Oakham Town Council Substantial governance dysfuntion

I finally received information


regarding two complaints made against me
Well done Rutland County Council.


They are related to my blog and face book both my private internet activities.

After Recieving complaints from former Councillor Jim Harrison .
and Councillor Charles Haworth.

Considering Mr Haworths Complaint:The Sub-Committee decided there could be a possible breach of the code of conduct

Treating others with respect-paragraph 3(1)

Frankley this is a joke. I have never been treated with any respect by Mr Haworth or any of his mates.
The Standards Committee then go onto say:

This case taken together with other assessed cases involving many members of Oakham Town Council indicates an inter-relatonship of cases so serious or complex that they could not be handled locally; investigating the complaints requires substantial amounts of evidence beyond that available from the authority's documents, its members or officers; There is substantial governance dysfunction in the authority.

This I find most annoying I made a complaint long before Mr Harrsons and have never been told the outcome.

The complaint has also been passed to Standards to England.

One of the complaints relates to my complaint, he complains I published details about the images he provided to the Rutland Chat Forum.

Even though he said sorry after, I traced the images to his photobucket account. If he was still a councillor I would be complaining about his current blog about me Jims Tea Break and its defamatory content. The nasty thug suggest I am a danger to young people. Standards for England will take his blog as evidence.


Two of my complaints have been refered to Standards for England.

The committee suggests councillor Alf Dewis may have breach the following code of conduct.

Treating others with respect - paragraph 3(1)
Bulling any person - paragraph 3(2)9b)


Pity it does not say homophobic bullying.

The Commitee refers my complaint against Cllr Joyce Lucas for the same reasons

I await the outcome of my complaints I made last year.

Oakham Town Council Four New Complaints

I have just been notified another four complaints against OTC are being sent Standards Committee.


These complaints are being raised by a member of the public who has observed meetings for sometime now and raises issues relating to incorrect procedure and behaviour of members.

this person also wrote to Oakham Town Council some time ago to complain about The Town clerk Richard White. They told me the Council has not responded to that letter.

I Also wrote a letter to the council complaining about the Town Clerk, this was also ignored.

I also wrote and complained about the bullying I am subjected to from Cllr Dewis this letter was ignored

I complained to The Standards Committee about The Town Clerk and the monitoring officer said Oakham town council were responsible for him.

Mr White seems to be immuned from complaint and shouts bully if you blog. I suggest he gets on with his overpaid job and maybe gets on with some learning stop giving wrong advice to the public and myself.

Oakham Town Council clearly only abides by laws that suit them. Example last staffing meeting only two clear working days notice was posted.

This club known as Oakham Town Council needs sorting urgently!

It needs to get on with serving and stop supporting the ex councillors and the mob up the road. ex Cllr Jim Harrison is suported, this vile man posts, I am a danger to young people totally unfounded and I am sure he fully understand the likely result of his actions. Twice in the past 7 days I have been called a peodo by local youths and all the police can say is write to him!

Oakham Town Council needs to sort out the long term absence. Two seats could be filled by active people who want to serve. Of course the bullies like Cllr Dewis and Cllr Haworth are happy the seats are inactive because they cant be stopped in there tracks.

Cllr Dewis is happy to ignore notice served on him and is happy to push me around knowing he wont be charged by the local police.

Oakham Town Council & Rutland County Council Standards Complaints

The Standards Committee complaint. Roger Begy Rutland County Council.


I attend Rutland County Council meetings to observe and learn correct procedure, not the sort of thing one can do at Oakham Town Council.

At the special education meeting the leader Roger Begy declared an interest and said he would remain for the meeting and not take part in the debate.

I attempted to do this at my own Town Council meeting and the police were called by Cllr Alf Dewis. 3 arrived and I was kicked out of the chamber.

I subsequently took the risk of speaking to the town clerk who at first gave me the wrong advice.

The code of conduct clearly shows Mr Begy breached the code of conduct by remaining in the room.

If members of Rutland County Council are permitted to break a small rule then I fear it will not be long before the County Council becomes like the Town Council.

On the premises of Rutland County Council I served Cllr Alf Dewis written notice not to speak to outside of Oakham Town council meetings.

I do not speak to Cllr Dewis because of his childish nature to taunt me at any possible moment.

Mr Dewis has often breached this written request. This included him twice shouting across the street to me on Saturday.

I see this act as a continuation of his bullying and harassment of me and his ignoring of a notice is not acceptable

PS: Mrs Briggs media comments have not gone unnoticed by myself and the public. Her suggestion complaints are a burden on the tax payer is not something want to here.

It was if she was suggest people who have issues with their council should not complain.

I do feel the Standards Committee is an expensive farce. How can they decide 18 complaints have no grounds, when they don't investigate or even inform people of the nature of the complaints. Just like the police councils should be subject to outside monitoring.

The notice for this meeting was posted and dated Saturday it did not give 3 clear working days notice. It is clear to me Oakham Town Council feel no laws apply to them. I have also pointed out the meetings are held on licensed premises, they ignore this and suggest a premises licence held by Victoria Hall only covers part of the building. A premises licence covers a whole building hence the name of the licence.

