Oakham Town Council
This week sees a extra Oakham Town Council meeting, The meeting is to mainly discuss the Town Clerk going off sick and accusing me of being a bully!
At the meeting I have asked a total of 17 questions of the council. It may seem a bit strange to some but this is the only way I can communicate with other Councillors. Nearly all Oakham Town Councillors ignore me, this includes the Chairman and Deputy Chairman, this is why I have taken to using my private blog to expose this childish bullying behaviour of Oakham Town Councillors.
Now the Town Clerk has accused me of bullying the have appointed one councillor to speak to me. I have chosen not to meet with this councillor because he is the only one who has not been a bully. The Town Council is worried about the implications of the Town Clerk going of sick, So they should be. They have bullied him along with some former members to get rid of me from the first day I was elected. His words before the first meeting I attended Mr Beech has just visited me and asked what are you going to do to get rid of him. The Deputy Chairman said I should expect a frosty welcome she was not wrong. One had previously resigned and two more walked out.

Cllr Joyce Lucas forgot to mention all her Bank Holiday activity in her last email.
1. Why was Councillor Lucas in the Council office Monday morning unsupervised?
2. Why does Councillor Lucas have a key to gain unsupervised access to the office?
3. Was Councillor Lucas covering tracks for Richard White or anyone else before the external or delayed internal audit?
4. Why was the lock fitted to the internal office door?
5. How much did the lock and fitting cost the tax payer?
6. Who authorised this expenditure? the cost of fitting a mortise lock is not petty cash.
7. Why am I as a Councillor not permitted into the office unsupervised?
8. Can I have a key?
9. Why do Oakham Town Council continue to exclude me, is it because I am gay?
10. I Have made numerous requests to be included in the official launch of the play equipment at Royce Recreation Ground. This site is within the ward I serve. Why have I been ignored?

Martin - The Town Council do not seem able to accurately record what they have said to you in the past, so perhaps attending a private meeting, in camera, is as you imply not too clever. It seems that those at the meeting say one thing and then deny it.
I really don't know why Oakham parish Council have pre-meeting meetings. Many members of the parish Council appear to be card carrying Conservatives, although they may profess to be Independent.
The reason pre-meeting meetings are held in other Councils is to ensure that the Party members are singing from the same hymn sheet when dividing on Party lines. Since Oakham Councillors claim to be Independent they should exercise that independence by saying what they would like to say in front of the public.
The latest trend to send everything to you marked 'Private and Confidential' is a betrayal of democracy, transparency and accountability.
You would be an idiot to go into a meeting in private without any witnesses to what was being said. However I think you know and understand that, so you are clearly not going to fall for this ruse to discuss the Clerk's spurious bullying complaints against you.
When I have visited the Clerk in the past he has defended Council members rights to remain anonymous when they have bullied you and Jo Goodliffe on the Chat Forum. I do think your question (above) - if answered properly - will get to the bottom of who, if anyone, on the Council has conducted a long term, protracted and tasteless vendetta against you and Jo.
If the Clerk is implicated I hope he is able to do the honourable thing. You have a right under Freedom of Information legislation to know what has been said and written about you over the extended period in which you have been mercilessly bullied.
This private meeting may have been called to dissuade you from pursuing your questions on the basis that to continue to demand this information is tantamount to bullying. Unfortunately for the Town Clerk, pursuing one's rights under the Freedom of Information Act certainly is not bullying.
I do hope he gets well soon and is able to furnish you with the information you require. Being asked to do one's job properly will not be seen as being 'bullied.' You on the other hand have faced a conspiracy of bullies and need to pursue your question in order to bring an end to the unacceptable behaviour which you have experienced over many years.

