I do hope Rutland County Council recruits a full time conservation officer to ensure this building is cared for.

I would also like to see a full compliment of Trustees appointed in accordance with the deed requirements.

I also question why when a person is appointed Trustee they are not required to sign the legal Trustee documents?

I would also like to see all those who have been Trustees for over the legal five year period step down. Possible before the Charity Commission take appropriate action. A member of the public told me at the meeting they have raised these concerns with the charity commission.

I also question why, when the chair of Trustees was questioned by a Rutland County Councillor, they responded with misinformation. 

The trustees can not shut down the hall and let the charity commission sell it, any of those actions would go against their legal obligations as Trustees of Victoria Hall. Perhaps anyone who is a Trustee and feels that is the option if the cinema project fails they should step down, clearly they have little understanding of the role responsibilities of a trustee.

The hall Trustees have a big problem ahead, the local paper last night reports the cinema might open at the end of next year, 2022. I wonder what provision they have put in place to safe guard the hall for 2022, clearly not enough when you hear they have only issued rental agreements below market value, all due to end on the 31st December 2021. It also became clear they have not yet agreed the sum of money the proposed new 25 year lease holders will pay into a fund to put things right if the business fails. They need to agree that, because I am sure the Trustees could not afford their legal responsibility to put it right. When the Chair of Trustees was asked has the new lease been signed he did not answer. I would suggest that is a no. Especially as Kino have still not reached there investment target. 

The word due diligence were used a few times by the Chairman of the trustees. I wonder if the few trustees understand the meaning of that? because if you cut of all you income from the 31st December 2021 without any guarantee the cinema project will go ahead, that does not seem to me they have use any due diligence to me. 

Lets hope it all goes well and Kino do a good job setting up and have enough money to sell over 1000 tickets a week and pay the rent, staff and all the other costs going forward.

Rutland County Council Conservatives Defeated By Liberal Democrats, Local Plan Will Be Withdrawn and a New Plan to be Created but at what cost?

Councillors listened to petitions, deputations and questions.  

There was a proposal to adjourn for a toilet break, this was not supported, leaving most of the public bemused, with comments being whispered, if they can't agree on that what hope to we have for the rest of the evening. At this point one Cllr jumped out of his seat and slumped against the glass clearly suffering from discomfort possibly a dodgy curry before the meeting. Fortunately he did not have to wait much longer before the loo break was permitted.

The infighting among the Conservative group was very obvious this evening, disagreements over increased prices of garden sheds. 

The Libdems and at least on Tory suggested if the council supported the Conservatives proposal it would bankrupt the council rather like Northamptonshire.

Personally I think the council is heading that way the figure of a £2 million deficit was mentioned this evening.

So I was surprised the Libdems proposed to scrap the current plan knowing millions had already been spent on it and now they were proposing a further £1.4 million be spent on a new one. I wonder why the existing plan could not be revised.

Whichever option was agreed St Georges Barracks will be developed.

At the end of the meeting the Leader of the council certainly looked defeated, I wonder if this defeat will see a change of leadership. It was one of the biggest Tory defeats I have ever witnessed at Rutland County Council.

I am not sure this was a good day for the future of Rutland. There is a long period of uncertainty ahead. As the new plan is created. There will be an election in 2023 that should be an interesting one. with the possibility of increased council tax bills to pay for the new plan, I am not sure the next few year are going to get any better for Rutland.

It was good to see a Cllr wearing a Rainbow LGBTQ+ tie to show his support against discrimination. I was expecting a Cllr to take the knee during prayers that did not happen. Although it is unlawful for councils to pray in council meetings, Rutland County Council decided it would be fine to says prayers just before the meeting starts. Personally I think they should set aside a prayer room and not inflict that upon those who think it is pointless or even hypocritical.

The Council agreed:

That Council:

1. Withdraw the submitted Local Plan (submitted to Government in February 2021) under

Regulation 22 of the Local Plans Regulations from the process of Examination in

Public following the decision made by Council on 22nd March 2021 not to accept the

offer of £29.4m Housing Investment Fund (HIF) grant funding which has impacted the

viability and deliverability of the proposed St. George’s Garden Village scheme and,

therefore, the wider development strategy affecting the soundness of the Local Plan.


