There will be more remote working, with less large stations and buildings and more small bases- some within partner buildings, There will be increased home working and flexible working, supported by an effective mobile services IT platform.

More business will be conducted remotely, through greater use of e-business, and through empowering communities and giving them greater personal responsibility for reporting crime on line, or through accessing services and information electronically. There will be decreased attended calls for service through efficient triage, dealing with more at source or through channel shift, and through increased reporting at access points for police services.

Our staff will feel empowered to make decisions based on common sense, free from unnecessary bureaucracy and demand, and with the technology and tools to enable them to carry out their roles effectively and efficiently.

Our organisation will have continuous improvement embedded within it, continually driving out inefficiencies and improving service to the public. Strategic leadership and command will cut across force borders within the region, supported by many functions provided at a regional or sub-regional level. Some services, and some complete functions, will be provided by external companies through partnering and out-sourcing

The Chief Constable will lead a smaller force, with officers only in posts that require warranted powers or specific expertise. The force will have a more mixed economy in many front line and middle office roles through workforce modernisation and more police staff within roles traditionally performed by warranted officers.We will invest in our staff, seeking to professionalise the service and supporting personal accountability and performance. There will be a greater level of omni-competent officers and staff with less pure specialists. These will be managed within a reduced number of units and sections.

The force will remain committed to local policing, supporting communities to be empowered to deal appropriately with local low level issues, and take responsibility for preventing crime. This will be supported by officers and staff across the force, and through work at the regional and sub regional level to deal with more serious or complex threats. There will be a smaller local footprint with resourcing based on threat and risk, and supported through increased accessibility to policing remotely through technology and social media.

The organisation will focus on dealing with issues at their source through a proactive and preventative approach. We will be mindful of new emerging threats and patterns of crime and disorder. We will do this through closer working with decreased partner resources, focusing on prevention, reduction and intervention. Collective commissioning will support this approach.

Leicestershire Police, Change Programme, Why Change? funding gap of £15.4m

By March 2014 Leicestershire Police projects a funding gap of £15.4m, Our current budget is £172.6m.

Over 80% of our costs are spent on our people. The force has shown by HMIC Value for Money
profiles to be relatively lean in both non-staff related expenditure, such as transport and supplies,
and support functions. Despite this the Force continues to identify and implement cost reduction
in these areas.

In approaching our future challenges we have utilised the same approach as many of our partners.
Placing the citizen at the heart of our service we have looked at the demand which comes into the
organisation, using an end-to-end approach, seeking to identify both how we reduce this and manage
it more efficiently. We have sought and found evidence based on proposals to do this.

We have looked at how we can redesign our services to continue to meet the needs of the communities of Leicester, Leicestershire and Rutland through more efficient and effective services.

We recognise that our communities are changing. The once clear community boundary between the
City and County is becoming increasingly blurred. The community footprint is changing and we must be flexible and respond to this.

We recognise that one size does not fit all. The policing area we serve is very diverse with its urban and rural mix, social demographics and cultural differences, partnership landscape, safeguarding elements such as vulnerable families as well as crime and calls for service. Our new model has taken
all of this into consideration.

Structural change is an essential part of the new model which retains local policing at its heart focusing on community issues and victims needs.

In 2011 I posted a blog post about Leicestershire Police, Sgt Chris Wharton's Twitter Account. Tweets shown below.

The tweets made me feel Chris Wharton's dissatisfaction with his employers echoed mine.

I raised this on my blog and the police.

Sgt Chris Wharton was asked by Leicestershire Police Professional Standards
to close his account. He followed that instruction and then chose to ignore it
in March 2013.

When he reopened the account he insulted me and went onto repeat that insult
in court a year ago.

He was able obtain the assistance of his corrupt boss Inspector Kamlesh Mistry.

The inspector in his statement chose not to mention Sgt Wharton was asked to
close his account by the standards department.

He blamed me! Claiming I had inappropriately republished the Sgt's Tweets.
suggesting the Sgt feared he would be discredited by me.

Of course after my court case and subsequent professional standards investigation
Sgt Wharton was found guilty of disrespect and bringing his own force into discredit.



From the Inspectors Statement


From Detective Simon Eyley in his statement he states
how back in 2011 when I raised concerns about Sgt Wharton's
Tweets, the Sgt said in hindsight he ought to have known
better. He also states Inspector Mistry was aware of this
so why did Inspector hide his knowledge or lie in his statement
and bring charges? because he was a corrupt puppet controlled
by the former Rutland Commander now Detective Inspector Johnny
Monks.