Oakham Town Clerk Goes off Sick
Oakham Town Clerk goes of Sick accusing Cllr Martin Brookes of being a bully.
This after The Town Clerk was awarded an inflation busting 10% + pay rise.
Cllr Martin Brookes has been invited to a private meeting he denies being a bully. He has been subjected to bullying from Oakham Town Council.
Cllr Brookes wrote to members.
Dear Members,
I request under the Freedom of Information Act and Data Protection Act the following.
Please provide me with all copies of all emails sent and received on the council computers, via all email accounts, and all copies of letters and any other correspondence that relates to me. This includes notes and memos.
Mr Beech and other former councillors communicated with the town clerk, this information is very important and should must not be deleted.
The Town Council has a duty to keep all communications and show them when requested.
I also request the Town Council secures all computers and email accounts and changes passwords, now the Town Clerk has chosen to go off sick accusing me of bullying him.
On March the 3rd I became a Town Councillor, Councillor Sharon Sharon Spencer held a meeting with myself and Cllr Joyce Lucas at this meeting, Cllr Sharon Spencer told me the Town Clerk was stressed and if I visited him and spoke about the former councillors who had been bullying me for the past year, it could be seen that I was bullying him. Before this meeting The Town Clerk expressed his concerns, I felt he was a victim of bullying by former members. Mr Beech had visited and asked Mr White to get rid of me earlier that evening I am assuming this is why the Chairman and Deputy Chairman and Town Clerk delayed the signing of my acceptance forms.
At the meeting I suggested The Town Council gave Mr White a holiday to assist with his stress.
The next morning I called into the office and spoke to The Town Clerk and mentioned the issue of bullying, The Town Clerk told me I was not bullying.
As weeks past, I told the Town Clerk I felt he was bullying me, he often shouted at me. After many discussions our relationship seemed to improve. He even stated keep your head down as many people were wishing to shoot my head off!
I have often asked the Town Clerk questions relating to his work. It is my view he is overpaid and his recent pay rise of 10% is disgusting.
I popped into the Councillor's surgery this morning and a Councillor requested I attend a meeting on Wednesday morning. I asked why? and was told The Town Clerk Richard White has chosen to go off sick stating the following reason, 'I have been bullying him.'
The Town Clerk only the other week objected to me speaking about the expensive contract relating to the bandstand and the £15,000 he has lost the tax payer relating to the toilets. He then said he was looking into the possibility that I was bullying him.
The Town Clerk also spoke to the press and brought the council into disrepute and now admits to us all this was wrong. I asked him many times via email to deal with the matter correctly. this was copied to members. Due to members not speaking to me or responding to my correspondence I often had to speak to Richard White The Town Clerk. I have never bullied the Town Clerk. I will not be attending the meeting. I believe The Town Council has no authority to call me to a meeting of this nature. If the Council had wished me to consider attending a private meeting a notification and details of the meetings content would be appropriate.
This is clearly another example of the Chairman's and Deputy Chairman's incompetence.
It is my view the Town Clerk unlike his friends who resigned can not just resign because he feels he has lot to loose.
The Town Clerk often spent a lot of his paid time monitoring my Internet sites.
One last point to members Cllr Lucas constantly lies or someone is pretending to be her, when I spoke to her about the letters in the press, she stated I don't write to the papers. I refer to another letter in this weeks Rutland Mercury.

Little Build Rutland County Council Oakham Town Council
Good to see Rutland County Council listens sometimes.
I only mention this because this was the first proposal I made at Oakham Town Council.
It was accepted by Oakham Town Council excluding one member who I cant name because does not believe in accountability.
If I had shut up as a new member for the suggested first six months this recommendation would never reached Rutland County Council.
And also thanks to the resident who turned up to explain concerns, if residents don't tell Councillor's things it is hard to serve their needs.

Vandals Break Oakhams New Play Equipment
Vandals Break Oakham's New Play Equipment
A letter has been published in the Rutland Times 'Congratulations all round to those involved in the new play equipment at Royce Park.'
'It was an excellent choice of equipment by the town council.'
(The equipment was chosen by the children and their families)
The large swing has now been broken twice by groups of local teenagers, the first time within three days of being open, the second time within three days of having been repaired.
(Sadly the swing was never designed for 30 young people to use at the same time)
The swing seat has again been removed for repair. We now have an art installation of a three-arch metal structure with chains.
(The Swing is beyond repair this time Kompan as a good will guesture will replace it free this time, in future it looks like the local tax payer will have to foot the bill)
Another excellent choice was the large blue raised stage/dance area cum target for children to throw rocks at (Oh sorry apparently that is a container used by the contractors that remains on site three weeks after they left.) Surely somebody, either the council or the contractors, should have had this removed.
(I spoke to Oakham Town Council this morning, it appears Rutland County Council have not responded to the Town Council request to store new play equipment destined for Cutts Close, The Town Clerk is currently on sick leave and his assistant is chasing this up now.)
Other than that, the rest of the equipment is very good. The only downside is that people don't seem to use the bins.
(There are many bins in the area and yes the writer is correct they are rarely used some day's you would think the street and play area was the litter bin. I have witnessed adults as well as young people dropping litter. unfortunately I don't think Rutland County Council has any bylaws regarding litter, I guess this is why they don't employ enforcement officers. The littering of the County is a huge problem, I have spoken to litter pickers who clean the layby's beside the A1. the spend up to 2 hours a day clearing litter. They provide their bosses with before and after photographs as the men in suits did not think they were doing the job correctly. I am not sure where they think they collected the daily truck load of litter from?)
Probably the local schools could run workshops on how to use a bin, although I would miss watching my council tax being spent on two or three men spending anywhere up to an hour collecting the litter some days.
(fortunately the Town Council pays a flat fee for litter picking. Also Cllr Joyce Lucas unpaid clears up every day. Parents could play a role in this. When I was a child I was told to bring the litter home and then told off for forgetting to take the litter out of my pockets on wash day!)

