Rutland County Council Strangle Oakham Town Partnership

Rutland County Council Strangle Oakham Town Partnership

It was announced this evening Rutland County Council will no longer be supporting the Partnership, either funding or staff.  Peter Jones expressed his unhappiness with Rutland County Councils actions.

From today the partnership will be responsible for its own administration.

A director from RCC seemed to give the impression Oakham Town Council was not supporting the partnership and referred to the funding of the Towns manager who was made redundant. At no time
had Oakham Town Council say it would not fund the town manager, it actually paid RCC a contribution
after the manager was made redundant. I am sure if the partnership came to the Town Council with a request
for funding it would be considered in the normal way. This now of course means they have to give a reason
not just say we need money.

Re-elected chairman Vernon Moore said it will a difficult year ahead. I got the impression he would not have minded if some one else had offered to take on the role. He gave that impression when speaking about the
commitment to the role.

The financial report stated the partnership has £7,000 + surplus cash, some thing to remember for Oakham Town Councils meeting this Wednesday.

Vernon said the partnership may have to be set up as a company if it is to continue.

I think with Vernon at the helm he may just stop this partnership from sinking.

It was clear this is a new beginning.

And traffic issues appear to be a priority for the partnership.

I was surprised Vernon did persist in digging a hole for the benefit of those who chose to block my application
to join the partnership as a resident.

A new member who could not be arsed to turn up was accepted as a business representative.

Sadly for the Voluntary Action /Rutland rep, he could not be appointed due to the Council stating in a email to me the Rutland Times had incorrectly published there needs. I am sure he will be co-opted at a future closed meeting.

Once the AGM had ended the Partnership held their first meeting behind closed doors.
Although they seek public funds they do not hold open public meetings.

When I left the meeting, I found the reason for the absence of Cllr Terry King he was meeting with Barley Thorpe Road Residents. I was told he was trying to flog residents a strip of land they believe they have an access right to. As they finished I was greeted by residents. Lately I am always a little apprehensive when people great me. The leader of the residents said people disagreed with the most recent description of me.
He said we don't think you are a the most revolting man in Rutland. I say thanks. He went on to say I have more support than I think. He also said he had experienced peoples apathy setting up his residents group. Apathy is a trait Rutland County County Council and Oakham Town Council relish. I hope his success  represents a tide of change.

Ex Conservative Councillor Peter Jones Resigns from Oakham Town Partnership

Ex Conservative Councillor Peter Jones Resigns from Oakham Town Partnership

It was a sad time for the partnership after 10 years on the partnership Peter Jones
decided the time had come for him to leave.

Local photographer Richard Adams said, although Peter had been at times been controversial
the partnership must not forget the hard work he has carried out for the town over the
years and he included Peters staff, who had also given their time.

Christmas 2011, Oakham Town Partnership, Oakham Town Council

At next Wednesday's full Town Council meeting Councillors are being asked to consider the following:

CHRISTMAS 2011 (Appendix F)
To decide whether to make any financial contribution to the Christmas Late Night
shopping event due to be held on Monday December 12th

The Clerk recently said the Town Partnership has a large sum of unused funds so why does it need more?
More importantly this is another vague request that is likely to be approved. Just like the Oakham Festival Grant. There is no clear indication on how the tax payers money will be spent and I can't understand why live entertainment is being cancelled, each year this event becomes less and less of an event and just like the Oakham Festival we are expected to throw tax payers money at it without a clue, how it will be spent.

A local business person told me they spoke to ex Conservative Councillor Peter Jones at Business Link
another Rutland Committee or Group! we have so many! for such a small county. They suggested the date was too late for Christmas shopping, they received a frosty reception to any suggestion of change. That does not surprise me. Peter Jones apparently waffled on about his business success how he was selling many items from his shop at a couple of thousand pounds a hit....

OAKHAM TOWN COUNCIL
16TH OCTOBER 2011

(Appendix F) Item 14 – Christmas 2011

In previous years Oakham Town Council has made a financial contribution to the Late Night Shopping event. This has been used to pay for live entertainment on the night and also to sponsor a free Hopper Service on the evening. The amount allocated last year was £800.

Following a meeting of Oakham Town Partnership (who organise the event) it was decided that live entertainment would not be a part of this year’s event and other alternatives would be looked at for the High Street from its junction with Church Street to the traffic lights at John Street.

A member of the Oakham Town Partnership, Mr Graeme Phipps has good contacts with various sporting clubs (i.e. Leicester Tigers, Nottingham Forest and Leicester City) and has also been looking at potential other attractions.

Members are asked to consider whether to agree to pledging a similar amount as in previous years to help to pay towards these attractions and for the free bus service. Other funding is also being sought.

Money would come from the Promotion of Oakham budget heading which currently contains £2500. However, members should also be aware that some £1000 of this may be taken by the installation of a flagpole in Cutts Close and there may be other demands on this before the end of the financial year.

Oakham Heritage Trail

Oakham Town Council voted to take over the responsibility of Oakham Heritage Trail.

The Town Partnership don't want it any more.

It was suggested the leaflet could at a later date be incorporated in the Town Council leaflet.

Cllr Lucas said the leaflet could be greatly improved and suggested the addition of a tree trail.
