Market building incorporating clock tower, dated 1902, by Coales and
Johnson (C & J were architects of Market Harborough listed buildings
Hill House (109-113) Lubenham Hill and Robert Smythe School in
Burnmill Road) with stone work by Wlliam Allsop. Red brick with
limestone free-style dressings and detailing, clay tile roof, stone
copings to gable parapets. Double-pile two-storeyed building to left
with gable end stack to front range having stone dated in relief 'AD
1902' at base of shafts. Ground floor with 2 tripartite stone
mullioned windows with central section having arched transom; first
floor with moulded string at cill level, 3 stone mullioned windows of
2, 3 and 3 lights, windows 1 and 3 with classical moulded stone
lintels forming the eaves, window 2 has a taller central light
extending into central gable pediment.

Clock tower to right of 4 stages; stages 1 to 3 of brick, stage 4 of
Limestone ashlar. Polygonal clasping angles to stages 2 to 4. Ground
stage with lugged stone surround to arched doorway inscribed
'SETTLEMENT ROOMS' in relief above. Stone string course between
ground and second stage having waterleaf decoration at angles; second
stage with large stone achievement of Earls of Harborough; third stage
with tall 2-light mullioned window. Fourth stage with all four sides
alike, ashlar with clock face under segmental cornice and having stone
strapwork surround, white opaque glass face with copper numerals;
stone pineapples to clasping angles; ogee roof of copper surmounted
by wind vane with spiked ball finial.

Oakham Town Councillor Martin Brookes Tribunal Update

It appears the tribunal location was not Peterborough
slightly confusing communications

I did not attend today and made a request for information and received the following

I didn't attend the hearing (it was in Leicester, just so you know)
but I understand that the first tier tribunal members considered and
questioned the facts as set out in the ESO's report and then adjourned
to consider them privately. 
 
As far as I know they have not come to a
decision either on whether they consider you breached to Code or
whether any sanction is appropriate. 
 
I think they intend to write to you and us next week.
 
I hope that is of some use. If I learn more on monday I will of course
let you know.

Oakham Town Council Missing Receipt from Rutland County Council Update

The reason for messages like keep your nose out our business and the constant stream of hate is becoming clearer.

Some people connect to Rutland County Council and Oakham Town Council and Town Group(s) have a lot to hide.

I have been asked by someone in the know not to blog they have told me this so I will leave their name out of it.

The person explained to me the town council paid for half the cost of of new lighting in Cutts Close, Oakham. The other half was to be paid by a grant received from The Welland Partnership and via Rutland County Council this money was received by Oakham Town Council. The August payment appears to be assigned to Oakham Town Council, bank records show this was not received. The explanation I received was it is likely the money has been paid to a Oakham Organisation and a member of staff has put it under the wrong heading in error and mistakes are made. If this is the case my question was the full amount was claimed from the Welland Partnership or has Rutland County Council paid this organisation money they are not due. If so why. If the full amount was granted then it should have been paid in full to Oakham Town Council the authority who paid the invoice. I can not understand how this other organisation has been able to claim this payment.

This is another example of how clearly there is something wrong with Rutland County Council finances and those who control it. 

 Of course its not as much money as the one million that appeared from unexplained source with in hours of the councils budget being presented to full council. £5000+ is still a lot to most of us

I now await another insulting email from the Conservative Deputy Leader Terry King. He is meant to be in charge of finance....

When I have dealt with this I will seek a FOI to find out why Melton Town Partnership was paid £27,000 under the heading capital projects.

And what the gentleman did for the council under the heading Chief Executive to receive a nice rounded sum of money.

Oakham Town Council, Set to Raise Council Tax Bills

Oakham Town Council, Set to Raise Council Tax Bills next year.

Oakham Town Council Deputy Mayor reminded members they did not raise the precept this year. Cllr Charles Haworth said we should consider increasing the precept next year.

It was any extraordinary request request because we all know Oakham Town Council has no strategic plan.
I have no idea how much the increase is likely to be. But  as we already charge a hefty amount I don't believe there should be any increase.

The Council just spends money as it pleases, Cllr Charles Haworth likes to refer to it as a continuation of the councils work.

We were asked last night to consider the budget for the parks and planning committee. What a joke. £350 for the Mayors Regalia? You might ask what that has to do with planning some did and the questions kept coming.
Fortunately the matter was deferred.