At this meeting the Vice Chair was elected Cllr Maureen Dodds often referred to as the f*t duchess by other members.

Cllr Alf Dewis was elected chair at the previous meeting.

For some strange reason Mr Dewis was in a great hurry to start the meeting so much so he attempted to conduct the meeting without the clerk present. This shows the Town Council members including myself have received no training. Rutland County Council don’t want the public to know or any other matter relating to Oakham Town Council. Yesterday they threatened to ban my access to the internet from Rutland Libraries. If they sorted the parish council out they would not have to worry about how the town looked from my blog. As member of the public said last week the Town Council is a farce an expensive farce. I have made other arrangements to post the content of my blog.

Cllr Alf Dewis then went onto exclude the public and press no act was quoted.

At the same time at another location Rutland County Council were holding a Standards Committee meeting, It was reported back to me, Rutland County Council had stuck to the rules and quoted the correct act and Cllr King had requested the public should only be excluded if it was essential, the public said they were treated with the utmost respect at the standards committee meeting. I think members like Cllr Alf Dewis should attend some meetings at RCC to see how they are conducted correctly.

Cllr Dewis forgot he had placed two points on his agenda; the second point was to exclude Councillors who are not members of his committee.

I was shown no respect. Mr Dewis called for the vote Cllr Sharon Spencer abstained and Cllr Woodcock voted against my exclusion. Cllr Maureen Dodds, Cllr Charles Hawoth and of course the ever charming bully Cllr Alf Dewis voted to kick me out.

Legally they had no right to exclude me from the meeting and no act to quote. So I refused to leave.

He called the police to arrange my removal, three police men were sent! The police made it very clear the Town Council had contacted them earlier to arrange my removal. Inspector Monks had told police if the chairman wants me out then its ok for them to ask a Councillor to leave the chamber.

The police misused the breach of the peace act. I was told if I did not leave they would arrest me for breach of the peace.

I departed and was asked not to return to the council chamber, if I did I would be arrested and taken to Leicester and it was along walk back to Oakham! The police certainly know how to enforce the law.

I am looking forward to seeing the police at the next council meeting or will it be at the County Show this Sunday like last year.

I thought we lived in a democratic country and the police are independent from politics, this is certainly not the case here in Oakham Rutland.

Cllr Alf Dewis Assault

At 6.15pm last night I entered the council office Councillor Alf Dewis stood in my way and touched my left shoulder. what right does he have to obstruct a Cllr going to the chamber.

He said I would not go through there if I was you! He said Richard White the town clerk was this in the building.

His touching me is considered common assault and I am reporting this to the police.

For interest Mr White could be heard saying he had no problem with my presence.

Oakham Bandstand Security

Dear Mr Pook,


This morning I found the site that is the bandstand had been burgled. I called at Victoria Hall to report this matter.

And to get the site secured for safety.

I met Cllr Alf Dewis explained to him what had happened and he told me I am not interested.

His lack of concern for safety is a very big concern

His lack of concern regarding the possible loss of Council Property is a very big concern.

His total disregard for upholding the law is totally unacceptable.

I wish standards to deal with this.

Cll Dewis is the man who say I should not approach Richard White so I expected some assistance form him, I did not receive any and as I felt this needed immediate attention, I reported the matter to the police and visited Mr White so he could contact the contractor to arrange for the site to be secured.

Oakham Town Council My requests have been ignored.

I have made numerous requests to see the letter written by The Town Clerk Richard White.

My requests have been ignored.


Your offer to provide mediation to help me understand how alleged bullying is affecting, the town clerk is unacceptable and quite frankly insulting.

The open ended ban prohibiting me freely accessing the Council office is unacceptable. The ban has caused me to seek alternative advice. This in turn has affected Rutland County Council. I am currently not visiting Rutland County Council this now means Oakham Town Councils actions are obstructing me and precluding me from carrying out my duties as Oakham Town Councillor.

Next week I will be seeking legal advice. I believe Oakham Town Council with the assistance of Cllr Alf Dewis have dug a hole they can’t get out of by asking the town clerk to make a formal complaint. Mr Dewis with his employment expertise thought he could suspend a Cllr. If a complaint, was raised. He then went onto provoke and bully me. Oakham Town Council refused to use the services of ACAS due to cost and do not want Richard White to approach his Union because they don’t want it to go that far. I am not sure what to make of that statement. What do they want? I feel this is due to a fear the Union will point out the many errors of their ways. Mr White can not withdraw his allegation and I request the allegation is fully investigated.

Oakham Town Councillors Smear my name as they visit their committees. They complain to the police about my blog. But they never look at how they conduct themselves. I was horrified when I was shown ex Cllr Harrison’s Blog with his unjustified personal attack against me. To be honest I am not the lonely mad person he depicts but I would rather be that than a member of his sad old rotten style nasty Tory Club.

When are councillors going to write a new script? Every time a person complains they describe that person as mad.

I apologise to Rutland County Council and fully understand the embarrassment this may have caused the council to suggest he still worked for you.