2. Approves the creation of an earmarked reserve of £1,395,000 to resource the making

of a new Local Plan for the County and operating without a plan (as detailed in Section

5) and that authority be delegated to the Strategic Director of Places and the Section

151 Officer in consultation with the Portfolio Holder for Planning and the Portfolio

Holder for Finance, Governance and Performance, Change and Transformation to

release funds from the earmarked reserve as required.


3. Approves that Council receives a quarterly statement of the Budget position in light of

the cost uncertainty so that it can track whether the earmarked reserve is sufficient or

can be released accordingly.


4. Approves the need to positively prepare and submit a new Local Plan informed by an

updated evidence base for the benefit of the County of Rutland, its residents and

businesses that will:

i. Deliver the corporate plan vision and themes for the County;

ii. Provide for sustainable growth to meet its objectively assessed housing and

employment needs, utilising and promoting sustainable transport wherever

possible, which will combine to contribute towards achieving the Government’s net

zero carbon emissions 2050 target;

iii. Protect and enhance the County’s heritage, character and natural capital (including

air quality, water resource management and biodiversity); and

iv. Ensure the timely delivery of all necessary infrastructure.


5. Approves the development of robust and effective strategic partnerships to support

plan-making through the duty to cooperate and required for a viable, deliverable and

sound plan.


6. Approves the establishment of a cross-party group to provide oversight of the process

of making a new Local Plan and delegates authority to the Strategic Director of Places

in consultation with the Portfolio Holder for Planning to establish a governance

structure in line with the Corporate Project Management governance framework.

Oakham Town Council meeting Oakham Mayor and Deputy Mayor Cllrs Woodcock
and Dewis both absent.

Cllr Alan Walters was late.

The Clerk has decided to go off sick on full pay once again.

Cllr Stubbs suggest if a planning application was approved the value of Cllr Adam
Lowes house would go up.

Cllr Joyce Lucas revealed a secret she does not want anyone to know until she is
dead. That is one of the benches behind the library was given by her when she
was Mayor, she said it does not have a plaque because she did not want anyone
to know she gave it?

Benches featured twice on the agenda, Cllr Lucas said there is nothing wrong
with the benches in town, despite this she gained approval to replace a number of
benches over the next five years, such wanton waste! Just because she feels
all the benches in the town should be uniformed. Which is rather a daft thing for
her to say because she pointed out the benches outside the library belong to
Rutland County Council. These are different from any of the other benches
as is the one she donated and the Oakham in Bloom memorial bench will
she also dispose of them?

The replacements will include the removal a disposal of the 1977 Queens Silver Jubilee bench
outside the CAB, Cllr Lucas said the plaque should be be removed and put on
the new bench. Daft!

Talking about daft, the newly co-opted Cllr David Blanksby put on a poor show and
caused Councillors to smile. Rather bizarrely the new councillor referred to as
Dave does not know where Flores House is in Oakham. It is one of the
town oldest buildings just a few steps across the road from the Council office.
He did try to get of to a fine start. As normal Cllr Stan Stubbs attempted to impose
Oakham Town Council opt out of consultation policy whenever the Town Council
is consulted by Rutland County Council and asked for comments on anything that
is more than one page long, they always say they will comment as individual members
although they never do.

At one point in the meeting the councillors laughed uncontrollably at a application
from the owner of the Admiral Hornblower.

I filmed the presentation for those who could make the time.

I said I would not record the question session.

No one asked any questions during that session, Some asked  questions
during the presentation, given by Alex Daynes and Helen Briggs.

The turn out was make better than the last election. I did sense most
were hoping to be prospective parish councillors.

There were a few familiar faces, like the former UKIP parliamentary
candidate Mr Baker who is hoping to win a seat on the County Council.

I am sure I spotted Rutland's only Labour candidate.

Someone from adult learning and the window cleaner.