I asked the Clerk where have the figures come from, had they been picked from the sky. He replied you have to start somewhere! I don''t care when will people take notice this man is paid over £35,000 a year works part time and we have to put up with this. The tax payer deserves a lot better.

Dear Mr Pook,

I spoke to the Clerk about this complaint and at the time I said I would not complain.

I posted brief details on my blog and have since received communications stating the Cllrs comments are racist and the council chamber is not the place for racism

I wish to raise a standards complaint against Councillor Nowell.

His racist rant should not be tolerated, the council chamber is not the place to express these views and by doing so he brought the council into disrepute.
I also believe racism in England is a criminal offence so I am copying this complaint to Leicestershire Police to investigate.  I am also sending a copy to the Institute of Race Relations. (was given wrong point of contact now sent to Equality and Human Rights Commission)

Racism is a fairly new development to go public and unchallenged at Oakham Town Council.

Privately I have experienced homophobic behaviour, will the council be recommending planning approval based sexuality next?

Tonight might have been my last town council meeting, if I am kicked of by the tribunal on Friday.

I was amazed by how many items were referred to the second council headed by Cllr Dewis, sorry the working group. It's most annoying being ask your view only for the item to then be referred  to the working group. We are only 11 councillors, we seem to lack the ability to debate.

Just before the start of the meeting I handed members attending the Heritage Meeting on Friday a copy of a photographic presentation. We have submitted our pre-application for a Lottery Heritage grant for the west end of town improvements. As I handed Cllr Maureen Dodds hers, she said do you not know the town partnership has applied for this and have the money.  She could not be clear about what they have applied for. I am puzzled because the Town Council approved the project and four Councillors are members of the town partnership. She said she was told at the Oakham in Bloom meeting. I wonder if this was just malicious gossip? We know from continued conversation the town partnership is not in a healthy condition. I think its time the Town Council asked for the money the Clerk mentioned they have unspent back, before it gets given away like Cllr Dodds Carnival fund. I wonder if its condition is anything to do with the person who is according to a local buisness man monopolising The Business Link We may be a small county but there are so many groups often controlled by the same old stale faces my guess its all money motivated.

The meeting did not get any better, I asked for an amendment to the previous minutes this was turned down.
Cllr Charles Haworth made a fool of himself and proved once again  he was a liars, because he said, You said that you had a dispute with the applicants wife, as they application was a woman. I know times have changed but I know there are not many woman in Oakham with wife's. He was just being a difficult sod, surprisingly Cllr Lowe Supported my request at the beginning of the debate. I did not look to see how he voted. If he did he was probably the only one. There were a few abstention from a  few members who have brains, but don't want to upset the old guard.

There was one good point of the meeting, Councillors voted not to rip out any more perfectly good benches from Cutts Close and replace with expensive new ones. I was pleased to see this saving for the tax payer, of course this now means its likely the money will squandered on something else.

Cllr Alf Dewis dreamt up something I had brought up before and was told it was not needed. The Councils Strategic Plan. We don't have one and never have had a plan of any type. Strangely the Councillors now feel it would be good for Oakham Town Council to have a plan, probably because master Dewis approves now, I can't understand why he did not approve, when I raised the issue last year. It was referred to his working group, so I assume this council will have a plan at the end of its remaining three year term. Cllr Dodds became very defensive of past councils and said "we were all loving volunteers back then, yes its correct we never had a plan but we got things done. They of course were so successful a ex councillor reminded us all last week they had at one point lost all the councils records. Cllr Nowell kept repeating yes Maureen we can see all the work you have done.

We finally made it to planning matters. The Council approved 143 new homes at the Hawksmead Site.
as members we are meant to debate, have our say, I attempted to present some public views as well as my own, lack of supporting infrastructures Schools, Doctors. Cllr Alf Dewis interrupted and said we are going off track. were not here to discuss the strategic issues. But he did not interrupt Councillor Woodcock as she went on about the proposed doctors surgery that has been cancelled. I voted against. We don't need more houses, The government says we do. Then we read in the press that house sales have slumped again. I have noticed some houses in Oakham have been on the market for months and now have more than one agent.

Planning Chairman Cllr John Nowell finished of by blaming immigration and said while immigration was allowed to continue the new houses will sell. I found his comment if not shocking a little surprising and surely of track?

