Mrs West complained about the forestation of Royce Recreation Field, Princess Avenue Oakham.
at the meeting of 28th November 2012 Cllr Lucas responded stating the tree project was completed.
Mrs West replied "thank God for that"
So if Mrs Lucas was telling the truth can anyone explain what the the mass planting of Oak trees
was the other week? I am sure Oak trees are trees?

Earlier today Cllr Joyce Lucas's column seemed to find its way into the top stories on the The Rutland Times Website?

What interests me about this weeks column is the total stupidity of the Councillor.
She says rather like our majesty the Queen:
The fact that I don’t carry money is in some ways a bit of a drawback. I tried, recently, to buy an item in an Oakham shop who refused to let me make the purchase with a credit card because the amount was so small. Needless to say I walked away and made the purchase in another town.
Driving to another town instead of popping to the bank?
This from a Councillor who whittles on about us supporting local companies.
Driving less and cycling more.

Oakham Town Council Mayor, Cllr Joyce Lucas Said Councillors were wrong not to increase council tax
Oakham Town Council Mayor, Cllr Joyce Lucas Said Councillors were wrong not to increase council tax.
Cllr Lucas was absent from the full council meeting at which all members, accept her deputy Cllr Charles Haworth decided to reject a proposed budget that would require the council to increase the precept paid by the public by 2.9%
At this weeks planning meeting she expressed her disappointment, she said this would leave the council with no money to spend next year. She appeared not to have a clue about how much the proposed increase was. Something you might expect the chairman of a small council to know.
I reminded her, we were told it is expected the council will underspend again this year therefore increasing the councils reserves to around £60,000 so we did have some money to spend.
Next year we will be spending around a quarter of the budget on new play equipment for Royce Recreation Ground. The Council agreed this spend recently before setting the budget and a detailed presentation was given by the Clerk as to how this would be funded. Strangely the assistant Clerk said at the same meeting the Clerk is now considering recommending taking out a loan to pay for this equipment.
It is clear to me the Council does not have a clear understanding of it financial position and is constantly approving spending on future projects before any sensible budget has been set.
We were asked to approve a budget for parks and planning nothing had changed since it was deferred from the last meeting.
A sum had been budgeted to for the Mayors Chain, I am not sure what this has to do with parks and planning?
The matter of the budget was deferred again. I suggested the Chairman and Deputy Chairman of parks sat down with the few lucky councillors who decide most of what goes on at the council and actually plan what they want to do next year and then present that request to the small group who are working on a strategic plan for the full council so it can form part of the full councils overall budget.

Oakham Mayor Cllr Lucas Engagements List, one TWICE in one day!
Arriving at last nights council meeting amongst the papers awaiting member was a new list
Engagements attended by the Mayor.
I thought good the message had finally sunk in we don't want to sit and listen and listen.....
to the Mayor listing all she has done in the past month.
Then the Mayor arrived and removed the lists from the room snatching the one I was reading.
I thought she was unhappy with the perception that might be drawn from the first item (one Twice in one day!)
The Mayor refused to explain further and slammed the office door behind.
It later became aware she was annoyed the Clerk had distributed the list, she needed to hand out the list personally during the meeting.
The list is shorter this month the Mayor took a holiday she is intending to gain an entry in the Guiness Book of Records for the most events attended by a Mayor in a year. Stating "I attending more events than Sharon Spencer did last year when I was Mayor before"
Is there not a saying quality rather than quantity?

A member of Rutland County Council looked at the posters created and distributed during the elections and said instantly "those could be Roger Begy's words"
Rutland County Council say they are not responsible for homophobic comments posted via their network from the council chamber last year.They say they have no connection to any of the malicious comments.
I have a collection of e-mails sent from the Deputy Leader Cllr King that can only be described as questionable and inciting bribery.
This morning I find a comment posted on my blog supporting Oakham Town Councillor Joyce Lucas.
I seem to Remember the leader of Rutland County Council was given his OBE for his work for education, I wonder if he has any connection to EDI plc?
The Board of Directors don't look like the sort of folk who would have any interest in the affairs of Oakham Town Council. I have asked them to provide me with the details of the person abusing their system, it should not be hard a hard job for their IT department to establish the ID of the user, who has to log in to gain access to their server.
The computer used, suggest to me this could be an antiquated RCC laptop once again.

