This week I received a letter from The Assistant Chief Constable who appears to have no knowledge
of any formal complaints from me or anyone regarding, The special relationship his force enjoys with Mrs Helen Briggs CEO of Rutland County Council and Oakham Town council.
I replied to him and did has he suggested I made a formal complaint to the IPCC , although I did mention
it is a pointless task. Because for years now I seem to find the issue spins around in circles.
I emailed the IPCC in London and you guess it they sent back to the IPCC in Leicester they share the same coffee machine as the Chief Constable but claim to be independent?
They have asked me to contact Leicestershire Police with my complaint!
So:
Dear Mr Kay,
get your act together arrest Councillor Charles Haworth charge him, you have signed admissions
of his unlawful conduct, so when he stands in front of the District Judge you won't get crap on your'e face
because he is guilty.
I imagine you are worried he will change his plea and drop his friends like Inspector Johnny Monks in it up to to their necks?
If you treated the reporting of homophobic hate crimes seriously especially when you obtained an admission of guilt I would not be complaining!

I know that your email has already been sent to the Assistant Chief Constable however I have also passed your email to the Professional Standards Department (PSD) of Leicestershire Constabulary to ensure they have a copy of your complaint.
If you have not heard from the relevant police force within 15 working days you may wish to contact them directly.

I also note from your email that you say you have made complaints previously but that Leicestershire Constabulary have failed to act on those complaints. When the professional standards department receives a complaint they are required to make a formal recording decision on the complaint within fifteen days of recieving it. If you have sent a complaint and the professional standards department have failed to make a recording decision then you can submit a non recording appeal to the IPCC. You can submit a non recording appeal through our wesbite (http://www.ipcc.gov.uk/appeals).
