RUTLAND MARKET TOWNS MANAGER Oakham Town Council Meeting 15th December 2010

Linda Todd is Rutlands Market Towns Manager. The position is supported by Rutland County Council, Uppingham and Oakham Town Council’s and, Oakham Town Partnership,

Linda is based at the Rutland County Museum in Oakham, within the Culture and Tourism department weekdays with the exception of Thursdays when she is in the office in Uppingham Town Hall.

As well as being involved with the Uppingham Feast, Linda organised the Christmas events in both Market Towns.

Cllr Lucas Oakham Town Council Lies

Cllr Lucas hasd told Standards for England she forgot people resigned when I became a Councillor and she had no friendships with any of them.

I soppose that backs up her comment to me at the time I am pleased they have gone!

I suggest she is lying and this is not something a Cllr should do.


What is this crap we have a common bond Photography! if this was true then you would not ban me from taking photographs.


You speak to everyone wont disagree with that some would call it malicious gossip.


I am pleased you say things got out of hand with the situation between me and the Clerk Richard White.
I would blame Cllr Alf Dewis for that. Of course after I left the Council Richard White became well and withdrew his complaint strange that?

Joke you claim you offered me the role of semi official photographer at the council!

No one asked me to help at the opening of Royces, I sent many emails offering to help and was ignored, when will Cllr Lucas stop lying.


Martin ambled over to his friend Jo and we all noticed; everybody noticed where he was because we keep an eye out really. (there is no point asking why? How odd you are Councillor Lucas and the rest of you)

I wonder why Inspector Monks would trouble himself with a matter of common assault, Now Cllr Lucas I grab you and kiss you a very unwanted move you went to the police and complained would that be wasting police time, no it would not be so why is it any different when it is you doing it to me.

Nice to hear Inspector Johnny Monks was trying to protect you because you are on the Joint Action Police Group and he invited you in for a 9.00am appointment and you clearly state Rutland County Council involvement something I have suspected for a long time. Helen Brigs calling you and saying she is shocked to hear you are to be interviewed and would you like Cllr Terry King to sit with you.

Joyce you can not compare you behaviour with our MP Alan Duncan coming up to you and greeting you with a peck on the cheek!

Oakham Town Carol Concert

Oakham Town Carol Concert

Just over 100 adults attended Oakham Town Councils Carol Concert along with the Children of Oakham Church of England Primary School.

A few local dignitaries attended, I spotted Mrs Clifton from the Conservative Association looking smart in her bright pink jacket, I always joke with her, she should really stick to blue. If she did it might make her look cold and I prefer the warm smiling Mrs Clifton.

Inspector J Monks in smart uniform spoke twice and wished me a Happy Christmas.

Mr Begy Leader of Rutland County Council was present and one of my ward Councillors Mr Plews.

It was good to see former Mayor Jan Fillingham well enough to attend and warmly greeted with a big kiss by the Town Clerk Richard White. 

We were all welcomed by the Town Mayor Cllr Sharon Spencer.

The public sang Ding Dong Merrily on High, The first reading was read by Cllr Alf Dewis Questions on Christmas Eve by Wes Magee (could not hear)

Then the public sung In The Bleak Midwinter.

This was followed by a reading from Cllr Joyce Lucas read well and entitled Winters Day by Gareth Owen. (pleased she moved the microphone so we could hear)
On completion Cllr Lucas asked us to raise the roof of the Church and sing Good King Wenceslas.
This was followed by a short play read by Cllr Sharon Spencer and her young son.

Th e Children of Oakham Church of England School assembled to sing proud parents stretched to wave to their little ones.

They sung Calypso Carol.

This was followed by a short play, Jesus' Christmas party by Nicholas Allan this included four Carols sung by the public.

The final reading was a cheerful reading, read by the ever cheerful Cllr Lorna Grey, how does she keep smiling so much? Christmas Thank You's by Mick Gower.
The last carol sung was Once in Royal David's City.

The Mayor said Thank you and asked the children to sing her favourite carol again, Away in a Manger.

After the carol concert Councillor Joyce Lucas invites Councillor Roger Begy for tea and a mince pie.


Councillor Maureen Dodds rushes past to help serve the tea and mince pies.

An enjoyable evening and a nice cup of Tea and Two! mince pies for my dinner.

I also met new Councillor Mr Lowe seemed nice.

The annual event is this year hosted by the current Mayor Cllr Sharon Spencer at 6.00pm

The carols sung by children from Oakham Church of England Primary School.

I would have like to have photographed the Civic Event but you will have to make do with a little look back to last Christmas.

Oakham Town Council meeting

Before the meeting I spoke to Cllr Sharon Spencer and Cllr Woodcock in conclusion Cllr Spencer felt I should stop blogging!



Oakham Town Council meeting.


As normal Cllr Swiffin did not turn up.

Cllr Lucas gave reports about trees, another tree is to be chopped down at the Burly Road Car park.

She also mentioned Rutland County Council are two spend the next five years surveying all the trees in Rutland in public and private places (she can stay away from my trees)

She then went onto say two Volunteers will be assisting, but she could not divulge their names tonight the first of many secrets tonight. Of course everyone knows it is her and her son who is apparently a tree expert an
arborist. Because as she went on at length explaining, she kept saying I am, we are. Why it has to be a secret only she knows.

She then moved onto to give a long report about the parish forum held at Rutland County Council.
Despite the snow she felt the turn out was good and may have been due to The Health Authority giving a presentation.

