Oakham Town Council Loving Spending Your Cash! £4000 Notice Boards

Since my tribunal hearing ended two weeks ago the standards complaints have started to flow again.

I have not been told the outcome of the tribunal, I can only guess Rutland County Council and Oakham Town Councillors know something I dont?

It is very clear to me Oakham Town Council feels it is not accountable to the tax payer.

Only this week it gave away tax payers money to Oakham Town Partnership for no clear reason.

The Deputy Chairman said "we must trust the partnership" This is a irresponsible way to handle tax payers money.

Oakham Town Council Clerk once said to me "it's our job to collect the tax and spend it as we please" "Oakham town council is like a football club and you will follow the rules and outside rules and laws don't apply"

I blogged his comments and Cllr Dewis suggested I am bullying the Clerk, he has made the same claim again this week

Three standards complaints were raised by him this week against me.

I received a letter this morning from Peterborough City Council to inform me two other complaints were made during September.
Data protection protects these bullies, I dont know what the complaints refer to or who made them. Thanks go to Cllr Hopkin for sending me a copy of Cllr Dewis three latest.

They keep saying I am wasting tax payers money, do you know how much Peterborough City Councils hourly rate is for the use of their legal services, a lot more than any amount of tax payers money they allege I cost the tax payer.

Can you imagine how efficient Town Council we would be  if Cllr Dewis and his mob concentrated all their efforts on running the council instead of bulling, intimidating and excluding me a of me from the council.

Second thoughts if they were spending less time trying to exclude me that would give them more time to squander your money.

This Wednesday the council voted to approve the following:

Recommendation from the Tourism and Promotion Working Group.

The Tourism & Promotion Working Groups has considered the provision of notice boards for displaying
information about the town. The group recommends a maximum of £4000 is
allocated for the purchase & erection of noticeboards

There is nothing wrong with the existing notice boards. I pointed this out to one of my ward residents and they thought the notice boards would cost at most a couple of hundred pounds each. When I told them the estimated cost they said that is nearly the whole council tax precept from the residents of their road for notice board very few if any would ever look at.

Earlier this year Mayor Cllr Joyce Lucas wrote to people who wished to be co-opted onto the Council and said the present financial climate does not effect Oakham Town Council. I guess not if you ask for a precept and you receive and it and spend it with no concern for those who struggle each year to pay it!

I think its important to note not one single Oakham Town Councillor is elected by the public.
Maybe this is why they get away with enjoying squandering tax payers money.

Is this because of voters apathy?

I am often spoken to about the wasting of peoples money, but no one is ever willing to stand in the local elections.

Rubbish like Conservative Deputy Leader of Rutland County Council write to me and say I am responsible for the lack of candidates. I can't really see that is true?

Today Oakham Town Council met at Lands End European Headquarters in Oakham Rutland.

Lands End loaned the town council a conference room and a super Skype connection, so we could join the naming of a new park in Dodgeville.

Oakham is twinned with the city of Dodgeville. Lands Ends Corporate Headquarters are based in Dodgeville.
They provided the equipment in Dodgeville's newly named park, I was impressed with how easy it was to communicate with the people of Dodgeville with no loss of connection even though the American end was using wireless internet in the middle of the park.

I hope it was not to scary for the people of Dodgeville seeing Cllr Brookes Live on the screen in their park!
I understand a photograph of us all is on its way to the City Council offices.

I did feel rather guilty enjoying the hospitality of Lands End whilst all those people stood outside in the wind.

Oakham Lawn Park is Dodgeville's newest park established in 2010.  It designates the twinned cities of Oakham, England, UK and Dodgeville, Wisconsin, USA.
The property is located by the old general hospital and was donated to the city by Mary Kelly.  The Oakham Lawn Park sign shows the emblem of a horseshoe, which is a traditional symbol of Oakham, UK.  On the back, the sign mentions the family of Mary Kelly, who donated the property for Oakham Lawn.

Dodgeville is planning on two additional pocket parks to enhance the community.

Reading the Rutland Times today I was surprised to read the army have taken over the role of the police.

The Army is patrolling the streets of a Rutland village. I have heard of the village bobby, but not the village squady.

Come on Leicestershire police why are you failing us so much? These men and woman did not join the army to do your job.

This morning I received an email from the Town Clerk, asking me what time would I be coming into the office to collect agendas.

I was surprised by this request because I had thought this was banned by the full council.

For some time now I have protected myself whilst visiting the councils office I have used concealed recording equipment.

During my visit today the Clerk told me this was not a one off, I could collect the agenda on the Friday before the meeting. (saving the tax payer a large amount of postage) He said and repeated, He had never had a problem with me collecting the agenda. He said it was other Councillors who were complaining I was seeing supporting information before them.

How petty are they....?

During the early part of my visit, Richard told me he is suffering from a terrible condition known as 
Ménière's disease, I have witnessed symptoms related to this over the past few months. Sufferers also tend to have high stress and anxiety due to the unpredictable nature of the disease. So can I suggest Cllrs Lucas,Haworth and Dewis stop adding to his suffering and stop making his life difficult by with your petty requests to exclude me from information. And the same request goes to the ex Councillors who keep asking him to get rid of me.