 




All the the information shown from statements were read in public court at Leicester Magistrates
Court.

Sgt Wharton's case was dropped, I would have preferred a not guilty.

Through out my trial most of the police evidence was show to be untruthful
by statements provided by other Leicestershire Police Officers and staff
who are not corrupt.

I might like to take his photograph in the park.

At 10.00 am I was walking to town and found myself unavoidable
walking towards Sgt Wharton.

I have a feeling the Sgt Wharton may be slightly upset with me.

Recently I published details about a recent standards investigation
which was upheld.

Sgt Wharton was found guilty of disrespect and bringing the force
into discredit.

I find village mentality amongst our local dignitaries means they
can hold grudges for many years.

I had no problem with Sgt Wharton until his foolish case against
me which was dropped by the CPS.

In his statement, he said he was scared of me! so why does he
feel it's fine to intimidate me?

I moved on I even told the anti corruption unit of Leicestershire
Police the above report had drawn a line under the Sgt Wharton
issue. Clearly Sgt Wharton thinks otherwise so I now have
a renewed issue. Incident 227 of today's date.

Thank you to the Sgt from Melton Mowbray who contacted
to express her Inspectors concerns regarding the incident.

I have so many of this type of letter from Leicestershire Police, all relating to the conduct
of Oakham/Rutland police.

Local resolution in my experience means the matter is not dealt with and swept under the
carpet.



And then there is the investigation, currently being carried out by the Anti Corruption Unit
of Leicestershire Police.

I have today received a voice mail message from you in which you seek further detail regarding a letter sent to you by Chief Inspector Gamble.
I can confirm that the complaints you detailed in the statements taken recently by myself have been assessed, and from those statements five separate issues of alleged corrupt practice have been identified. 

The required assessments have been made and forwarded to the IPCC along with supporting documentation, including your statements, in order that a mode of investigation may be determined.

In essence the IPCC will decide whether to investigate the matter themselves, supervise an investigation to some degree, or agree that the matters are suitable for local investigation by Leicestershire Police Professional Standards Department.
You will be informed of their decision in due course.

The Rutland Times asked me for a comment, I carefully wrote a short response and
they have not published it?

And they still won't publish the findings against their friend Sgt Chris Wharton.
Even when I only referred to him a Sgt in my brief comment. which I complimented
the professionalism of Leicestershire Police's Anti Corruption Unit. The paper
is also incorrect with its claim that Leicestershire Police refer matters as a matter
of routine.





I received the following comment from a local resident:

Of course they didn't publish your comments. They're screwed because they've backed councillors and hope IPCC will exonerate bent coppers. Which they will. The whole establishment is working to duck your allegations of corruption.

Leicestershire Police Anti Corruption Unit, refer five separate issues of alleged corrupt practice to IPCC, carried out by Oakham Police & Councils


The Corrupt practice goes back as far as 2009 and relates to the special relationship between Rutland County Council and it Chief Executive and Oakham Town Council.
The corrupt practice was carried out by two Inspectors and their staff who have supported Homophobic Hate Crimes and other harassment I have been subjected to.
This also includes wrongful arrest and malicious charges and prosecutions.

I have a feeling such a public event may be to soon for her, although it would be good if she could.

Of course anyone can show their support and join the parade in Leicester next Saturday.

I am saving for my train ticket.

Police appeal for witnesses following homophobic assault in Oakham

Police in Oakham are appealing for witnesses after a woman was assaulted by two men while walking home from Oakham town centre after homophobic comments had been made to her.
The incident happened about 1.30am on Sunday August 17, 2014 in Burley Road, Oakham. The victim, a woman in her 20’s, was walking past the car park on Burley Road, near to Oakham town centre, when she became aware of two men behind her. One of the men made a homophobic comment; she was then assaulted resulting in injuries to her face.
The two men are described as white and in their 20’s, both are about 5’7” tall, with one wearing a hooded top and the other having spikey blonde hair.
PC 2226 Mark Barlow from Rutland local police unit who is the investigating officer said:
“This was a nasty assault which resulted in the victim receiving hospital treatment and she has been left badly shaken up.
“If you were in Oakham on Saturday night or the early hours of Sunday morning and you saw these men, or you think you know who they are, please contact us.”

