There nothing wrong with our chairman writing and asking this question accept it is a
bit odd that he is asking this question when the Council members were being told
the council was not sure who  the money belonged to and had not seen any of the emails
received from Rutland County Council letting us know it is the Town Councils money
and not the Town Partnerships

Cllr Lowe is very lucky he works for Travis Perkins who don't mind the
many hours he spends sending emails about Council business and other
organisations he is involved.

Reading this email it appears Cllr Adam Lowe along with the Council know nothing
about the £62,000 Hawksmead money paid to Oakham Town Council.

The FOI reveals he knew who was involved he even mentions in another email
other members of the council are pressurising him to give names. In a recent
email he stated he had seen familiar names in the Town Partnership minutes
which he did not have and then did?

Cllr Lowe attended one meeting and told me he did not like what he learnt
he said the Partnership and Rutland County Councillot Terry King had
already decided how the money was to be spent back in 2014.

The same officer sent Oakham Town Council a email which clearly states
Cllr Adam Lowe was copied into many emails about the negotiations.
Only Cllr Lowe knows why he decided not to share any of his knowledge
with the full council or the Clerk.

It is astonishing how many times Rutland County Council wrote to Oakham Town Council
telling them the money they sent was meant for Oakham Town Council.

for some reason all the emails and letters I have obtained via FOI from Rutland County
Council were not shared with all members of Oakham Town Council.

We sat in many meetings asking why Rutland County Council had not responded when
they had.

Was the Chairman Alf Dewis preventing the staff from sharing this information with
the council members, was he was attempting to get the payment sent to his partnership?

What is interesting is the Council officer states again Rutland County Council has
been in Consultation with Oakham Town Council for some time.
He may have consulted with a few members because of their membership of the
partnership. But none of them made Oakham Town Council aware of the consultations
which took place since 2014

When the former Clerk Richard White first found money had been paid to Oakham Town Council
he did not know why. so he wrote to all members because he did not know why the money had been
paid by Rutland County Council. He suggested it was an error.

This soon changed to it might belong to Oakham Town Partnership.

He wrote to Rutland County Council and he received the reply below.

This email or the information contained within was not shared with all members of the
council.

a few day later the Assistant Clerk telephoned Rutland County Council insisting the
money was the town partnerships and requested how the money should be returned
to Rutland County Council??

How did this happen?

First the Town Clerk does not know why Oakham Town Council received £62,000
from Rutland County Council to be led to believe all the money was meant to
be paid to the Oakham Town Partnership?

Then after receiving a reply from Rutland County Council stating very clearly
the money is Oakham Town Councils the Assistant Clerk Allison Greaves
is on the phone asking to return the money to Rutland County Council so it
can be paid to Oakham Town Partnership?

Cllr Alf Dewis Mayor of Oakham and Chairman and Director of Oakham Town
Partnership resigned from both organisations when Grant Thornton reported he
had acted unlawfully.

The Town Partnership had a little problem who was going to interview the
candidates for the Town Centre Manager the partnership wanted Oakham
Town Council to pay for even though no one had asked the council.

The Chairman of the partnership has said Cllr Alf Dewis had failed in his duty
by not passing on information to Oakham Town Council and seeking their
consent.

Cllr Vince Howard has done nothing wrong.

The partnership chairman probably should have approached the Town Council
with this request as it is the council who is meant to appoint its reps on the
partnership.

After Oakham Town Council received a mystery 106 payment from Rutland County Council
the Clerk wrote to all members stating he did not know why the money had been sent to
the Council. At this stage it was clear from a conversation I had with him he did not have
a clue what the money was for. then later some one had suggested the entire sum of money
was meant for the Town Partnership which was not true.

From documents received from Rutland County Council FOI I can see the Clerk
sent the email below there was another email received from Rutland County
Council explaining the purpose of the money.

There is then another email stating The Assistant Clerk had telephoned a few days
later asking how the council could send the money back, why when Rutland
County Council had only a few days before told Oakham Town Council the
money was theirs.

I am not sure if the period in the middle of both communications this is one of the periods
the clerk went of sick.

