Cllr Richard Fresia-Farrelly South Ward resigns from Oakham Town Council

Cllr Richard Fresia-Farrelly  South Ward resigns from Oakham Town Council

This comes as no surprise another newer member has walked away.

The last meeting went into unlawful private meeting and turned into utter chaos. speaking to the Deputy Mayor after the meeting, at Armistice day, she said the meeting was not good and it was highly likely that the council will lose many of its good members.

The Mayor had to stand up and shout at members to behave and close the meeting.

Oakham Deputy Cllr Jean Denyer MBE, who does not actually want to be a town councillor and is persuaded to stay every time she wants to go. This year she resigned and was co-opted back on to the council at the very next meeting, the council ignoring its own co-option procedure and then promptly appointed deputy Mayor.

This week another councillor told me in a email the council has changed, it has got a lot worse. They added they are hanging on to support Cllr Sally Anne-Wadsworth. ?

It is a great shame there is no easy way to get rid of this costly pointless Town Council. I can only hope at the next election all new residents take it over and actually create a purpose for it or get rid of it.

Comment from Oakham Mayor:

Zoë Nealson

Martin Brookes I think you need to be careful about spreading inaccurate information about confidential meetings.

My reply:

Martin Brookes

Zoe you did not exempt the meeting, the law states the council can not have private meetings. Because lawfully decisions can not be made and they can as yours did fall into chaos. If you read all the comment I do say poor Zoe its not an attack on you. If you have a issue with me mentioning what more than one councillor tells me than speak to them don't moan at me. are you saying your deputy and other members are lying?

The Fall Out From The Light and Life Event at Rutland Showground is all very sad but nothing new

The Fall Out From The Light and Life Event at Rutland Showground is all very sad but nothing new.

A few people in Rutland make it very difficult at times for others who live or work in the county. They can be very unkind.

The recent religious festival has given those few another opportunity to attack people in the most vile ways. It reminded me of how they behaved when the town centre improvements were being considered or there is a major planning application.

Rutland County Councillors who had no involvement in the religious festival, have received offensive phone calls once again and even been sworn at in the streets.

Showground staff and family have received serious abuse from those same residents.

Here is one example of a staff members post on facebook.

##########

Been asked ‘politely/demanded’ to take my previous post down for obvious but for those that know know as it contradicted a version of the truth which was a case of arse covering.

Many should be ashamed of their actions and the blame game. I am disgusted by the racism and inaccurate bullshit.

I hope we evaluate everything and reconsider our revenue options moving forward which may make individuals appreciate the bigger picture and just how much RAS gives away..

I am allowed to say the event was legal and all documentation was completed to a satisfactory standard.

I can’t control processes other than our own and I think lessons to be learnt across the board.

Although, I am ashamed of many individuals whom I know and considered friends and their comments and the abuse directed at myself and others that I work with.

I am left feeling quite poorly because of the online abuse and telephone calls which have been non stop. everyone goes on about beautiful kind Rutland, it’s also full of scum bags who need to look internally at the themselves whilst looking down on others from the gutter and question their own moral standards.

Update - Light and Life Event in Rutland County Showground From Superintendent Jonny Starbuck Leicestershire Police

 Superintendent Jonny Starbuck said:

“Leicestershire police have been working closely with Rutland County Council and other partners to ensure the right plan is in place for the next few days and in particular the traffic management when the event goers leave the site.

“Initially we received over one hundred calls to police in relation to this event, mostly these calls to police were to notify us that it was happening and ask us if we were aware of the event. There was considerable anti-social behaviour reported and we have made two arrests.

“Since the policing operation was put in place we have seen these calls to police drop to twenty. We are aware of non-payment for food and shoplifting from local businesses and we are working with them to ensure the right action is taken. Mainly, we have had reports of anti-social behaviour and a few reports relating to covid compliance.

“We or our partners, have not advised any businesses to close – this is a decision for the retailers to make, taking into consideration what the right choice would be for their business.

“I want to thank Rutland Council and our partners for all pulling together to provide the local community with the right support and reassurance. We understand that anti-social behaviour can have a significant impact on the local community and I would like to thank them for working with us on this matter and I would encourage them to continue to report incidents to us.

“Again, we want to stress that this is a legal event and the majority of the people visiting are there to enjoy their faith. There are only a few who are determined to engage in this negative behaviour. We will deal with those who commit crime swiftly and robustly.”

Statement from Rutland County Council Leader, Councillor Oliver Hemsley regarding Travellers Christian Festival event at Rutland Showground

Statement from Rutland County Council Leader, Councillor Oliver Hemsley regarding Travellers Christian Festival event at Rutland Showground

It has been a challenging weekend for many of the county’s residents and businesses, and I would like to thank all residents for your support and patience.

Rutland County Council was not made aware of this event as no event application was submitted in advance.

Our standard event procedures require for event organisers to submit an event application and risk statements, which enable partners to review to ensure all aspects of an event – from health and safety, including compliance with Covid-19 regulations through to traffic management – are compliant. Unfortunately, without prior notification, the Council and its partners were unable to do this.