Independent Police Complaints Commission, investigation, Upheld, Leicestershire Police

I have been contacted by a Rutland resident who has complained about Leicestershire Police, mainly Oakham Police. The member of public reported a fraud. They also reported harassment by Cllr Charles Haworth and others. The member the of the public says both complaints were connected. Oakham Police Sgt Shellard discriminated against the complainant, Oakham Police refused to investigate the complaints.

I have been sent the damming IPCC report shown below.

One year on from the date of the findings Leicestershire Police have failed to comply with the IPCC and let the situation go from bad to worse.

The Rutland Times refused to publish these findings



Dear ###########

This letter is about your appeal against Leicestershire Constabulary, which we received on 15 February 2013.

The IPCC’s role in the appeal process is to review the investigation into your complaint, not to re-investigate your complaint.  

Our decision on your appeal is governed by paragraph 25 of Schedule 3 of the Police Reform Act 2002. I have looked at the following issues in concluding your appeal:  

whether the findings of the investigation need to be reconsidered  whether the outcomes, for example in relation to whether any disciplinary or other actions should be taken, are appropriate  whether the matter should be referred to the Crown Prosecution Service (CPS)  whether you received adequate information about the findings of the investigation
 
I have reviewed your complaint form dated 05 January 2013.

I have also considered your appeal form dated 15 February 2013, the investigation outcome report completed by the Investigating Officer (IO), Police Sergeant (undated) and the related evidence referred to within the outcome report.  

The decisions I have reached in relation to your appeal are outlined below:

1. Are the findings of the appropriate authority (chief officer or local policing body) investigation appropriate/ proportionate to the complaint?

No.

I consider that the Leicestershire Constabulary has not addressed your complaint. As such the investigation is not adequate.

The IO is required to state his opinion about whether the people you complained about has a case to answer. The IO has not reached a conclusion on each complaint.  

The IO has not followed all relevant lines of enquiry. The IO has not addressed nor investigated the allegation that the force has discriminated against you. The force has not reviewed whether you have been treated differently to M# ####### in investigating your report of a potential fraud. Further, the force has not established whether Police Constable (PC) Lloyd and PC Cockerill have adhered to the National Crime Recording Standards.

In relation to your criminal report not being investigated, the IPCC is unable to make a decision on this aspect of the allegation as the force has provided insufficient rationale or evidence to support their decision.
The investigation is therefore not proportionate and the above enquires need to be undertaken before the investigation is considered to be complete.  

For the reasons given above, I consider that the findings of the police complaint investigation are not appropriate. This aspect of the appeal is upheld.

2. Is the decision that the appropriate authority   has made about whether an officer has a case to answer for misconduct or gross misconduct, or if any person’s performance is unsatisfactory, appropriate?
This aspect of the appeal has not been reviewed as further investigation is required.
 
3. Are the appropriate authority’s proposed actions following the investigation adequate?
This aspect of the appeal has not been reviewed as further investigation is required.

4. Has the investigation been referred to the Crown Prosecution Service (CPS)? If not, is this decision appropriate?
The report has not been referred to the CPS. I consider this decision to be appropriate as the report and the underlying evidence does not indicate that a criminal offence may have been committed.  

5. Have you been provided with adequate information following the investigation of your complaint?

No.

The IO’s report does not provide adequate information about the complaint investigation.
While various officers have commented that the potential offence is a civil matter, there is no explanation of why this is. The officers have stated that it is civil (and quoted the CPS guidelines) to yourself and within the crime report, however have not provided their rationale as to why this does not adhere to the CPS guidelines.

This aspect of the appeal is upheld.

6. Have you raised any points that are outside what the IPCC can consider?
You raised the following additional points, which are not relevant in determining the outcome of your appeal because:

That PS Shellard has discriminated against you by not advising you of the outcome of a crime as per the Victim’s Code. This is not a part of the recorded complaint and as such is outside the remit of the IPCC in this appeal. Should you wish to pursue the matter you should contact the force directly.

After considering all the information available I have now made a decision about your appeal. I have upheld your appeal in respect of suitable findings and adequate information.

ACTIONS REQUIRED OF THE FORCE / AUTHORITY
Leicestershire Constabulary are to investigate the following aspects of the complaint:
That the force has discriminated against you Whether the officers’ adhered to the National Crime Recording Standards

The IO is required to provide the information listed in point 5, shown above.
You should be supplied with a further investigation report and right of appeal.  
The Leicestershire Constabulary will contact you about the actions listed above. Please contact the police directly if you do not hear from them within 28 days.

