at:
(i) The junction of Burley Road and Woodland View
(ii) Woodland View
and to agree on a response to Rutland County Council

Member agreed with the councils proposals.

They complained they were not included in site visit which included Cllr Plews
the ward councillor from Rutland County Council. Now they know how residents
feel when Rutland County Council claim they have carried out a full consultation
and they have not. I live near these roads and like many other residents we were
not consulted. I understand Cllr Plews did consult with his friend
the one he used to provide cones to stop people parking outside his home.

They council is proposing widening the junction of Woodland View and putting
parking Layby's in Woodland View and Willow Crescent.

Cllr Dewis was very annoyed and critical of Rutland County Council for
once again asking the Town Council to contribute towards a Highways
project.

As I departed for work this morning I noticed Willow Crescent
was flooding. This has never happened before.

Rutland County Council for many years have neglected drains throughout
the county.

When I returned home I passed by again to find the flood had spread into
gardens to the right.

One resident was lifting a man hole cover to drain away water to
stop their home flooding.



A call to Rutland County Councils Out of Hours Service proved
a good thing, within the hour workmen had arrived, one had stopped
his holiday packing, the work man cleared the neglected drain within
two hours. Good news for the two households who came very close
to having their homes flooded.

Flooding information From Rutland County Council it could do with a little updating.

BBC Ceefax, ITV Teletext all long gone.



The Environment Agency operates a flood warning system, giving information to the public, media, emergency services and local Authorities.
Using the latest available technology, staff monitor rainfall, river levels and sea conditions 24 hours a day and use this information to forecast the possibility of flooding. If flooding is forecast, warnings are issued using a set of four easily recognisable codes. The following codes are used:
  • Flood Watch - Flooding possible. Be aware! Be prepared! Watch out!
  • Flood Warning - Flooding expected affecting homes, businesses and main roads. Act now!
  • Severe Flood Warning - Severe flooding expected. Imminent danger to life and property.
  • All Clear - An all clear will be issued when flood watches or warnings are no longer in force.

When there is a risk of flooding the Agency issues warnings through the media; they are broadcast on TV weather bulletins and on radio weather and travel reports. Make sure you know which is your local radio station.
Flood warnings are also displayed on ITV Teletext regional weather pages (page 154) and on BBC Ceefax (page 419).
The Environment Agency provides the Floodline Service - Telephone Number 0845 988 1188 . You can listen to recorded flood warning information or speak to an operator for general information and advice 24 hours a day.
What this Council Will Do
The Council's approach to providing emergency assistance during times of flooding is as follows:
  • The Council has no legal responsibility to provide assistance to residents during times of flood, however the Council has provided emergency assistance on an ad hoc basis dependent upon local knowledge and experience of the situation.
  • The Council will provide sandbags or other such equipment as it feels appropriate, if they are available, to assist with the defence from flooding to persons or property within the area.
  • The Council will keep a stock of filled sandbags during times of potential flooding to aid the speed of response. The Council will deliver the sandbags or other equipment where the owner/occupier is unable to collect them from Council's depot. It will be the responsibility of the property owner/occupier to dispose of the sandbags once they are satisfied the risk of flooding has subsided.
  • The Council will provide engineering advice on ways residents can alleviate the risk of flooding to their properties if requested and issue general guidance to all properties in the area of their roles and responsibilities under the Land Drainage Act 1991. The Council will provide, if possible, during times of severe flooding, engineering advice on site to assist with the use of resources and control the situation where appropriate.
  • The Council will assist with the dissemination of Environment Agency flood warnings where appropriate. The Council will keep the necessary equipment at their depot to carry out the above functions, or have facilities to get access to the appropriate equipment rapidly.
  • Very serious flooding resulting in the need for evacuation of houses, provision of temporary accommodation and the like is covered by the Council's Emergency Plan.
Events over the past few winters have demonstrated that exceptional storms can cause flooding even on hill slopes, when the drainage system is simply overwhelmed by the amount of water it is expected to carry.
In addition, when the ground is saturated even small additional amounts of rainfall will find it difficult to drain away from gardens and enclosed spaces.
The Council, at times of emergency, will be endeavouring to protect the public at large and will not be able to assist a large number of individual homeowners who may find their properties threatened.

Rutland County Council, Parking Policy, Willow Crescent, Oakham, Money wasted on letters



Last week Rutland County Council wasted hundreds of pounds
writing to residents of Willow Crescent after the bus company
complained about inconsiderate parking, blaming residents.

Rutland County Council should be speaking to their own staff.
Of course none of the staff are breaking the law by parking
in residential streets.

The three cars shown above all belong to council staff.

The staff say they can not afford to pay to park.

Clearly they are not earning £90,000 a year like the
assistant chief executive Carol Chambers.

The County Councils ridiculous parking policy that
falsely makes them to appear green is causing
some very serious issues on Oakham's  Roads

Council Staff are not permitted to use the council car park
if they don't car share.

This stupid policy does not stretch to senior staff or Councillors.

A party that has lasted almost a week has disturbed residents in Willow Cresent

A party that has lasted almost a week has disturbed residents in Willow Cresent and caused misery as far afield as the David Wilson Estate and in particular Wensum Close.

Within 30 minutes of turning the volume down it was turned back up disturbing everyone within half a mile of Willow Crescent. It was apparently a “St Georges Day” celebration. The flat, an ex local authority property, is now managed by Spire Homes which is where the residents will deliver their petition tomorrow and collect complaint forms for all those affected by the noise.

It appears at the moment a week long party has come to an end and residents of Willow Crescent are currently living in peace once again. lets hope they don't set fire to their garden again tonight.

Residents came from the David Wilson Estate to complain, after listening to enough bass drums to send anyone mad.

I watched from a distance until a older resident pointed out I was his Councillor and I would sort things out?

Well I am not a Councillor until the 9th May all I could do was give advise.

All the angry residents should contact Spire Homes.

The tenant said she hated Rutland and wanted to be rehoused, I tried to explain this was not likely to be the best route, eviction tends to block many openings.

I do really feel sorry for all those who live nearby, only last year a tenant was evicted in similar circumstances.

I am aware some local residents read my blog, so here is the useful information. I can see being a councillor living in my own ward is going to be a interesting time.
