Operation Peninsula A message from Leicestershire Police and Leicester's City Mayor EDL & UAF March Leicester 4th Feb 2012

A message from Leicestershire Police and Leicester's City Mayor


This is an update from Leicestershire Police and Leicester’s City Mayor in the run up to planned demonstrations by the English Defence League (EDL) and Leicester Unite Against Fascism (UAF) in Leicester city centre on Saturday February 4, 2012.

As you are aware, on Monday we confirmed details of the march routes for both the EDL and UAF. The press release can be viewed by clicking on this link.

The police have now placed a number of conditions on the demonstrators in order to reduce disruption to the city on the day.

The conditions, under Section 12 and 14 of the Public Order Act, aim to limit the time both groups can spend in the city centre and also prevent them from carrying out static protests during the marches.
They are as follows:
  • Supporters for both groups must gather at their respective assembly points between 11am and 12noon. Failure to arrive by this time may result in them being excluded from the event. 
  • A further period of time between 12noon and approximately 12.30pm will be allowed for organisers and stewards to brief and prepare supporters for the procession through Leicester, which will follow the prescribed route and specific timings directed by the senior police officer present at the time.
  • There is no provision for a static assembly during the course of the route.
  • Following the conclusion of the procession there will be an opportunity for a static assembly.
  • People attending the procession and assembly will then disperse as directed by the senior police officer present at the scene, before or by 4pm.
  • Anyone who knowingly fails to comply with these conditions is guilty of an offence for which they may be arrested.

Our preparationsThis week we have continued to engage with communities in Leicester to reassure them ahead of the planned demonstrations. We have also personally visited businesses in the city centre, in particular those along the march routes, to answer their questions and address any concerns. On Wednesday morning we held a very positive open meeting with up to 200 members of the business community. We reiterated our commitment to minimise disruption in the city centre and our aim that it will be ‘business as usual’ outside the times of the planned marches.

As previously mentioned, we have approached licensees in the city centre to ask them not to serve alcohol from 8am to 1pm on Saturday.

We are delighted to say that we have had 100% compliance from licensees and are very grateful for their support.

All operational plans for the day have been finalised. Transport details can be found on the Leicester City Council website at http://www.leicester.gov.uk/demonstrations

Information for local schools and young people in Leicester has been prepared and distributed. The council has also been working closely with partners in arranging a wide range of activities for young people in Leicester on the day of the demonstrations, including free swimming at city swimming pools. The Leicester eventThe most up-to-date intelligence indicates that 42 divisions of the EDL have now expressed an interest in attending the Leicester event. However, to date there is still only evidence of six divisions actually booking any transport to come here.

Leicestershire Police anticipates that approximately 1,100 EDL supporters – both local and from other parts of the country – are likely to attend on February 4.

It is unclear at this time how many supporters will attend the UAF counter demonstration, though we believe that this will be a locally attended demonstration as opposed to a national event.

Media reportingNumerous media interviews have taken place this week including BBC Radio Leicester, Central News, Gem 106, BBC Asian Network, Sabras and Eava FM. More interviews are planned over the coming days and on February 4 itself.

A further briefing will be held with the media tomorrow (Thursday February 2) to discuss their requirements for the day.

If you do hear any rumours in the community, have concerns or are in receipt of any information that you think the police should be aware of then you can call 101, any time of the day or night.

You should inform the call taker that you are calling in relation to Operation Peninsula. 

Hopefully your call will be resolved by the call taker but if it requires further action it will be passed on to a member of the City Police Senior Management team. 

All calls in relation to Operation Peninsula will be put on a master log which will be constantly reviewed and monitored.

The Council is seeking quotations for the Town's floral displays for the four year period from 
2012 - 2015.

A copy of the tender document is available to download here or a hard copy is available from the Town Council offices.

The Clerk says this contract is too big for any local garden centre to be interested in. I do not believe any company would not be interested in this lucrative contract.

In the past it has always been awarded to a former assistant town clerk and over the years the cost to the council had risen to a unbelievable level. Average price of a basket £165!

Before getting kicked of the council I passed on a request from the new owner of Greetham Garden Centre.