It was interesting to see some Councillors who were very vocal against the Cold Overton Road Development remained almost silent about Hawksmead.

After the meeting I chatted to the Clerk and he agreed its going to happen. Now this is when I question the point of any planning application coming before Oakham Town Council.  From what we learnt from our planning training before the meeting it seems the council must approve 500 new homes in Rutland a year or the planning inspector will approve applications. The training was interesting the Rutland County Council planning officer was a great help. Cllr Maureen Dodds said Rutland County Council never listen to us. The planning officer responded with I don't think that is fair comment and below the belt. She seemed such a timid woman but she can certainly take on the vocal might of Cllr Dodds.

Jeakins Weir was mentioned and the planning officer said Rutland County Council was surprised by the planning inspectors decision.

If anyone wants to blame anyone for the mess it appears Jeakins Weir may be the ones to blame, it appears they were playing a tactical game and knew Rutland County Council were going to turn down the application and the non determination was due to them not providing planning officers with requested documents, they put in their appeal application before the deadline and then presented the planning inspectorate with the required documents. Rutland County Council had no chance of determining the application without the required documents.

The Town Council also approved the destruction of two healthy trees. The tree warden Cllr Joyce Lucas absent due to ill health reported in writing she had no problem because they were replacing with two new trees, sometimes I think we should be able to chuck away a few old councillors in a skip and replace them with with some younger fresher ones.

The council also approved a replacement staircase on a building owned by Rutland County Council.
We were shown a photograph and nothing else. So I don't know what was approved. I did turn to the person on my left and said it would be nice to see what the intended replacement was and they smiled and said politely be quiet, Well we would not want to upset Rutland County Council would we? So I went along with the crowd and voted for approval. Its such a farce at Oakham Town Council.....

Next time you put an application in to  make changes on your property just send a current photograph and nothing else and see how far that gets you.

The council also approved the closure of a footpath in Cutts Close for safety reasons. It appears since the Clerk asked us to consider works to the paths despite no complaints, two incidents of wheel chair user nearly falling over have happened in two days this week. The path will be closed off and then the clerk will seek quotes for removal or replacement.

Oakham Town Council, Planning Training , At Last

Oakham Town Council at last will receive some training.

Planning to most people is very important and possibly one of the few times they need to come into contact with there local councils.

I was shocked by the lack of training at Oakham Town Council. I first noticed this when a knicker dropping ex Councillor sat at a planning meeting and looked at a plan that was clear to most showed a dormer window and she questioned why would they want a beach hut on their roof?

The first time I became a Town Councillor I realised the only training available was, do as I tell you.
We did eventually receive 20 minutes basic training from a man who visited once never to be seen again.

I was surprised to receive instruction to be in the Council Chamber at 6.00pm to undergo planning training with Carolyn Cartwright, a Senior Planning Officer from Rutland County Council one hour before our parks and planning meeting tomorrow. It is public knowledge Rutland County Council planning department is one of the worst performing departments at the council, so I think it is rather fitting they will be giving one hours training to one of the worst Town Councils I know.

It is rather ironic the training finally arrives  in the week I might get kicked of the council by the Standards Tribunal.

Well the Police didn't actually use those words. But they were told they would attend if any offence was committed or if fighting broke out.

It might feel a little intimidating with the mob* sitting in the public seats but surely the ex councillors are
not going to bring out the boxing gloves?

*mob = ex Councillor who sit staring at me, I particularly like the one who pulls faces.

It surprises me the council is now frequently calling the police** before meetings, because I am often told I imagine this intimidation.

I think these requests were a bit odd, When we have Cllr Adam Lowe a Special Constable surely he has a spare can of CS Gas in his pocket, to protect us all!

The building is about 20 years old and like the cells most of the buildings offices remain unused.

If Oakham School do acquire the Police Station it is not expected to effect operations and it likely the front desk will remain and be opened its normal limited hours.

Well done Oakham in Bloom Workers, Britain in Bloom, Silver Gilt

Teresa Thompson said Sadly no win for Oakham this time, but still a very creditable Silver Gilt medal. Our category, the Towns, was the most hard-fought and highly scored of the entire competition, so we mustn't feel too bad about it. Apparently the judges were most impressed with the work of our gardening volunteers and encourage us to do lots more of the same! A few areas need a slight rethink though, so the Committee will be working on those over the next months. 


