Tesco Oakham Planning Application Accepted

Planning Department Recommends Approval to Council.

One of my favorite Tesco Stores Baldock Hertfordshire, this photograph does not do it justice it is 4 times bigger.

Cllr Peter Jones spoke very passionately on behalf of small traders, before leaving the meeting.

Tesco Stores Ltd Tree Felling Application Oakham Conservation Area

Tesco Stores Ltd Tree Felling Application Oakham Conservation Area

Oakham Town Council turn down Tesco application to fell a number of trees in a conservation area.

Rather strangely Cllr Dewis and Cllr Spencer who voted to support last weeks Tesco application that included a the creation of a cycle and pedestrian access through these trees voted against the felling?

Oakham Town Council Meeting Tesco

The next Oakham Town Council meeting will be held in the Council Chamber, Victoria Hall, Oakham.

There are two points of interest on the Agenda.

Item 10

Suspension of Standing Order 35
In order that items 11 and 12 on the Agenda can be considered.

Item 11 Tesco Planning application.

Last week Oakham Town Council changed its mind and voted in favour of the store development.
I wonder why this item has been returned to the agenda. Are they going to change their minds again?

Item 12 Toilet Cleaning project

I do not know why this has to be considered again. Last week this item was discussed after the public kicked  out.

At this meeting a further five planning applicants have the privilege of having there application considered at full council and not behind closed doors.

Oakham Town Council Planning Delegation

In a previous blog I complain about Cllrs delegating powers relating to planning application to the Town Clerk.

In his report handed out at the previous meeting he states he made the decisions.

Since raising my concern I have been sent a letter stating The Clerk consulted with the Chairman, Vice Chairman and the Tree Warden who I assume is still Cllr Joyce Lucas.

I accept this may have been the case but it does not change my view, all planning applications put to the Town Council should be advertised and considered in a full public meeting.

Oakham Town Council Planning Applications Concern

I am concerned by the following text on the Oakham Town Council Clerks Report:

Planning Applications

A number of those were approved under the delegated powers conferred on the Clerk at the meeting of August 4th. A full list will be distributed at the Planning Committee meeting on 22nd September.

Oakham Council is a statutory consultee, surely it is not legal for the Councillors to pass this decision making process onto the Clerk.

If I was asking the Town Council to consider a planning application. I would very unhappy if I found the matter was being considered only by the Clerk and would consider this very unfair and undemocratic.

If this is acceptable then why not get rid of the Councillors and let the Clerk rubber stamp applications he likes.

Planning is a serious business and something we should be able to trust our Councillor to make the correct decisions.

SAINSBURY'S PLANNING APPLICATION OAKHAM TOWN COUNCIL

SAINSBURY'S
PLANNING APPLICATION

Oakham Town Council will be considering the
Planning Application by
Sainsbury's Supermarkets Limited
to build a new store off of Lands End Way
tonight August 4th 2010.
The meeting will start at 7.00pm and is open to the public.
Prior to the meeting, the plans are available for inspection
in the Town Council offices.

Members of the public are asked to note that the plans can be viewed from 10am - 1pm up until August 4th.

Comments slips will be provided and any comments will be forwarded to Rutland County Council along with any observations or recommendations from the Town Council.

One matter missing from the Council web site is: the public can come along and speak at the meeting.

'The final decision on whether planning permission will be granted will be made by Rutland County Council'
(so what is the point?)

No negative campaign carried out by the Town Council this time, it is is interesting to see the different way this application from Sainsbury has been handled, compared with the
Tesco application.

No public surgery.

I am rather pleased this did not happen, I don't think it was wise of Cllrs such as Dewis and Lucas to call it a consultation when they only pointed out their personal objections regarding Tescos proposal, to the steady flow of public who visited.

Oakham Town Council Planning meeting Wednesday

Oakham Town Council is becoming more and more like a dictatorship and no I have not lost the plot yet!

I can not believe they were seriously going to attempt to delegate decisions relating to planning applications to the Assistant Clerk, poor Alison, next they will be giving her dog powers to signs cheques.

If the Clerk went off sick they wanted to delegate legal powers from the planning committee which is made up of all elected members. to the assistant clerk, Chairman Joyce Lucas and nominated councillors. and they would consider applications outside of a planning meeting.

Of course if this motion had been passed and I am sure it would have been if the clerk had taken sick leave, all Oakham's planning approvals or disapproval could have been challenged in the courts.

Whoever proposed this needs to resign and those who would have supported it should also think hard.

Oakham Town Council is not an exclusive club it believe or not is meant to serve the town.

Luckily that did not happen the agenda item was ignored.

Planning meetings by law are required to be public meetings and Oakham Town Council should not ignore that law.

This Wednesday Oakham Town Council is open to the public from 7pm
for two meetings Planning and General Purposes Committee and Parks Committee

As we are having a meeting it could be interesting if you attended the farce of a meeting that considered the Tesco Application.

Same charactor will be chairing the meeting not to be missed, not good if you are one of many people who have put forward a plan.

If  you ever have a problem with your planning your application you should appeal, I would, none of us are trained in planning matters, that includes the clerk, who we can seek advice from. in general if a councillor knows you and likes you it passes, if not you have no hope.

some info:

Planning Applications received by the Town Council

The final decision on all planning maters affecting Rutland rests with the local planning authority which is Rutland County Council. However, in it's role as statutory consultee Oakham Town Council is asked for recommendations and observations on all planning applications affecting Oakham. follow this link www.oakhamtowncouncil.gov.uk/planning.asp for a record of planning applications received and observations made by Oakham Town Council or the Planning and General Purposes Committee. Oakham Town Council also operates a delegation procedure whereby certain forms of development can be considered by the Clerk, the Chairman and the Vice Chairman. Plans are available for inspection at the Town Council offices and may also be viewed online under the Planning and Building Control heading on the website of Rutland County Council at http://www.rutland.gov.uk/