The watering contract last year was slightly less than the previous year, but this was then sub contracted back to a local company so clearly the council is still being over charged.

I read the report into my complaint produced by Leicestershire Police Professional Standards and note it's full of mistakes.

Maybe, just maybe they can employ me. :-) given their standard of English.

Apart from the arse mistake they also say Inspector Monks 'eludes' to something when it should be that he 'alludes'

It could be just the investigating officer is writing things as he thinks.

Inspector Monks has often attempted to avoid the issues, so this maybe why the investigating office used elude instead of allude

I am no Psychoanalysis, so I will leave that thought to the experts at Leicestershire Constabulary

A member of the Council has raised concerns about the disposal of monies from the Oakham Carnival
Committee.

The background to this is that in January 2010 Oakham Town Council granted £2500 to the Oakham
Carnival Committee under Section 144 of the Local Government Act 1972. This was as part sponsorship
of the Oakham Carnival and Fun Day that was subsequently held in June 2010 and was used to pay for
entertainers on the day. The accounts submitted by the Carnival (copy enclosed) in support of a grant
application for the 2011 event show that a sum in excess of this was spent on entertainers in 2010.

The 2011 Grant Application was subsequently refused by Oakham Town Council, the Carnival
Committee eventually folded and no event was held in 2011. However, it was decided at some point by
the Carnival Committee that the surplus funds they had over from the 2010 event (some £1188) would be
spent on a television to be donated to Rutland Memorial Hospital for use by patients and that the
remainder should be donated to the local Air Ambulance Service.

The member maintains that these funds should have been returned to Oakham Town Council and that the
Carnival Committee has acted illegally by choosing to dispose of the funds in the way described above.
The member contends that the funds should have been specifically used for the benefit of the people of
Oakham.

The Council has never asked for any of its contribution back from the Carnival Committee. However, the
question is whether the Council is entitled to do so, bearing in mind that the money has now been spent
and any such request would have to be directed at the members of the Committee at the time the decision
was taken to dispose of surplus funds.

Note How the Clerk fails to mention the Air Ambulance is not a Oakham Charity.

Also he quotes Local Government Act 1972. Something he has a clear knowledge of this law but whenever he discusses this matter with me he, places the burden of proof on me. He does this so often. We overpay him to know the law, its not a Councillors duty to know all aspects of the law if it was we would not need to employ him.

For two long now this Council has done want it wants and spends public money as it pleases and the Clerk has supported them as they have made my life very difficult over the last two years for pointing this out very publicly.

There has been a slight improvement recently because there was a time when the Clerk would not have been able to send a letter like this.

Rutland County Council Staff Banned from drinking clean fresh water





Rutland County Council provides customers and visitor with mineral water from expensive water stations.


I was shocked to hear Chief Executive Helen Briggs has banned staff from drinking this water as part of cost cutting.

I wonder why the council even bother spending this money in the first place, I think it would be better if the provided a water fountain connected to mains water.

"We are lean and mean," enthuses chief executive Helen Briggs, who lives in Oakham.at the 10th Anniversary of Rutlands Independance,

If Rutland County Council was lean and mean then, what is it now?  Mean and Evil?

Now I understand the reason why these good people give me so much grief.

Good grief why do we put up with this woman.

We were lied to about her pay, by Conservative Council Leader Roger Begy at the public meeting, does he think we are stupid?

All websites that list Council staff who are paid more than our Prime Minister list her as earning £129,000

There is now a huge reduction shown on the Councils own site this year.

Helen Briggs said While 19 of the 26 councillors are Conservatives, Briggs finds it hard to detect party allegiances. She says: "I would describe them as members who are passionate about issues, and not political in a party political sense - passionate about doing the right thing for Rutland."

Has she never looked at the voting records.

And the public are not blind.

I hope the large amount of public who were at lasts nights council meeting remember their comments and vote out this Conservative mob on May 5th

Ex Councillor Mr Jim Harrison in the past said of Rutland County Council:

"I was always against the idea from the outset," he says. "I said it would cost us more money - and so it has. Nothing good has come of it."