She then said she personally thanked Rutland County Council Contractors for gritting the roads and the bin men for coming out to empty her bin in the snow. Mrs Briggs chief person at Rutland County Council was pleased.

She said Rutland County Council can not guarantee to fill the grit bins next season. She said people were stealing grit for their own drives and "White Van Man" was also stealing the grit and selling to other councils.
The Council is considering getting future supplies of Grit dyed, so if you knick it can be traced back to Rutland County Council, lets hope Melton Council don't also chose pink.


She said Rutland County Council had decided a new site in the county for gypsies but they were not told where in the county. (Cutts Close? Royce Rec?)

She then went on to say RAF Cottesmore would like to say thank you to Rutland by doing some work for the community. The scheme is called "Hero's For Help" She said she knew what Rutland County Council was going to ask them to do, but she was not going to tell us!


She did say they did not want to do anything that would take work away from anyone.


So the Clerk said he thought it would be good for  them to paint things like the fences in Cutts Close, a job painters are normally paid to do, although in the past this has been done by prisoners on work release.

The Clerk then gave a brief report:


The Council had received 6 tenders for the grounds maintenance contract. 2 have been rejected because to price was to high. Cllrs will consider the four other and interview them soon.


New fencing matching existing Cutts Close fencing may be put in place at the Burly Road car park to stop car owners driving into Cutts Close and will cost £3,500

A new Cllr was co-opted onto the Council to replace that one who resigned.


Oakham South East Newest Cllr is Adam Lowe.


The whole co-option is dealt with in secret I had to ask who had applied! voting and counting was done in secret. So much for open democracy.


To be honest I am happy with the one I have already Cllr Lorna Grey is more than adequate. Cllr Tor Clark seems to have lost his sparkle, it shows what a few knocks from the Clerk can do.


Members then considered  A request from the Cottesmore Hunt to use Cutts Close on Monday 27th December.


Cllr Lucas stood up and said "How can we possible refuse it" I believe that was a proposal as it was promptly seconded and a vote passed the request, Two Councillors voted against.


Cllrs moved onto two planning applications.


APP/2010/1102/APB Mr Adrian Palmer
erection of new detached garage and conversion of existing garage into playroom 36 Stamford Road.


Cllrs were confused about trees and this time it was not their fault, the application said no trees were near the property, but the architect had drawn a tree on the plan, Stamford Road has a lot of trees with TPO's
The council realised it did not have enough time to gain clarification from Rutland County Council Planning. So they decided to approve subject to no destruction of trees. This shows the appalling planning system we have, very often RCC decide an application before Oakham Town Council has considered an application.

The plan shows two huge banner style panels one on the right flat obstructing a window and the other on the left facing out into the street should look wonderful in the tourists photos. This does not match the application. The Clerk was only pointing out the one banner to councillors, so I said  there is one on the left and he said oh yes. They think I am mad so I guess its my right to interrupt the meeting, We nearly did not get to see the plans, if it were not for Cllr Alan Walters asking, because the Chairman Cllr Sharon Spencer had straight away proposed the Council should not comment because the trustees were the councils landlord. I wonder why they soon forget they wanted to be more pro-active. Victoria Hall is an important landmark here in Oakham. What would they do if the trustees said they want to demolish it? nothing? Just like The Gaol Street Victorian Houses.



Anyway they looked at the plans and voted not to comment.



They then moved onto the budget, I am not sure but I  think they said they were going to invite those who they dish out cash grants to along to a future meeting to explain what they will do with the money, before setting the budget.


The meeting was closed.

Mr Adam Lowe of Hill Road, Oakham, Oakham Co-opted onto Oakham Town Council

Three People applied and were interviewed.

Christopher Muris, who I believe may be a local solicitor and Richard LLoyd those two were not liked by all



The Councillors voted in secret and voted for:

Mr Adam Lowe of Hill Road, Oakham,

No Member Declared an interest. So I assume no Councillor knows him?

Something I posted is causing a bit of interest! 
170 page  views  so far today I am pleased Rutland County Council have so much time to read my blog.

I would like to point out Rutland County Council provides the best value for money for all tax payers, it maybe issue the highest bills in England but its worth every penny or is that pound!
 
Helen Briggs is doing a super job, cutting here and there and everywhere! 

I wonder if as a token gesture to all those who are loosing their jobs she will take a pay freeze?

Could Oakham Town Clerk Richard White also do the same? I know your contract guarantees you a pay rise each year but it could be seen as a good will gesture.

I understand some Councillors don't like me blogging well get over it. 

And it would be very kind of you if you all stopped calling me a Paedophile its very damaging and dangerous to describe someone you don't like in this way.

Is it normal for a Councillor like Cllr Joyce Lucas to kiss another Councillor in the Council chamber because other Councillors are not being nice?

I suggest not!

Complaints to police, I also suggest it is not a waste of police time as Cllr Lucas suggests, can you imagine the fuss if the role was reversed if I grabbed her and kissed her? A police officer told me if I had I would be arrested for assault!
So where is the equality in that? Apart from the fact I am a gay man and don't go around kissing woman each day, she is a revolting old woman. So apart from the shock it was revolting. Cllr Lucas has abused her position as a Councillor spreading malicious gossip and suggesting I am mad! Take a Look at yourself Cllr Lucas!
 
Now I guess she will go off and  have a chat with her friend Cllr Barrie Roper. I am sure if you give him a kiss, he will send one of his officers to visit me.