I say well done to all the gardening volunteers and keep up the good work.
Teresa Thompson also says: Please remember the Big Replant on Sunday 8th October, beginning at 9.30am at the library and come if you can, equipped with trowels, ready for Action. The more hands we have, the sooner all will be done, so I hope to see you then.

Oakham Skatepark Repairs, Oakham Town Council.


Bingo!! The Skate Park Repairs just I as mentioned in a previous email to the Town Council it won't be long before the builder of the skate park acquired all the money he originally wanted.
I reported the recent wear and tear in good time, for the item to be placed on the Agenda of next Wednesdays Planning and Parks Committee. 
Once again the Clerk has invoked his emergency powers to ensure the friendly contractor get their cash.
I am surprised he even bothered to tell Councillors.

I do hope, they will be writing the cheque out to his company and he is not given the option to have the cheque 
made payable to him personally as previously offered.

Now who was it in the office who told me this man's wife used to work for Rutland County Council?
The original work request was turned down by the full council because it quoted for work that might be needed.
It now appears all this year skatepark budget is all spent and now we are dipping into another heading.
The Skatepark expense is almost out of control and should be brought to the attention of the full council to discuss future options. 

This is also in my view an abuse of the Clerks powers, We assured this power would only be used for example if another tree fell down in the road and it had to be removed, real emergencies.
The Skatepark has had various holes and splits for months this was not an emergency

I met with Chris Straw (the person who built the skatepark) on Saturday morning. This was to initially discuss splits to the surfacing that had been reported. However, it became apparent that additonal work is also necessary and as a result of the meeting I am authorising the following, using my emergency powers, to ensure that this work is completed as quickly as possible
The middle "spine ramp" has not been resurfaced since the park was built three years ago. The surfacing on one side has split because the layer of 9mm plywood underneath is no longer providing sufficient support. Both layers will need to be removed and, at this stage, the supporting beams can also be checked for soundness and replaced if necessary. New surfacing will then be put back on. It makes sense to do both sides of this at the same time to ensure its integrity for, hopefully, the next three years.
On the Eastern Wall there is a "flat bank" that comes down the middle of the transition. This, too, is now unsafe and will be removed. It will be replaced with a transition so that there is one smooth surface all the way along.
This is not going to be cheap (estimate is £2000) bearing in mind that at least 7 sheets of "Skatelite" top surfacing will be required. These are about £130 a sheet. In addition at least 7 sheets of 9mm underlay will be needed and it is uknown how many transition beams will need to be replaced until the top two layers are removed. However, I believe the above works are necessary to ensure that it remains safe to use. As you are all aware this is an extremely popular facility for youngsters in the town
Monies will come from the Additional Maintenance budget heading which currently contains £5555.

By pure chance I was able to receive a copy of a email sent to all Town Councillors Excluding me.
Its very difficult to perform Councillors duties when you are excluded by The Chair Councillor Joyce Lucas, Deputy Chair Councillor Charles Haworth and the lovely Alf Dewis. Now the person who said I had my head up a smelly place on Sunday, here is a fact that man certainly does have his head stuck right up something smelly Conservative Rutland County Council!

The interesting thing about this is Deputy Leader of Rutland County Council Terry King, he's a charming Conservative, has told the local elite they have a a pile of lovely cash £30,000 in total.for the benefit of Church Street, Oakham, they have so far neglected to inform local business and those who reside in the street.

It appears Cllr Dewis did not even want me to know anything about this money.



I am not sure if this will come before full Town Council but if it does it would be good to know how those local business's and residents would like to see how their environment can be improved.

For anyone not sure what 106 payments are its a legal bribe, if you want to develop anywhere you are expected to pay sums of money to the local authority, of course they will tell you this does not effect the outcome of the planning decision... in this case the owners of the Bakers Yard are committed to a rather large payment. £30,000 seems a lot of money to find if you want to open a bar and restaurant here in Oakham.


That reminds me did they ever get an agreement signed by Tesco, a bit of a slip up there they approved the application without the agreement signed and set in stone. Naughty Rutland County Council..
If I was Tesco I know what I would go and tell Rutland County Council to go and do!