During our meetings the acting clerk reported to full council that
Rutland County Council had not responded to his letter to find
out why they had sent Oakham Town Council £62,000

The letter clearly give the reason.

Why was this letter not shown to Oakham Town Council

Cllr Adam Lowe also received letters which I have obtained
by FOI which all start with the request to forward to all members
of the council.

I don't know why Cllr Lowe or the acting Clerk decided not
to share important information with all members of Oakham Town
Council

Rutland County Council has responded to my Freedom of Information request to find out which
Oakham Town Councillor knew about the £62,000 Hawksmead money that just appeared at
Oakham Town Council last year.

It is no surprise to find former Cllr Alf Dewis attended one of the first meetings
he was also a director and chairman of the Oakham Town Partnership.

The other is a former Chairman of Oakham Town Council Jayne Woodcock
who attended with her husband another former Chairman of Oakham Town Council.

By attending this meeting no Councillor has done anything wrong, what they
did wrong is they failed for some unknown reason to notify Oakham Town Council
and made decisions giving the impression to Rutland County Council that they
had the authority to make decisions and represent the council in the decision process

The minutes of this meeting confirm what Cllr Adam Lowe the current Chairman
of Oakham Town Council has said after he attended a meeting later in the year
He said he found Terry King and Alf Dewis and the partnership had already decided
how Oakham Town Councils money would be spent.

I find it astonishing and unacceptable that meeting to discuss OTC money was kept
from the Council and Clerk since 2014 upto the date OTC fortunately received the
money in its accounts in 2016.

Fortunate because no fraud was committed if the money as the Clerk was told
had been paid to the Partnership as he was told was meant to happen then
a fraud would have been committed.

The police have asked that RCC's monitoring officer conducts an investigation
into Oakham Town Councillors Conduct.

The first I can see who has failed is our current Chairman Cllr Adam Lowe
but as he is a Tory member I doubt if there will ever be an investigation
and the others involved in what appears to be a case of attempted fraud
and possible deception of the Town Council and Rutland County Council
are no longer Councillors.

I am pleased we have the money and do not support any involvement
of the Town Partnership when we decide how this money should be spent.

Today I have received a full response from RCC to my FOI
 
The response is public and will I guess be published on RCC's own website.
 
The response highlights a serious failing by our Chairman Adam Lowe

No working group was formally set up by Oakham Town Council, Cllr Adam Lowe told me in a recent phone call that he did 
attend this meeting and that the OTP being Cllr Alf Dewis and Cllr Terry King had already decided on how all the money would 
be spent and he did not attend anymore meetings.
The big question is why he made no reports to the Council regarding this matter.

It would appear Cllr Adam Lowe was brought into the fold at a later time than other members of the council
and he did not like what he saw and heard. At this stage he should in my opinion notified the clerk or the council
of what he had heard or seen.
It would seem the first meeting regarding the first formal meeting relating to the money was in May 2015 and attended 
By Cllr Alf Dewis and Cllr Jayne Woodcock both members members failed to notify the council of this possible funding.

There were many meeting attended by Cllrs Alf Dewis and Woodcock and this time it appears Cllr Lowe is telling the truth 
as it appears he did only attend the one meeting.

The big questiion is why did the former chairman of Oakham Town Council and Registered director of the Town Partnership
and former Oakham Town Council Chairman J Woodcock and the current Chairman Adam Lowe never notify the council
of these meetings and the intention of the town partnership to obtain money meant for Oakham Town Council.
When the money was paid to OTC the Clerk had no knowledge of the money or the reason RCC sent it and 
it was assumed it was sent in error.
Cllr Michael Haley is named in the response he attended one meeting which Oakham Town Council was aware
of after it received the payment.
If a RCC staff member had not paid the money to OTC we may never of known it was meant for us.
I will be reading and publishing all the documents soon. I understand the same will be available via RCC website.

I personally think the Chairman Adam Lowe should resign because this is not the first time he has not
reported a serious issue to council and he supported very publicly the unlawful conduct of the former
chairman Alf Dewis stating what was found by Grant Thorton was just a little mistake. Does he 
wish to make the same comment about the Hawksmead Larkfleet Money?
