Is Four Million Missing From Rutland County Council?

Is Four Million Missing From Rutland County Council?

A person has told me they is possibly a black hole in Rutland County Councils Finances

I was also told so that the auditor could pass this years accounts last years had to be
redone.

I find that a bit of a puzzle, if its true how did the auditor manage to pass the previous
years accounts.

I remember a previous budget meeting when Tory Deputy Leader reported the council had
found a million pounds just hours before the meeting and the Rutland Times reporting the find
would make no difference to the budget and the proposed cuts back then.

Rutland County College, Roger Begy Post 16 Education

Tory Rutland County Council Leader wrote a letter to the Rutland Times suggesting those involved in Post 16
education might like to chat with him and his council. Why? is not because of him and his Tory Chums Rutland Post 16 education finds itself in its current mess. All the Schools that deserted the Council  were also invited to chat.

Poor old Roger with so many services lost to other County Councils it doesn't leave him a lot to do accept write begging letters via the the local press.

I am sure all those responsible for Rutland's Post 16 education will get along fine minus the Tory meddling from Rutland County Council.

Just a thought why don't they take an interest in the local police and the new police commissioner they I am sure will be lost without the assistance of Barrie Roper?


It is interesting to learn what is legal and honest for a Tory Council.

Tell central government your going to build a new state splendid college for Rutland take the money 
and spend a undisclosed sum buying a second hand building. Get your Tory building company to clad it and tart it up.

Of course Rutland did once own a large site up the road but some year ago they sold it for peanut to a company for peanuts. Over the years that company changed and the existing is pulling out of Rutland and hoping to sell the land to a developer and pocket a tidy profit. 

The Rutland Times published something about a gift / sum of money to be received by the council if the sale is successful. Which seemed to prompt a large supermarket to pull out of negotiations.

I wonder why Rutland County Council did not offer to buy back the site?

A local councillor told me the whole situation is a mess and during a conversation he expressed his dismay
with the Council and used the word corruption when talking about another local development, He said the Council is constantly moaning it has no money, but only very recently it decided to give up some publicly owned access rights to a developer, for free while a local voluntary group is to sell its rights and take the money they are entitled to. Surely any responsible council would want to maximise its income from the sale of public property? Is there not a saying nothing is ever free. 

I wonder what the council has been offered in return for the freebie?

They could learn a lot of the clerk at Oakham Town Council, in a conversation this week he asked me if I had heard of the term ransom strip, when a small piece of land owned by Oakham Town Council came up in conversation.

those empty properties here in Oakham and wonder why
the Government insists new home building is the answer to 
the countries problems

Britain's Got Talent ITV v The Voice UK BBC & Twitter

I took a peek at The Voice I don't like the chairs.


It's good to see Simon Cowell return to the show, I think he has mellowed in his old age he said yes to the mad German who reminded me of my angel that has sat on the top of my Christmas tree for many years.


Britain's Talent makes me laugh so it gets my vote. 


Good to see David Walliams adding more humour to the show and his terrible flirting with Simon


I tried to keep up with the Twitter for both shows an impossible task as the tweets flew of the screen.

Tesco Over Charging

Last week it was the Ice Cream although from the price edge label it did look as if there might be a issue.

This week I was overcharged on Razors £2.16

Tesco has a policy not widely known if they do over charge you, they refund the over charge + the amount overcharged providing you have parted with your cash.

In my case, as often the case I have a budget and can only spend what is in my pocket or on the plastic. I calculate as I place items in the basket and if the total appears to be wrong, as it was again this week I ask the 
supervisor to check and as I have not paid they normally just check and amend the price as above.

I am pleased Tesco is now offering Lynx as a special deal after increasing the price and for weeks charging a lot more than my corner shop and Wilko

Get Ready for Broadband

Next Generation Broadband, available at competitive and affordable prices, will start being rolled out into towns and villages across Rutland that previously may not have been able to receive such services before the end of this year.


Councillors (19 March 2012) voted to award the contract for the Digital Rutland project to British Telecommunications plc (BT), subject to EC State aid approval.