Abolish Oakham Town Council
At long last I have received a response from the Legal Officer at Rutland County Council.
I will receive a full response next week outlining the correct procedure to call for a referendum to abolish Oakham Town Council.
Oakham Town Council has forgot its purpose.
The population of Rutland is so small it does not need a two tier system of local government.

Southsea Town Council is finally set to be abolished for good on St George's Day.
Portsmouth City Council agreed to axe it after a postal ballot found 66 per cent of Southsea residents who voted were in favour of seeing it scrapped.

Labour Rutland Bigot
Sitting in the the Library this morning a very well spoken Labour supporter and former army man, sat talking of his disappointment. Gordon Brown had shot himself in the foot he said.
The man then went on to say I hope it does not stop Labour winning and getting rid of the Tory Mr Duncan.
He then went on to explain for us to hear, because as a army veteran he found Mr Duncan's homosexual life immoral. amongst other things.
At this point I called the man a bigot! maybe Gordon Browne is correct. When he describes Labour supporters.
I then asked the man not to use a person sexuality for a reason not to vote Torie. give me a better reason and he went on to say Mr Duncan is a criminal.
I could see I was not going to get any sensible debate from Rutland Bigot so I shut up and the man left. I told him I look forward to seeing him at the next Oakham Town Council meeting he would fit in well.

I then asked the man not to use a person sexuality for a reason not to vote Torie. give me a better reason and he went on to say Mr Duncan is a criminal.
I could see I was not going to get any sensible debate from Rutland Bigot so I shut up and the man left. I told him I look forward to seeing him at the next Oakham Town Council meeting he would fit in well.

Labours Rutland and Melton’s Mr Morgan out about in Oakham
Labours Rutland and Melton’s Mr Morgan, chat to shoppers yesterday in Oakham.
Why do we freeze here in Rutland, when you send the winter fuel allowance to expatriates living in Spain and other warm countries.
Mr Morgan was unaware this happened.
To be fair if you are old and live in the Algarve at the moment it’s about 2 degrees cooler than the East Midlands. So if you are used to very hot weather during summer 19 or 20 degrees can feel cold.

So I went back to look at the poster and yes in the small print at the bottom of the poster it does state the event is for charity. The photo above has been enlarged.
I hope the ladies of Oakham and Rutland can afford the £15 and support this event.
Last year the event cost £5 and no money was given to charity. I don’t object to this kind of event they happen up and down the country. It is all very new to Oakham and Rutland.
Last year I photographed the event and posted the result on Flickr a few thousand people enjoyed the photographs. A few bigots form Oakham Town Council complained, they had never seen woman enjoying the male form before. Very, very shocking for Oakham town councillors.
The shock waves spread to Rutland Council and the licensing officer contacted the owner!
Charity of course will add creditability to this years event, although I believe the licensing committee is a bit short sighted, maybe Mr Clay should rush out and replace his posters. CHARITY in bold at the top would help.
In future can I suggest Mr Clay looks after the licensing committee and puts on a show of female strippers as I know Oakham Town Council don’t like Drag Queens or Gay Male stripper teasing the ladies. Maybe to girls from Miss Rutland could support any future event. It so good to see Rutland has finally caught up with the 1970’s
Could Mr Clay also pull his radio advert? most annoying four times this month I have visited for a coffee with friends to find Clays Closed, Advert states open 7 days a week from noon.

Oakham Town Council is expected to contribute nearly £3,000
of local tax payer’s money to repair the grave yard.
Oakham School is only willing to contribute the labour,
after it was found some of its staff had
contributed to the damage caused
by parking on the grave stones.
The church despite, some of its members and visiting clergy,
contributing to the damage have no money to give.
Oakham Town Council use local tax payer’s money
for the general upkeep of the church yard.
This is common practice throughout England
What I find strange is The Town Council also pays
for the upkeep of the church clock.
I am starting to wonder what else the Town Council
pays for and should not be paying for.
The Chairman of Oakham Town Council
is a member of this church. Many residents of the town
are not so why are they expected to pay to maintain and fix the clock each
year?