I read the report into my complaint produced by Leicestershire Police Professional Standards and note it's full of mistakes.

Maybe, just maybe they can employ me. :-) given their standard of English.

Apart from the arse mistake they also say Inspector Monks 'eludes' to something when it should be that he 'alludes'

It could be just the investigating officer is writing things as he thinks.

Inspector Monks has often attempted to avoid the issues, so this maybe why the investigating office used elude instead of allude

I am no Psychoanalysis, so I will leave that thought to the experts at Leicestershire Constabulary

Oakham Town Councillor Martin Brookes Tribunal Update

I did not attend today and made a request for information and received the following

I can confirm that as far as I know you are still a councillor... but
 

I'm afraid we still haven't got to the end of the process yet!

I didn't attend the hearing (it was in Leicester, just so you know)
but I understand that the first tier tribunal members considered and
questioned the facts as set out in the ESO's report and then adjourned
to consider them privately. 

As far as I know they have not come to a
decision either on whether they consider you breached to Code or
whether any sanction is appropriate. 

I think they intend to write to you and us next week.
 
I hope that is of some use. If I learn more on monday I will of course
let you know.

Oakham Town Council Change

We could do with out the Town Council. 

Localism could be the start of it. I am assuming this is why Uppingham Town Council are putting the County Town to shame, leading the way by securing government funding to start the ball rolling. 


Oakham Town Council leaders, Cllr Joyce Lucas and Cllr Charles Haworth and the remainder of the old guard Cllr Dewis still put most of their efforts into excluding me from the Council?


It says saving the Barleythorpe Road field is a project to big for them to take on?
I hope the local people succeed where the Town Council has let them down.


The Clerk can be included amongst the list of names above. 

I learnt from him a few days ago he considers Roger Begy Leader of Rutland County County Council a good friend of his. That begins to explain a lot of issues. 

At least Roger Begy has not directed the F Word at me yet! unlike the Clerk.
Roger Begy simply calls me an idiot in public. I am no Idiot Mr Begy and I think you know that, I think you say it in an attempt to intimidate and bully like your deputy and Chief Executive.


Only on Friday a member of the public approached me and asked where can I go? where can I turn? is there is no where a member of the public can seek help when they are subjected to the bullying by your council? Sadly I said my experience tells me there is know where to seek help.


If they go to the CAB for anything it is leaked to the Council or press by a Town Councillor who works at the CAB.


Not only has the person who spoke to me experienced breaches of Confidentiality after visiting the CAB in Oakham. I have also I visited last year and spoke confidentially about money issues and my difficulty in getting to the job centre that week and then a comment was posted on my blog sorry to hear you have money problems. I now refrain from using the Oakham branch of the CAB and suggest others are cautious.


If you are complaining about either council beware of the Town Councillor who sucks up to Rutland County Council.


Listening to new members comments, In an attempt to improve Oakham Town Council I have sent the following e-mail. Of course the new members need to start speaking up for themselves they do now out number the old guard!

Dear All,

Yesterday a new Councillor told me they feel excluded and not part of the team, at Oakham Town Council.

Another is said to have said "they are taking the piss out of us"!

Cllr Adam Lowe confirmed what I had for known some time now, Cllr Lucas was excluding me from Coucil business.

Most members will know I nominated Cllr Lucas and Cllr Haworth as our Chairman and Deputy.
As an attempt to make peace. This has clearly failed.

Cllr Haworth contnues to assist with the attempted exclusion of myself. He continues to lie. He told me he does not speak to an ex Cllr. Only to spend a long time talking to them this weekend. If he spent as much time speaking to new members as he does the old guard then maybe they would feel like they were part of the team Oakham Town Council should be.

On Wednesday I would like to make the followiing proposals at the start of the Town Council meeting and I like this minuted.

5. To consider a vote of no confidence in the Chairman Cllr Joyce Lucas and Vice Chairman Cllr Charles Haworth of Oaham Town Council  to be moved by Cllr. Martin Brookes

Cllr. Martin Brookes asks that this matter is considered as Cllrs. we need to stop bickering and get on with
the job. This can only be achieved if we have good strong leadership, who involve all in the proccess of conducting the Councils business.

If the proposal is accepted and passed I would like to propose Cllr John Nowell and Dr Guthrie for either role of Chairman and Vice Chairman.

The way in which Cllr Nowell conducted his first planning meeting as Chairman was a fine example of how a meeting should be chaired. Cllr Lucas telling me to shut my mouth is not a fine example of how a chairman should conduct a meeting.

Members will know by now there is an agenda item Regarding a staff complaint.

I would like to request along with myself, Cllr Dewis and the Clerk, the following Councillor are not involved with any descision making.

Cllr Charles Haworth, because of the many times he has told me I am insane and said he will see me removed from he Council.

Cllr Joyce Lucas because of her efforts to exclude me from the Council.


It is hoped I will receive a written apology from the member of staff for the past swearing I have been subjected to.