You are not able to appeal against the assessment of your appeal. If you have any questions or need more information about the appeal decision please contact me using the details shown at the end of this letter.

Only yesterday a former special constable and Councillor told me they would never return to the 'corrupt force' in addition to the corruption allegation they accuse a former Rutland Inspector of racism.

Leicestershire Police, Oakham Town Council and Rutland County Council Could Learn From Inspector Simon Outen, Lincolnshire Police, Market Rasen Council

Oakham Town Councillors and Rutland County Council in my opinion spend far to much time holding private meetings with senior officers from Leicestershire Police. A lot of that time I learnt, is used to glean information and gossip.

Other councils hold such meetings in public.

In June Market Rasen Council meeting was attended by

Inspector Simon Outen from Lincolnshire Police

The Chairman of the Council welcomed Inspector Outen to the meeting.

Inspector Outen gave an overview on the vision of policing in Market Rasen.

The Council expressed their concerns regarding policing in the area.

Inspector Outen explained that the Police rely on the community to help target issues in the area. It was reported that crime in Market Rasen is on the slight increase but this is gradually going down. Crime in this area is in reality low.

The Council asked if the Council can be consulted over incidents and individuals. 

Inspector Outen explained that consulting with councils does not form part of their role or act. 

Either the Councillors and Executive of Market Rasen are as nosy as ours or they just wanted to be kept in the loop regarding  Former Market Rasen councillor David Strachan, who has just been sent to prison, for his part in a massive fuel duty fraud.

Today I spotted a number of posters displayed here in Oakham, some not far from the police station
no text just a photo of a man, the posters were displayed in the same places where some nut has many times put up posters attacking me, I wonder if the man shown is Mr Quinton? it seems an odd thing to do.

I agreed with Leicestershire Police  that I would not publish the name of the person before they appear in court, although I don't trust the police anymore I want them to be able to trust me.

The man from Leicester made many disgusting, threatening and disturbing phone calls to me after my court case last last year. Finally after five years of complaining to Leicestershire Police about hate crimes mainly carried out by Cllr Charles Haworth and two former Oakham Mayor's named in court by a former Melton Borough Council employee, they have taken one of my complaints and not ignored it or binned the evidence yet...

PC 2113 Icke was in charge of the investigation, Leicestershire police trace the man who had witheld his number. At  the officer was reluctant to pass on any information to me, even suggesting to me it was unusual for a victim to want to know details like the indentity of the attacker and the court date.

He told me the man was mortified, because he had been caught and a police officer was sitting in his home reading the content of the many calls he had made.

PC Icke anticipates the man will plead guilty and magistrates will deal with him today and he feels he has done his job and won't be in court and is unlikely to hear the outcome of the case if the man pleas guilty adding he would only know if the man pleads not guilty and he is called to give evidence.

I informed my avocate Mr Swingler and the director of prosecutions and others about Leicesters Police's initial refusal to provide me with any details about the case. This resulted in PC Icke being given permission to give me some very basic information. This is how Leicestershire Police treat victims of Hate Crimes.

PC Icke is on holiday  and won't be attending court and unlike my disgraceful trial last year, I am not expecting to see a circus of  Inspectors who were on duty and who decided  to sit in the court building chatting rather than working along with the many other police officers who attended, in the inspectors words "because it's a high profile case", not forgetting the badly behaved town councillors and their friends. Paid council staff who should have been at work.

I have taken unpaid leave today and will shortly be taking the slow train to Loughborough, hopefully I will arrive before 10.00am.