We have been working closely with partners, especially the Police, to manage and respond to the immediate issues arising from this event, including putting in place increased patrols across our community.

Officers will be undertaking traffic management at key times, including school drop off and pick up, and will also be located at areas that are attracting increased numbers.

Plans are underway to ensure minimal disruption to the community at key points in the event, for example the event closing.

There is ongoing communication with the event organiser. We have reviewed their event procedures and documentation and will be making relevant recommendations to improve the running of this event to protect attendees and the wider community.

Additionally, we are looking to increase the numbers and presence of our Covid-19 Marshalls in our towns, offering PPE to the event organisers to distribute amongst participants and providing PPE to key shops.

I truly understand the concern that the events of this weekend have brought to the county and want to assure you that the Council and its partners are doing all we can to protect you.

Ashwell Prison, Rutland County Council, Buy for £1.3 million, From, The Ministry of Justice, Photographs

Ashwell Prison, Rutland County Council, Buy for  £1.3 million, From, The Ministry of Justice

MP Alan Duncan says he support the councils purchase, saying if the property had been placed on the open market and sold to the  highest bidder it would have been likely used for housing, adding it is not
a suitable area for housing.

I wonder what the residents on the outside boundary think of that?

I agree for the need for new jobs, what he fails to see is this councils is not capable of creating new jobs.

The have a dump up the road which they refer to as a business and enterprise estate, it has failed, units
either empty or used by Rutland County Council. It  is hard to see where the £145,000 east midland's development money was spent  on that project. Maybe it was on the sand bags due to the flooding of the
site. Tory Deputy Leader Terry King says this site will be sold along with the salt barn and he hopes this will help fund the prison conversion. He is also hoping to divert 106 payments due to Oakham from Hawksmead to build a community  centre for the sports part of his Ashwell project.

Lets hope Ashwell don't end up with two dumps on their doorstep.

Part  of block to be demolished, damaged during the 2009 riot, I wonder if Cllr King has considered
the cost of demolition.

What the Council say:

Ashwell Business Park

The long-term future of the former Ashwell Prison site is finally secure after Rutland County Council completed a deal to buy the site from the Ministry of Justice.
The council plans to turn the 10 hectare site into a vibrant business park with a great choice of office and industrial units, at affordable prices, and suitable for a range of small to medium sized businesses.
The site also offers a good range of sports and recreation facilities which will no doubt provoke a great deal of interest from local clubs and groups.
It’s hoped the first tenants could be moved in before the end of the summer, subject to a successful planning application for change of use which will be submitted in the next few weeks.
Council Leader Roger Begy: “This is a very exciting project for the local community and is important for two reasons.  Firstly, it provides much-needed business units and facilities at affordable rates, giving local businesses and entrepreneurs the chance to get themselves up and running.  Secondly, it secures the future of a key site in Rutland, which could easily have remained boarded up for a number of years.”
Roger Begy added: “There are more than 25 individual buildings ranging from small office space right through to larger workshops and even sports facilities.  Lots of businesses have already contacted the council after hearing about our plans last year, and we are more than happy to talk to any small to medium sized business who may be thinking about relocating or expanding.”
Rutland County Council has already started working with a technical team to put together a masterplan for the site which will help make the transition from prison to business park.
During the next few months, the prison fencing along the front of the site is expected to be removed as well as the razor wire.  The concrete accommodation blocks damaged during the 2009 prison riot will be demolished to make way for new units.
A few examples of the type of units available for rent include:
  • 5500 sq. ft. unit with open plan workshops and office facilities (Ind2)
  • 1900 sq. ft. open plan workshop/store with small office (Ind7)
  • 8800 sq. ft. high quality, new build, former production kitchen with storage (Ind17)
  • 10800 sq. ft. new build workshops (3) with roller shutter and entrance door (Ind18)
  • 6500 sq. ft. new build office suites with approximately 15 office spaces (Off23)
  • 900 sq. ft. of container storage (Yar14)

Due to the amount of buildings on site, any refurbishment work required will take place in a phased timetable over the next few years.
The former Ashwell Prison site is located just a few miles outside of Oakham, and before being formally closed in March 2011, was a 600 capacity Category C prison for over 20 years.
It was first opened in 1955 as an open prison, having previously been an army base during World War II, used by the 82 Airborne Division as a parachute jump school.
Rutland County Council is a member of the Greater Cambridge/ Greater Peterborough Enterprise Partnership and successfully bid for an interest free loan from the Partnership to support the acquisition of the Ashwell Prison site.
The Enterprise Partnership is focussed on helping to drive forward sustainable economic growth and saw the redevelopment of the prison site into a business park as contributing towards a number of its key strategic aims and objectives for the wider Enterprise area.
In addition the creation of a business park on the site will contribute to the Rutland Growth strategy to improve local employment opportunities and to ensure a wide range of suitable employment land is available to help with business retention and growth.
Anybody interested in finding out more can view a full list of the units currently available by visiting the business premises section of the council website.