Another point of interest Rutland seems to have a large amount of groups and committees and the same old stale old Tory faces seem to have a finger or is that a thumb in all of them.... I wonder why?  Money, Money, seems to me to be the attraction, spending other peoples money in any way that pleases them and any one who dares to question, heaven forbid if they do.
One business man said "people don't speak highly of the Councils" it not surprising really and not surprising they are not willing to stand up to these awful people.

At the Oakham Town Partnership meeting last Thursday we were advised by Terry King that monies were available from a S106 Agreement for the above development.  I contacted Victoria Brambini who advised that £15,000 was immediately available and the remaining £15,000 was in the process of being claimed following its completion.
At the meeting it was felt that any joint application from OTP and OTC would have a more robust chance of success rather than two individual proposals.  Victoria advises that the money has to be spent on environmental improvements to
Church Street
and improvement to Church Street Car Park. 
Could you please give this request important consideration as we need to have a solid idea of what we consider appropriate for the £30,000 at the earliest opportunity so that a joint proposal can be compiled.

Can you fill the Vacancy on Oakham Town Council?

Oakham Town Council has one current vacancy. 

Possible two by the end of the depending the outcome of my tribunal.

If you are interested in applying to be co-opted here are few words of caution.

You must fully support the Old Guards wishes.
Including the Clerk Richard White and his old mates made up of ex Town Councillors
they know who they are so I don't need to name them.

Do you know how much he is paid? he constantly leaves work early  yes the tax payer pays for that.
The Chair Councillor Lucas said at public staffing committee meeting "I have told him he is not indispensable"
Of course she can't get rid of him because he plays along with the old guard but I guess she has to be seen noting there is an issue.

You should attend a meeting and see how the likes of ex Councillor Kelly just walk into his office at the end of the meeting. totally ignoring the dictatorial rules of access laid down in writing by the Chair Councillor Joyce Lucas* Is he asked to leave? the answer is no.

You must also worship Conservative (bullies) Leader Roger Begy and Deputy Leader Terry King and Chief Executive Helen Briggs up at Rutland County Council.

Roger thinks its fine to publicly call me a idiot. He talks about voter apathy no wonder there is apathy when people behave like they do.

We have a town council made up of no one person elected by the people of Oakham and Terry King Conservative had the cheek to write to me and  blame me for that!

If your not prepared to sit and agree with all they want then be prepared to be insulted, threatened, intimidated and god help you if you just happen to be gay.

Over the last two years I have received threatening communications, many of those vanished when I handed that into Oakham Police Station. Strangely it no no longer vanishes since Inspector Johnny Monks departed to Loughborough.

The comment received below is a mild example of what one should expect if you dare to speak out for the local tax payer.

Of course this no longer offends me as much as it used to but, I don't see why anyone should have to tolerate this kind of cowardly behaviour?

Big Week Ahead, Oakham Heritage Lottery Application

The End of the Week has two big events in my life.

The first its the final day of the Standards Tribunal, quite depressing really to think, Rutland County Council, Oakham Town Council and ex Councillors all bullies have been waiting for this day for so long.

Just imagine how wonderful our town would be, if they put all their efforts of all the hate mail, bullying and other activities too see me removed from the Town Council Chamber into working for our town... It would be idyllic.

I won't be attending the tribunal on Friday the Judge has seen my apologies and I think he would understand the importance of this meeting.

I believe its more important to work for our town and I am pleased to say that is what I will be doing.

Currently with the support of Oakham Town Council and the working group I lead, we will be travelling to
Market Harborough for a meeting with The Heritage Lottery Fund. pre-application surgery to discuss project ideas/proposals.

We would have liked to involved Rutland County Councils Conservation Officer but he ignored my letter sent from the Town Council Office. Staff at Rutland County Council are instructed by the Chief Executive Helen Briggs to ignore me.

We are hoping to apply for a grant from The Heritage Lottery Fund Street Scape Fund to help make improvements to the West End of the town.

I spoke to some traders who are fed up being constantly knocked,  one said "come back when you have the money we are sick of all the years of consultation". I understand people have talked about improvements to the west end of town for nearly 15 years. So I can understand their frustrations.

If I am kicked of the Council by Standards this week I can continue with the application and try and achieve something for our town and to be honest that is all I have ever wanted to do.

If the application does not succeed at least we have tried.

I am told as a councillor you can't call an ex councillor an idiot even if they call you far worse.
So I find it hard to understand why The Conservative Leader of Rutland County Council, Roger Begy can call me an idiot in public.