And Cllr Adam Lowe.

New Election Rule, Will Mess Up Rutland Conservative Tactics

In the past it has been possible for Rutland Conservatives to be
elected unopposed, due the ability of candidates being able to
be nominated in more than one ward and pulling out of the
other wards after nominations were notified.

The new rule means this can no longer happen.

A candidate can still be nominated for more than ward, but
there is little point. Because before the deadline for nominations
they must pull out of all but one, if they don't they will be disqualified.

Why won't the Tory returning officer Helen Briggs let go and trust her deputy to supervise the
count for Rutland County Council and Parish Council elections?

Mrs Briggs announced due to past experience she would be delaying the count.

The count will not start until 2pm on Friday 8th May 2015.

Leaving ballot papers hanging around, her excuse was because a 9.00 am start was
too much for her.

The problem is, she is also the deputy returning office for the Melton and Rutland Parliamentary Elections and will be assisting at Melton with that count.  At the last election the count finished
around 5 am and she said she needs time to "refresh" for the County and Parish count.

This years Rutland County Council and Parish Council counts will be held at Victoria Hall
and not the usual venue of Rutland County Council.

Cllr Leanne Martin was the Chair of the mentioned Planning Sub Committee.

Oakham Town Councils actions always confirm what is said, Oakham Mayor
Jayne Woodcock could not bring herself to mention Leanne Martins name
and unlike the waffle we had to endure when old guard member Maureen
Dodds resigned last December there was no thanks for Cllr Leane Martin's
work.

I am told Cllr Leanne Martin approached the Mayor Cllr Jayne Woodcock
just before Christmas for help, apparently she was being bullied by
Cllr Stan Stubbs and Cllr Alf Dewis no surprise those names are being
banded about in public once again, Cllr Stan Stubbs is revolting I am
told at a private meeting Leanne Martin challenged him by asking him
something along the lines of what planet he lives on. I don't think I
have to repeat to much of my opinion and experiences of the deputy
Mayor Cllr Alf Dewis just to say he is a Bully, Control Freak and rather
foolish. Another member of the public describes him on their blog as
a person attempting to be the Alpha Male. His grin could resemble
that of something seen hanging around in the jungle.

I am told Leanne Martin approached the Mayor Cllr Jayne Woodcock
a member of the old guard and asked for help the response was shocking
"put up with it or go"

This resulted in Leanne Martin being seen sat distressed in her car.

At that point Leanne Martin had tendered a verbal resignation.

Last week rumour was rife about what had happened. The council
hid the resignation because it had not received a letter from Leanne
Martin.

Last week I asked Councillor Alan Walters if Cllr Leanne Martin
had resigned he said he did not want to talk about it.

I ask Councillor Adam Lowe and he said he does not not respond
to rumours but if I was asking a direct question then she had.

At this point I published the resignation not knowing the council
had not received a formal letter.

When the assistant Clerk told me there was no letter I contacted
Leanne Martin who told me she was not returning to the council
as was unwell.

Cllr Leanne Martin delivered her letter at the council office on
Tuesday this week.

People employed by Leicestershire Police should not be giving any information to
Oakham Parish Councillors or anyone else.

The unprofessional relationship between Oakham and Rutland councillors and police is
currently part of  a police anti corruption investigation.

Hearing Stan Stubs make these comments in public knowing they are recorded does
not give me any confidence that the relationship between police and councillors is
no more than purely a professional need.

There is no need for Cllr Stan Stubbs to receive any information regarding police
procedures or issues.

Cllr Joyce Lucas objected to tax payers money being spent on free parking for small business
Saturday.

I tend to agree with that because I think people will come to town even if they have to pay.

The video shows Councillor Lucas's public comments about the shops here in Oakham.

After hearing her comments I can see why the promotion of Oakham working group
appears to have difficulty promoting the town.

Of course the group has no problem funding the councillors flyposting for the
fundraising concerts she organises for good courses. Only last month the group spent
£90 of tax payers money at Music and More on printing posters to advertise a charity
concert in the church. I find it hard to see how these concerts and the expenditure is
promoting Oakham.

