A MEETING OF OAKHAM TOWN COUNCIL’S PLANNING AND PARKS COMMITTEE 7.30PM WEDNESDAY SEPTEMBER 26th 2012 VICTORIA HALL, 39, HIGH STREET, OAKHAM


The next meeting of the Town Councils meeting is Wednesday
I was stopped yesterday and asked if these meetings were public
All Town Council Meetings are open to the public although very few
people attend, something the council enjoys and does its best to stop
me reporting.

Of course there are times when the council is deciding how to spend
large sums of your money they will make that an exempt item and kick
out public and press.

believe it or not this bunch of unelected people are serving and representing
the residents of Oakham, the public pay for this organisation that the Clerk
once put into a written report "we don't do much, but what we do, we do well"

The public overpay for very little if any service from the Town Council.

A MEETING OF OAKHAM TOWN COUNCIL WAS HELD ON WEDNESDAY 2ND MARCH 2011 AT 7.30PM, VICTORIA HALL, 39 HIGH STREET, OAKHAM

Apologies for absence were received from, Councillor Grey personal reasons and from Councillor Woodcock busy working.

 
Members were asked to declare any interest they may have in respect to items on the
agenda Councillor Tor Clark declared an interest as a allotment owner.

The minutes of the meeting of Oakham Town Council held on
Wednesday February 16th 2011 were confirmed after small amendment was made by Councillor Dewis

There were no Councillors questions.

There were no  items outstanding from previous meetings


CHAIRMAN AND MEMBER’S REPORTS

Councillor Sharon Spencer planted a tree in the village of Wardley

Councillor Maureen Dodds reported about a the trustees meeting of Victoria Hall.

Silver Sky Events. ... Exton had not done to well over Christmas and New Year and would be making a smaller booking this year and that meant the hall would be available for other groups this Christmas.


Councillor Lucas there will be lots of work carried out on trees this March throughout Rutland.


She had also attended a meeting of the Royal British Legion and discussed the councils plans for the Poppy Party weekend.


She said a man had offered a archive for a exhibition.


She pointed out it is highly likely her and the mayor won't be councillor then but they would both continue to support the event.




The  Clerks report was read in his absence.

There was no amendment or announcement regarding the resignation of Councillor Swiffin. Councillor Sharon Spencer. She allowed me to continue with a deputation about him even though she knew it was wasting my time and Councillors.


APPROVAL OF ABSENCE Councillor Sharon Spencer brought the council into disrepute with her childish behaviour and she quickly said the next item is irrelevant "we all know he resigned" smirk....

RENT REVIEWS
To discuss and appove annual rents for the following organisations: There is no room for discussion as the terms of the leases demand these small increases.

(i) Oakham Fitness Centre for the period April 1st 2011 – March 31st 2012  £1290.38 if they pay

(ii) Oakham Bowls Club for the period April 1st 2011 – March 31st 2012 £650


(iii) Oakham Smallholder’s Association for the period
April 1st 2011 - March 31st 2018  £74


(iv) Elm Close Leisure Garden’s Association for the period
April 1st 2011 – March 31st 2018  £60

STANDING ORDERS
Councillors approved the adoption of new Standing Orders, the motion to
adopt new Standing Orders will be proposed and seconded and will then stand
adjourned until the next meeting of the Council


FINANCIAL REGULATIONS
Councillors approved the adoption of new Financial
Regulations

Councillors authorised the purchase of two Grit Bins for approximately £110 each
for Edmonton Way and Pickworth Close

PLANNING APPLICATIONS
Councillors considered the following planning applications and approved them all.

This point of the meeting was amusing even Mr Grimes from Standards had a little smile.

The projector appeared not to be working and amongst the commotion Councillor Alf Dewis woke up Councillor Maureen Dodds by accidentally smashing his glass and water flowed towards her.
After some time it was found the projector was not connected to the computer.

As the last application was consider Councillor Tor Clark felt the name on the application was incorrect because he knew the owners of the property. Councillor Sharon Spencer looked at the application and said no the name is correct, Councillor Tor Clark took no chances and departed declaring an interest airing on the side of caution.