Digital Rutland aims to increase broadband speeds to homes and businesses across the county.  Rutland County Council has a vision of 90% of premises achieving at least 24Mbps download speeds, with the remaining ‘more hard to reach’ premises achieving between 2-24 Mbps.

Councillor Terry King, Deputy Leader of Rutland County Council commented: “Digital Rutland is about improving the local broadband infrastructure, so that in addition to increasing download/upload speeds locally; it enables any Internet Service Provider to use the new infrastructure to offer competitive and affordable broadband packages”. 

Councillor Terry King added: “We know slow download speeds are an issue for many of our local residents and businesses with some not even receiving 0.5Mbps.  This project will make a real difference and the council is looking forward to working with BT to significantly improve the broadband network across Rutland”. 

Background to Digital Rutland

Rutland was announced back in September 2011 as a Broadband Delivery UK (BDUK) pilot area and is receiving a grant from BDUK of £710,000.

During the last ten months, Rutland County Council has been engaging with a number of potential business partners for the procurement of Next Generation Broadband.  This extremely detailed and comprehensive process resulted in the decision by Councillors to award the contract to BT.
The council must now wait for State aid approval, a normal process for any project funded using public money.  Subject to this approval being granted, it’s anticipated it will take just over 12 months to deploy the new broadband infrastructure throughout the county, starting in October 2012. 

Views on Digital Rutland


Rutland MP Alan Duncan said: “This is another important step closer to the roll out of fast broadband in Rutland. The Council has been working hard to ensure the best deal for the Digital Rutland project. Resolving the long-standing problem of slow internet connections will be a huge boost for the county’s economy I am confident that we are on the cusp of a success story.”

Communications Minister Ed Vaizey said: “It is great news that high speed broadband is coming to Rutland. Next generation technology is vital to secure economic growth and local people and businesses are now set to benefit from the huge opportunities provided by the internet. Government wants the UK to have the best superfast broadband network in Europe and I’m delighted that Rutland will be a part of that.”

Benefits
The Digital Rutland project will bring a range of benefits including:
  • Improved broadband speeds and coverage (for residents and local businesses)
  • Improved productivity and opportunity for small-medium sized businesses
  • Potential for more jobs to be created and/or retained
  • Greater choice in market place offering residents greater choice and price
  • Improved home to school learning

Rutland County Council was recently named by the Department of Media, Culture and Sport as one of the council’s who are closest to delivering significant improvements to their local broadband network.

(1) what his policy is on support for projects that involve open pit coal mining;
(2) whether his Department has recently made an assessment of the potential effect of open pit mining in Bangladesh on (a) the environment and (b) human rights.

Open-pit mines have been financed in the past by some of the funding instruments the Department for International Development (DFID) supports, for example through the World Bank. These instruments conduct robust environmental impact assessments before agreeing to support any open-pit coal mine.
DFID supports countries to improve the management of their mining sectors so as to maximise the benefits for growth and development. For example, in Sierra Leone, the UK supports a new National Minerals Agency which aims to help raise $2.4 billion in additional government revenues from mining by 2021. The Government of Bangladesh and others have undertaken some assessments of the potential impact of open-cast mining. DFID has not carried out a separate assessment. Whether or not to allow open-cast mining at Phulbari or elsewhere is a decision that only the Government of Bangladesh can make, but all environmental and human rights issues must be addressed.

Through our programmes in the Occupied Palestinian Territories, UK aid is building the institutions of a future Palestinian state, promoting growth and supporting vulnerable Palestinians. In 2010-11 UK aid paid for 5,466 children to go to primary school, provided skilled personal to deliver 2,213 live births in Palestinian Authority hospitals, and supported 4,825 vulnerable households through social safety net payments.
Most donors in the Occupied Palestinian Territories, including the UK, align their programmes to the Palestinian Authority's ‘Palestinian National Development Plan 2011-13’. The Palestinian Authority is currently assessing progress at the country level against commitments under the Paris Declaration on Aid Effectiveness. We expect this report to be published soon.
