Oakham Carnival Funds Public Money given away

Oakham Carnival Chairman Cllr Maureen Dodds, earlier this year gave away the carnival funds to various charities of her choice, instead of returning the money to Oakham Town Council.

Rules state grants can only be given for the use and benefit of residents in a parish in this case Oakham.
The grants must be spent within the 12 months or return to the authority who awarded the grant.

The town council was expecting the money to be returned without using a formal request so it could use the money to fund an event this year in Cutts Close.

Cllr Maureen Dodds obviously was not happy with this and went away and said she distributed the money to Oakham and Rutland Charities.

At the time I complained and as normal was ignored by the Town Council and Rutland County Council.

I have since made another request for the council to attempt to recover the lost funds, the Town Clerk has now agreed to seek advice from NALC

Oakham Carnival was disbanded after a huge argument amongst committee members. Cllr Dodds as the Chairman I believe made the wrong decision to wind up the committee's affairs on her own.

The Work Programme, Ingeus, Invite, intraining NCG

This morning I received a letter from Intraining Leicester instructing me to attend my first work programme interview.

It appears Ingeus despite the complaint from other providers is sharing some of it cash with other providers after winning all the UK Government work programme tenders.

I have past experience of Intraining Leicester, New Deal was the scheme, I was kick off for complaining about the unproffessional behaviour of one its advisers. I was then referred to Working Links, to my surprise the same advisor had a job just got a job with them. I did not surprise me to find Working Links was no better and this was confirmed  by a local provider when he looked through my paperwork he clearly said they had not done there job correctly.

I have e-mailed Intraining this morning and asked them to rearrange the appointment as I don't have the cash to take a train to Leicester and also to consider referring me to a provider nearer to home either in Melton or Stamford.

Allegation:

The member failed to treat others with respect.

Standards Board outcome:

The ethical standards officer found that the member failed to comply with the Code, but in the circumstances of the case, no further action needed to be taken.

Case Summary

The complainant alleged that Councillor Roger Begy failed to treat her with respect at two public events.
The complainant alleged Councillor Begy raised his hand toward her in a menacing manner at a public meeting held on 13 June 2009.  She also alleged that Councillor Begy called her a ‘prat’ while attending the opening ceremony of Oakham’s newly built public toilets on 22 June 2009.
On 13 June 2009 Councillor Begy waved his finger in front of the complainant’s face while being critical of her. However, the ethical standards officer did not consider that he did so in a menacing manner. The ethical standards officer did consider that during the conversation Councillor Begy mimicked the complainant’s voice and actions in a manner that was unnecessarily rude.
On 22 June 2009 Councillor Begy, on seeing the complainant appear wearing a large placard that was critical of Rutland County Council, said ‘Oh god, what a prat.’


The ethical standards officer considered that Councillor Begy’s conduct had fallen below that expected of an elected member and that he had failed to treat the complainant with respect
on both

13 June 2009 and 22 June 2009.

However, the ethical standards officer noted the context in which Councillor Begy’s conduct took place and accepted it had not been his intention to deliberately offend the complainant. The ethical standards officer considered it important that Councillor Begy has recognised that some of his behaviour was not appropriate and regretted any offence his actions may have caused. In these circumstances, the ethical standards officer considered that no further action need be taken.

Relevant paragraphs of the Code of Conduct

The allegations in the case relate to paragraph 3(1) of the Code of Conduct. Paragraph 3(1) states that a member must “treat others with respect”.

Oakham Town Council has received a begging letter from Rutland County Council!

Oakham Town Council will consider a begging letter from Rutland County Council and to decide whether the
Council wishes to provide funding, at this Wednesday's meeting.

I am guessing Rutland County Council has spotted, The Town Council has money to waste on cosmetic improvemnts such as removing good solid benches and replacing them with new ones without tendering.

I am pleased Isabelle won the prize but surely the organisers family members should not be eligible to enter competitions. 

The gentleman who sell lottery tickets in the town centre newsagent pointed out he would like to win the lottery but because he sells ticket he can not buy a ticket.

The organiser  Project Officer for Arts for Rutland Joy Everitt was very pleased her one of her family won the prize presented by County Councillor Peter Jones.

I will most likely get shot down for posting this blog, others won't say anything publicly but they know I will.

Joy Everitt is not one for Rules and I hope Cllr Peter Jones remembers this when she applies for next years drink licence for the Oakham Festival. If you work behind the bar the law requires you don't drink behind the bar whilst working and I would say if you have received funding from Oakham Tax Payers you don't give out free drinks to your friends and family. Of course these people involved will deny all even though I photographed the event.

I wonder which family members will win future prizes?
