Councillor Joyce Lucas Oakham Town Council Standards For England

For Various Reasons I can only publish this the law prevents openness when it comes to local government.

I will ask Cllr Lucas to consider this, you harp on about you Christian kindness, if this is true then name those in Rutland County Councils Chamber who you say call me a paedophile.

Case no: Sfe-000022

Member: Councillor Joyce Lucas

Authority: Oakham Town Council

Principal
authority: Rutland District Council

Allegation: The member failed to treat others with respect

Date Received: 20 August 2010

Date
investigation
completed: 20 December 2010

Outcome: The ethical standards officer found that the member did not breach the code of conduct.

Summary:

It was alleged that Councillor Lucas described a fellow councillor as a paedophile when talking to a member of the public at a Council organised event. The Ethical Standards Officer considered that there was insufficient evidence to conclude that Councillor Lucas acted in the manner alleged and therefore that there has been no failure on Councillor Lucas' part to comply with Oakham Town Council's code of conduct.

My summary: I hope your God forgives you! for your lies and the fear you have placed upon my friend who would not give a statement. Who still describes you as a liar. A true statement and not as half as bad as what you call me along with others. I beginning to like what the young folk call you. How is your broom stick?

Please remember the words I was parked illegally are quite significant laws do apply to all of us you are not exempt

Councillor Charles Haworth my stalker

It has just dawned on me who my stalker is, Cllr Charles Haworth.

Cllr Charles Haworth has used a micro camera a many event to photograph me, I never had a problem with this, even when he asked me not to photograph him in his role as councillor.

I have been looking back at events and notes I made and past blog posts, Cllr Haworth started video recording me when I became a councillor, he would try and hide never very well, I think back to May this year when a video camera appeared over the top of a foot bridge, at first I thought it was young people who play on the bridge. I was keen to know who was behind the camera, I found it was Cllr Charles Haworth hiding?

I mentioned this in my blog post back then http://martinbrookes.blogspot.com/2010/05/cllr-alf-dewis-ward-meeting.html

A member of Oakham Town Council said he has issues. He clearly does.

I wonder what he does with all those photographs and videos?

Last night the front door into Victoria Hall was locked during the public meeting. I understand another member of the  public attempted to attend the public meeting.

Oakham Town Council Historic Lottery Grant Application

Oakham Town Council Historic Lottery Grant Application

Cllr Tor Clark suggested Oakham Town Council should look into the possibility of joint application with Rutland County Council.

A working group has been set up to deal with this matter it was proposed Cllr Charles Haworth could join the group, Cllr Joyce Lucas said he would not be interested, but no surprise she was.

Oakham Festival Grant Oakham Rutland Festival Oakham Town Council

Oakham Festival Grant Oakham Rutland Festival Oakham Town Council.

Oakham Festival is awarded £2000 no surprise there.

It seems the Oakham Festival has become the Rutland Festival, poor Uppingham!

Cllrs surprised me they have slightly grasped the idea you cant hand out large sums of money without asking what this money is going to be used for, but not quite all the way there.

I spoke at deputations and reminded members of my past concerns.

Cllr approved the grant providing the Festival Committee tell the council how they spent the money! and it is only used in Oakham and not Uppingham or Rutland Water.

Dear Oakham Town Council,

I wish to apply for a grant of £2,000 I will spend it in Oakham I will let you know later

Kind regards

Martin

Oakham Town Council Meeting tonight 7.30pm

Oakham Town Council meeting tonight.

I would like to point out this is a public meeting.

I do not record it as suggested a few days ago. (This was not mentioned in Standards statements it was contained in a comment on this blog.)

Infact the Clerk Richard White who does a super job provides me with a copy of his report, I use this to create posts after the meeting. Mr White even has a copy of agendas at hand when I call in to collect one.

I am off now, after enjoying the most wonderful Salmon Steak from Tesco Oakham fish counter a friend yes I do have some was offered a whole Salmon at the reduce price of £5 and they gave me half.

I am sure my best friend, who also works at the same fish counter would have pointed out the same offer to us both.

Cllr Lucas Oakham Town Council Car

Cllr Lucas Oakham Town Council Car Parked on Pretty Yellow Lines

I am not concerned to see the Councillor parked illegally as this a
privilege of being Town Councillor.

What does concern me is the events of this afternoon
relating to the male driver of the car.

A member of the public was so concerned about safety of other
road users, because they suspected the driver may be over the
limit because he "stank of booze" their description not mine
they reported them to a PCSO who said they would deal with the matter.

Later on I passed a real police man and mentioned what I had
observed and they said they had not heard a report.

Never mind, if the PCSO had made a report maybe Mr M would
have protected the driver and Rutland County Council would have offered
free support? we will never know.