Martin Brookes’ blog into local politics in Central England has uncovered embarrassing facts for his area’s local councils that have been picked up by the BBC and Private Eye, the UK satirical and investigative journalism magazine.
But rather than being thanked, he’s been hounded – sent hate mail and left anonymous phone messages threatening him. He’s even been taken to court himself, accused of stalking and harassing two council bigwigs.
Brookes, 47, moved to Oakham, the main town in the landlocked county of Rutland, in the heart of England, seven years ago.
He got involved in the online Rutland Chat Forum but says people there attacked him because he is gay.
When, in 2009 he realized some of those people were involved in the local councils, he became interested in politics.
He says he uncovered ‘small wrongdoings’ by local politicians, including his criticism they spent £60,000 ($97,000 €70,000) of council money on a private gym.
He even got a seat on Oakham Town Council twice but stood down the first time after a few months because the attacks on him became too much.
He was kicked out the second time after posting an indecent image on a council noticeboard – he said he had been sent the picture and thought it was ‘bullying’ but accepted he should not have put it up.
His approach to challenging the council, however, led to a series of hate crimes against him.
From 2010 he was sent numerous letters branding him ‘Pedophile Brookes’ with ‘disgusting, homophobic and sexually explicit’ content. He was even falsely accused of his partner’s murder.
He told Gay Star News: ‘They have called me a sponger, prostitute and a pedophile.
‘They sent me emails and messages saying things like I bet you are glad your partner was cremated after you murdered him, you are the only man in Rutland who has had sex with a dead man.’
The false claims of pedophilia were spread online too.
Brookes said: ‘The police had to come and tell my neighbors I am not a pedophile because I was challenged outside in my street by people saying we don’t want pedophiles living here.
‘The police had to go to the local youth club to tell the young men there – and one of them assaulted me – “Mr Brookes is not a pedophile”.’
But he claims police ignored the actions of the people harassing him, even throwing away hate letters left with them as evidence.
He said: ‘Over the years I reported hate crimes to local police they did nothing. One police officer suggested if I didn’t like Rutland I should consider moving.
‘I own my property here and I don’t have a job, I can’t get a job, so I can’t move. If I could move, I would. But then I think why should I?’
Then two people, Rutland County Council chief executive Helen Briggs and Oakham Town Councilor Charles Haworth accused Brookes of stalking and harassing them, the police prosecuted and he went on trial.
He was found not guilty at Leicester Magistrates Court on Monday (14 October).
District Judge John Temperley said Brookes was not harassing Briggs by repeatedly emailing and blogging about her, just using his freedom of expression.
He also accepted Brookes had phoned and texted Haworth because he was trying to find out who was attacking him on a website which had been set up anonymously by the councilor.
As the Rutland Times reports, Judge Temperley said: ‘Freedom of expression is an essential function of a democratic society. It is applicable also to those who offend and shock.
‘Some of the comment is harsh, shocking or personally offensive, but that does not mean it is criminal.’
Haworth had argued in the trial his attacks on Brookes on his Laughing Stocks website were satirical.
But Judge Temperley said: ‘I don’t agree. Some of the material goes way beyond satire. They are crude and crass and homophobic.’
And the judge said other claims made by Howarth against Brookes were ‘exaggerated’.
Now, finally, the police have approached Brookes about investigating his claims he has been harassed and threatened – though it is not clear exactly who all the anonymous messages and calls have come from.
Brookes told GSN: ‘In general, the people who live in Rutland who are not involved in politics are very nice people.
‘I have had people coming up to me in the last few days to congratulate me on my win.
‘There are good, honest people on the local councils too.
‘If you look at the people themselves doing this, they do not share one political allegiance. It is a very small core of hardened Rutlanders who will attack in a foul way.’
But despite his court win, the nightmare isn’t over. Brookes’ announcement he will seek criminal prosecution of his persecutors has been met with more anonymous phone threats – telling him to back off.
His house in Willow Crescent, Oakham is under 24-hour CCTV surveillance as the false claims he is a pedophile have made him a potential target.
He said: ‘They have ruined my life in this town. It is scary to be intimidated. Friends are scared to be seen with me. I can’t explain how much this has affected me. And you think what on earth have I done?

This morning Oakham was full of police on bikes, cars, vans and under cover.

I and other members of the public observed at how well they blended into to Oakham street scene.
One man said the officer below reminded him of when Ian Beale an Eastenders Soap Star attempted to
wear a tash "it looks so false" he said.

Personally I think he has watched too many movies. When one of his fellow officers turned up, we all got a flash of yellow as he opened his coat to reveal he was wearing his high visibility.

It was hard to decide if they were in town to catch offending motorists or the people who stand behind the camera outside the library providing some locals with their much needed stuff. Since Jules appears to
have closed its doors the sellers who operated outside Rutland Radio for many years have moved on pleasing residents in the nearby flats. The move to Royce Recreation Ground has not pleased some residents in that area of town.

for adverts all over the place.

In this one street in Leicester every advertising board has been taken over by the police, no wonder
they needed to increase the precept again.

Many have offensive words written on them, something you don't see on other adverts.

