Stephen will be moving out of the gallery at the end of the month. He will be having a massive closing down sale. Literally every piece of art in there has to go- Every painting, every framed drawing, every loose drawing or sketch,every cartoon-it all has to go. Heavily discounted-of course. There are several new pieces too. He will be there for the next two weeks 10am-4pm
He would like to thank everyone for their support over the last ten years as a full-time artist-especially customers and collectors.

He is looking forward to the next ten years as a full-time musician and part-time artist.

For nearly a year Oakham Town Council has been working with a limited number of
people from the community to produce a neighbourhood plan. We are not anywhere near the
stage that other council would at, at this time. A lot of public money has been wasted.
on so little. Now Cllr Haley who is running the show and excludes resident he does not like
from being involved in the plan, inclusion of all is a vital elliment of the preperation of the
plan. Even though Melton's was rejected for failing on inclusion Cllr Haley still refuses to permit
all residents to take part. I understand not all would want to be involved but when they offer
they should not be ordered to leave a public meeting or told becasue they are excluded from
Council working groups they are also excluded from their neighbourhood plan.



Dear Cllr Michael Haley

in the draft budget you have put a figure of £10000 in the estimate for the N Plan

in your agenda item you ask for an increase of £9500 this figure is then used to
set the demand from the tax payers it does not take into consideration the
the sum of the grant application of £6,500

So once again residents are being asked to over pay like the cemetery as
another example.

As for Grant Application it is appalling that the N Plan steering group has delayed
applying for the many grants that were available.

If you had attended the events put on the LRRCC at RCC early last year you
would have heard that some grants would not be available after 2016.

Also the LRRCC poiunted out they were not the only organisations who
could assist with the Neighbourhood Plan process. Has the steering group
approached any of the other organisations to find costings.

I have observed what the group has done so far and most of what I have seen
is not relevant to preparing the plan. When you learnt you needed to engage the
public after the Melton issue you went out on the street and repeated your
first activity over and over. Showing a map and asking people to write on
Post-it notes.

A lot of the requests made by the public on these post-it's would be relevant if the
town council was producing a plan for the council which it seems to think it
does not need or even a town plan. both of which would probably be of more benefit for
the residents we are meant to serve.

I was also astonished to hear your response to the public when they said the
pack containing a map made no sense. You said  it was delibrate and intended to
be that way, to engage the public. Really? you wasted thousands of pounds of
tax payers money to get them to engage!

Looking at the draft budget I can see there is no budget for band concerts or events in the town.

Reading the attached report I see that working group requiring a budget are required to submit
their request no later than November.

At no point was this notice given to the council, It is minuted that I raised concerns that
the finance working group led by Cllr Michael Haley had failed to produce a single report for council
through out the last nine months.

I am told Cllr Michael Haley told Cllr Vince Howard he was to late submitting his budget
request.

Who does this horrible man Cllr Michael Haley think he is?

Not content with telling me to jump under a bus or having to resign as a trustee and
treasurer of Victoria Hall,  it now appears he is happy to mess up all the councils
summer and Christmas activities throughout 2017.

The budget he has drawn up makes no sense and as normal the figures are fictional.

One example is shown in  the income section Cutts Close lettings this year £200
I believe the ice cream vendor paid more than this and he estimates an income
of £2000 next year, We had trouble getting the money we did this year.
I would be interested to learn how we are expected to achieve the 2000 estimate.

The Princess Avenue income is estimated at £7500 only this week he sent me
a email telling me the rent is £11,000

On expenditure increase have just been guessed

For example we are meant to be tendering for a toilet cleaning contract and other contracts which expired months ago. all these have been estimated.

Even though in a council meeting we asked that the procedure for tendering should start
nothing has been done.

Postage and Stationary has been reduced by six hundred pounds when I know the costs
are rising due to his pointless repeated reports included in our agenda packs all posted
now because the council refuses to let anyone collect them from the office.

The monitoring officer at Rutland County Council was correct when she said the
council is not working.

It is failing in many ways.

The council can not even get comply with the basic legal requirement to provide information
on a website.

I am constantly told by Rutland County Council ward members for Oakham that they
are not receiving agenda's or minutes. The full council resolved that they should receive them.
I have given up reminding the office. Only on Friday I asked for something myself as a Councillor
and was asked if I had a life.

The Town Council that does nothing for our community needs a good kick up the bottom
or closed down.

Cllr Michael Haley can do us all a do the same as he has at Victoria Hall.

I have written the following to Oakham Town Council

In its draft budget it is once again proposing to rip of the tax payers by demanding £15,000
for cemetery costs as it did this year and actually only paid Rutland County Council a third of
the demmand.



Dear Oakham Town Council 

I have read the proposed draft budget and can not agree to a proposed council tax increase of 7.75% 

I am shocked to read we have unexplained and possibly unlawful reserve of £240,000

In the past I have asked how much does the council hold in reserve? the former clerk has been recorded 
as saying £20,000 or more recently a working reserve of £60,000
I feel as if I have been lied to on more than one occasion.

The law requires us to explain to the auditor why we have this large amount of reserves.

2.25 As councils have no legal powers to hold revenue reserves other than those for reasonable working capital needs or for specifically earmarked purposes, whenever a council’s year-end general reserve is significantly higher than the annual precept, an explanation should be provided to the auditor. 2.26 Earmarked reserves, which are set aside for specific purposes and for savings for future projects, should be realistic and approved by the council. However, the amount of general reserve should annually be risk assessed and approved by the council.


I am some what pleased I did not agree with last years budget.
There appears to have been some serious incompetence relating to the preparation of previous budgets.

The current budget 2016 - 2017 has many over spends and the chairman publicly blamed me for seeking 
funding of £6500 for the Citizens Advice. The former Clerk said this funding came out of reserves, so  it did not effect the budget in anyway.
I am astonished by the way the chairman continues to publicly conduct himself.
This also includes his recent emails in which he now claims a Grant Thornton Audit Report is not actually a Report ???

I am hoping the council will explain at next Wednesdays meeting, why we hold £240,000 revenue reserves which are not earmarked for reasonable working capital needs or for specifically earmarked purposes which we have no legal powers to do.