Small business Saturday is very poorly promoted throughout Rutland and this maybe
why Councillor Lucas feels its very new.

It has been around for a number of years and yes she is correct it does originate from
America and is supported by American Express.

Its a shame the promotion of Oakham working group can only appear to support
concerts enjoyed by it's members, post cards and pencils.

Fortunately they don't squander all their budget at the moment.

If they really wanted to promote our town why are they not spending the budget
on advertising on other county tourist information sites?

This evening the official notices advertised the wrong meeting.


Video to follow, a kind friend has given me a tripod so you should see the
council from a better angle Cllr Stubs bum has not been appreciated by viewers.

This was the councils end of term meeting.

I say end of term because the conduct of some members was more befitting to
that of a primary school.

The Mayor noticed this but brushed it off by saying we are entitled to smile
at times.

Cllr Alan Walters was late. Cllr Martin is off sick and Cllr John Nowell
was absent again,

There were no declarations of interests given.


Cllr Adam Lowe did raise the matter of Town Partnership member not declaring
regarding the financial request from Rutland County Council to pay £300
for free parking as part of their event, I think the localism act would require
them do so, fortunately for them Leicestershire Police are not like Dorset and
they appear to have no interest in enforcing the act.

The minutes of the last meeting were approve after one of the Deputy Mayors lies
were removed along with a name of a member of the public.
The council did nothing about his biggest lie based on what he was a result of what
he claims was advice given. The minutes should give a accurate record of what happened
not the advice given after the event.

I gave deputations on the minutes, the co-option and gym exempt item.
During my deputation Cllr Alf Dewis Deputy Mayor was grinning,
Some one laughed at a point that was not funny. I think it was the Mayor.

The Mayor gave a short report which included comment on events or issues
that occurred during her absence. She said Councillors would need to meet
after Christmas to discuss these issues.

Cllr Lowe reported on various things and suggest the Christmas Tree campaign
was over kill. Not what he said on the BBC News.

The Council decided they will co-opt to replace Cllr Haworth.

Cllr Stubs objected to the interview panel being made up of the entire council.
I am not sure why? I think this is a good move,  Not that it will see me co-opted.
I thinks its daft the council is going through the process, because the Councillor
will only serve about two months before the May election.

The council agreed to pay Rutland County Council £300 for the free parking
for small business Saturday.

She talked about the kudos the council had missed out due to Rutland County
Council requesting support so late.

I tend to agree Rutland County Council told the paper and radio they were giving
the free parking.

Cllr Lucas pointed out the signs all said Rutland County Council were responsible
for the free parking, she was not happy with this and wrote the town council
on the signs. a perfect case of predetermination I think!

Oakham Town Council agreed to take over the cemetery from Rutland County
Council in April 2016

Oakham Town Councillors proposed a minor change to a street name at the
new Jeakins Weir Development.

The new Councillor V Howard gave his opinion as a representative of
the emergency services  the use of Uppingham Road would cause confusion.
Cllr Adam Lowe suggest Cllr Adam Lowe Road, The Mayor said people
might remember him when he is dead. Cllr Lowe then put his had to his chest
a said he was not feeling well.

A draft of the budget was noted

The Council decided the last item did not need to be exempt,

I ask then asked for a copy of the withheld report for the public.
The Mayor adjourned the meeting for the public to digest the content.
I question the point of that because we could not make a deputation,

The Mayor finished the meeting by letting us know Cllr Maureen Dodds
had resigned. She suggested the council buy her some flowers and thanked
her for her service.

I remember when another Councillor resigned many of the same Councillors
suggested she was written to and thanked, the Clerk and Chairman quipped
no she gone that's it.

It is well known Cllr Dodds was part of the rotten old guard so its no
surprise she is treated differently,

Just before the meeting was closed Cllr Lucas asked the Mayor if the
Council will be sending a message to Oakham School?

I would have thought the Mayor would have done that Monday.
as Councillors were preparing to go home I could not help sensing
that they decided if we have to we will.