After a little research, I find the reason why Leicestershire Police won't charge Oakham Town Councillor 
Charles Haworth and Co. (ex mayors)

The reason being quite simple, they were supporting Rutland County Council and in particular the
Tory Leader Roger Begy.

It is no coindence that Cllr Haworth started his filthy campaigns at the time myself and another of
his victims had rasied Standards Complaints about Tory Roger Begy's disgusting conduct.

(Roger Begy says Planning and Property are not his favourite thing, strangely most peoples complaints
relating to his conduct have a planning or property connection and we all know why his son was struck
of the solicitors register.)

The female victim of this mob, is now starting her own legal resolution after suffering at the hands of
Haworth and Co. Cllr Haworth posted anti sematic posts about her on the Rutland Chat Forum.
communicated as her ward Councillor unkown to her with a firm of Architect Inclusive Design Ltd  she had employed, They employed former Rutland Planning officer and probally the shortest serving Oakham Town Councillor Mathew Taylor.

Cllr Haworth sent them congratulatory post cards when the resident feel into a legal dispute with them and Rutland County Council, on behalf of the people of Oakham, when she lost her home he passed on information via twitter about her bank. So much information  Cllr Haworth and Co used to attack residents
is gleaned from information obtained in his role as a Cllr, so I find it hard to understand why he can say
he is not acting as a councillor, when he is conducting himself in a Anti Semetic, Homophobic Crude Crass and very damaging way.

We can see why Leicestershire Police won't charge Cllr Haworth for crimes he has admitted 
committing. 

Because if he appears before a Judge he will take people connect to Rutland County 
Council down with him and not forgetting the former Mayors of Oakham.

This lady like me is disgusted by Rutland County Coouncils recent standards findings.

A Councillor from the South East of England contacted me and said "You can't put your councillor hat 
on and off when it pleases you the man is a dick" So nationally people see his conduct is very wrong.

Well it appears that Councillor is very wrong, in Rutland if your a friend of the Rutland Conservatives you 
can take you hat on and off when you please. That includes criminal counduct in public office.

I don't beleive the independent person Rutland County Council appointed to review the standards 
complaint I made is qualified to make the decission they did. 

Saying its fine to behave in any disgusting way as long as you say you were not acting in youre capacity as a councillor.

Cllr Haworth shared emails amongst his friends admitting he sent  malicious post cards on behalf
of the residents of Oakham, Is that not acting in the capacity of a Councillor.

Cllr Haworth has admitted criminal acts in a recorded interview and in two written police statements
and Leicestershire Police chose not to charge him why? This question was put to DC McMacDonald in
court who asked a officer to lie about the decission not to charge him, she said it was a CPS descision.
I court he said it was his.

It's circumstantial but significant that on 4 December 2009 the Standards Board had issued its report upholding our complaints references SBE-O6B8O-YMBGV and SBE-07068-2XX5G against Begy. 

Haworth's collusion with Smith of  Inclusive Design the ladies architect started on 17 December 2009 after he'd sent the postcard to her in the summer at the time the complaints were made along with the posts on the forum about poking the eyes out of the jewish monkey ###### just one of the description enjoyed by 
the Councillor and former Mayors on their vile chat forum.

That is the point Sgt Wharton became involved for the first time, I beleive he knew who was responsible
but took know action.

The SBE upheld our complaints about Begy's deliberate misconduct when engaging in Council business relating to her and her property. Rutland County Council could not refuse to forward these complaints 
we had made against Roger Begy because his disgusting conduct had overspilled into the publics eye
and members of the public came forward willing to give evidence. Of course standards issued no sactions
because they did not have access to the previous 26 complaints that had been swept under the carpet 
by the local Tory Standards committee and the paid help Geoff Pook monitoring officer who has
run away.

The same finding must applyto Haworth's even more disgusting conduct the emails prove this took place. 

According to the CPS, the criminal offence of misconduct in public office is committed when: 

• a public officer acting as such 
• wilfully neglects to perform his duty and/or wilfully misconducts himself 
•  to such a degree as to amount to an abuse of the public's trust in the office holder 
• without reasonable excuse or justification

The motive may be malice or bad faith but reckless indifference is sufficient.

That is the complaint substantiated by his emails between Haworth and Smith.

The Assistant Chief Constable questions why people are accusing his force of a 
corrupt relationship which our Councils appear to enjoy.
