Title: Budget Request for Citizens Advice Rutland Funding

Background:

Oakham Town Council has over the past years provided financial support to Citizens Advice Rutland. The funding has been in recognition of the support that we provide to the residents of the Town. Last year the grant was used in part to support the cost of our training officer who is responsible for the induction and training of new paid and volunteer staff plus ensuring existing staff continue to learn and develop their skills and knowledge.
Further information from CA Rutland:
We seek your continued financial support for the year 2017-18. Although we were successful in our bid to Rutland County Council to continue to provide advice services locally for the next 5 years, it has come at a reduced level of funding - we will have a short fall of £30,000 on previous levels of funding. Your continued financial support is therefore vitally important in ensuring that we can continue to provide a quality assured advice and information service to the residents of Oakham. As per this year we would look to use the monies to support the training of new members of our team as well as develop the skills of existing staff. For example we are about to provide training to all staff in being able to effectively communicate with clients who have mental health issues. From April 2017, we will be introducing new IT software to enable us to work more effectively which will involve all staff being trained in its use.

In the last 12 months we supported over 2,592 clients with 13,732 issues and problems, with over 50% of clients coming from Oakham. In the first 6 months of this year the numbers are 1,393 and 7,687 respectively which represent a 10% increase on the same period last year. You can see from these numbers that the service is vital in ensuring everybody has access to free, confidential, impartial and independent advice at a time when they need it.

In the last few months we have also produced two extensive reports, one on poverty across the County which was an update of a report originally written in 1998 and updated to reflect the current position and one on domestic abuse. If you have not already received copies then we would be more than happy to supply you with copies.

We have included 2 documents. Firstly a copy of our latest accounts to 31st March 2016. With regard to these I would mention that our unrestricted reserves are at the minimum level required by the Charity Commission to ensure that if we were to loose a major part of our funding then we would have the funds to ensure an orderly wind down of our service. In fact we will have to use some of these reserves to deal with the redundancies expected as a result of the short fall in funding. The second is a copy of our annual client survey.

The Council Agree to fund the Citizens Advice Rutland a total of £_________ for the financial year of 2017 -  2018

Title: Outsourcing Council Accounts

Background:

Oakham Town Council over last few years not handled its accounts to well, I won't repeat those issues here as I feel they
are well known, The issues resulted in the council bringing in a firm of accountants to carry out end of year accounts and a review

We currently don't have a qualified person to carry out this work.

The council has taken over a year to introduced the use use of recommended software.
If the council were to outsource accounting the software could still be used for entering the transactions.

The council accounts are smaller than most small business and like some small business we have seen
errors with the VAT which resulted in an over payment last year.

Looking back at the previous costs of appointing accountants and the recent outsourcing of payroll, I believe outsourcing 
could reduce our wages bill and free up staff time to carry out other tasks.

An accountant could assist us with setting the budget which is currently guessed and ensure we stick to it wherever possible.

Recommendations:

The council approves in principle the outsourcing of its accounting
and delegates the acting Clerk or Assistant Clerk to find the full costs
of outsourcing and bring to council for final approval for the start
of the next financial year.

It is reported Mr Farmer had been taking part in an unofficial student society initiation,
died after what police described as “consuming excessive amount of alcohol”.

Ed Farmer, who was reportedly studying economics at the university, was rushed to hospital last week in a “life-threatening condition”. He died in hospital.

It is with great disappointment after attending for many years, I won't be attending this service at All Saints Church Oakham.

Due to the problem caused by our Mayor Cllr Adam Lowe, which resulted in the Church deciding that this was no longer a joint service between the Town Council and Church. The Vicar sent us a letter saying we were all still welcome to attend, but due to the bad feeling caused by our Mayor I feel it would be uncomfortable to attend. I shall miss the welcome and hospitality of the church members.

I have also decided not to attend due to the current very unpleasant bullying conduct our Mayor Cllr Adam Lowe is currently dishing out.

It is not acceptable for him to be sending me messages telling me am mentally ill and need to seek
help before I harm people or commit criminal acts.

I am finding hard not to describe his recent messages as deranged or to suggest it is him who
needs help.

I guess he will be at the church do his normal thing charming anyone who approaches him.

The bully no longer fools me, he has had too many chances.

Local Crime Alert

Since the last Neighbourhood watch brief we have had one report of criminal damage to the Band Stand in Cutts Close Park, Oakham. The bandstand has previously been damaged and had had temporary repairs made to it. The repairs that had been made have been damaged and the railings pulled off. This incident occurred between 09/12/2016 09:00 & 11/12/2016 09:00.

One report of the theft of a secured pedal cycle from Oakham School. This incident occurred between 13/12/2016 16:30 & 13/12/2016 17:30.

One report of the theft of a garden fence in Warn Crescent, Oakham. Twenty feet of a pole and rope was taken. This incident occurred between 10/12/2016 16:00 & 17/12/2016 09:00.

Two reports of burglary non-dwelling in Welland Way and Trent Road, Oakham. In both incidents sheds were broken into and in total four pedal cycles were stolen and an amount of alcohol and food was taken from a fridge. These incidents occurred between 17/12/2016 18:30 & 18/12/2016 08:45.

Oakham & Barleythorpe - Another really busy month with ad hoc road safety operations going on all throughout the area. I have managed to recover four vehicles under devolved DVLA powers. There is a growing concern that people are driving without the relevant documentation and we will continue to target these drivers and riders. Sadly I attended a very serious collision on the Melton area this week and I'd just urge people to take a little more time when getting from A to B. Thank you. Rutland North - We have continued to work hard this month and have conduct targeted patrols on the North beat and this has reflected the low amount of reports of Hare coursing reported this month. We have only had 4 reports this month and 3 last month. We will continue to work with local residents and farmers to tackle this on-going issue and respond to any call made. Rutland South - Rutland officers are carrying out targeted patrols in areas previously identified as hare coursing hot spots in Rutland. This issue is on-going and I would appeal to the community to report all sightings of hare coursing on 101 to assist police to tackle this concern. Last month saw continued reports of hare coursing reported to Rutland Police in the areas along the A47 corridor from Tixover to Uppingham, Market Overton and Ketton. Several persons and vehicles were identified as being suspected in taking part in this illegal activity. Thank you. Uppingham - Over the last month we have had no complaints or known issues at Tods Piece Park. During our continued high visibility patrols of an evening we have come across fewer and fewer youths using the park as the month has gone on. We will continue to monitor the park over the Christmas period, engage with any youths there and take positive action were any offences are disclosed. Thank you. PC Pete Icke.

Latest Scams – Email from Amazon claiming there is a problem processing the recipient's order, adding that they will not be able to access their Amazon account or place any other orders until they confirm their information by following a link. The link leads to an “authentic-looking” page, which asks the victim to confirm their name, address, and bank card information.