1. To not offer any reasonable input to council meetings.
2. To ensure that no member of the public would willingly volunteer to working with you.
3. To utilise your blog in order to find fault whilst at the same time not offer any worthwhile solutions to perceived issues.
And Cllr Lucas is right, you are indeed the issue. And as a well known local resident I can tell you with utmost confidence that you have just one supporter and no one wants you involved in local issues.

Inspector Johny Monks Leicestershire Constabulary, Oakham police, complaints to be investigated
Inspector Johny Monks Leicestershire Constabulary, Oakham police, complaints to be investigated.
After several complaints made to the Independent Police Authority relating to Inspectors Monks involvement with the activities of Oakham Town Council and Rutland County Council I can now confirm a full investigation has been requested.
Three of the most serious complaints are to be investigated by
Professional Standards Department
Leicestershire Constabulary
Recently I attended a meeting with Inspector Barber and Simon Eyley D/Sgt 525 at Oakham Police Station.
After the meeting I received the following conformation.
In relation to the complaints I raised D/Sgt Eyley says he has discussed these with the force assessing officer and I will ultimately receive communication from this department in relation to the same.
The matter in relation to the meeting at Oakham Police Station and audio tape recording of the same, has now been assessed and recorded as a complaint - reference CO/454/10. I am now waiting to hear what the next stage of the process is for this.
The issues surrounding the passing on my personal information to an outside organisation, together with the issues surrounding Councillor Joyce Lucas arising from the common assault and the comments over 'Protection' offered to Councillor Lucas by Inspector Monks will be assessed.
I have provided a copy of Councillor Joyce Lucas professional standards statement as evidence.
In her statement she says Johnny telephoned early morning telling her "we will protect you" she was then invited to Oakham police station, very shortly after this call she says received another from the Chief Executive of Rutland County Council Helen Briggs who offered her support and assistance. She then goes on to say Helen Briggs sent Conservative Councillor Terry King along to support her at the interview.
No charges were brought against Councillor Joyce Lucas, she later explained her actions of common assault being her Christian duty, because other Councillors were not very nice to me.
She then went on to hound Inspector Monks telling him, she was very concerned I walk around town on my own and felt I may self harm myself?

Cllr Joyce Lucas is not only a Oakham Town Councillor she is a member of Rutland County Councils Standards Committee.
In a signed document she states people at her first meeting in the council chamber were calling me a paedophile.
She lies and says she has never called me this or lead people to believe this.
She refuses to name those who do, I believe this is a breach of the code of conduct and make a mockery of the local standards board.
I ask Standards for England to investigate.
Cllr Joyce Lucas should resign.
She is a disgrace, I wish more people would speak out and get rid of her. They happily tell me what they think of her but that is not enough.
Last year Rutland County Councillor Peter Jones advised me to save up my small complaints about her.
He said he could not stand the busy body, she always goes over the top, Her and her bloody trees.
Cllr Lucas is not a Conservative is this why the standards referred my last complaint to standards for england thinking it was finally a way of getting rid of her?

My summary: I hope your God forgives you! for your lies and the fear you have placed upon my friend who would not give a statement. Who still describes you as a liar. A true statement and not as half as bad as what you call me along with others. I beginning to like what the young folk call you. How is your broom stick?

I like the young but less of the Vulnerable Mr Duncan unless you know something I don't what are the Tory Scum planning up at Rutland County Council next.
The false and damaging description of me has fortunately not done me much harm at the moment.
Now I also know who stopped me working at Out of the Rut even though Paul Watson was keen to employ me how foolish he was to say it had nothing to do with them, of course it does they are a major funder and employ him.

Something I posted is causing a bit of interest!
170 page views so far today I am pleased Rutland County Council have so much time to read my blog.
I would like to point out Rutland County Council provides the best value for money for all tax payers, it maybe issue the highest bills in England but its worth every penny or is that pound!
Helen Briggs is doing a super job, cutting here and there and everywhere!
I wonder if as a token gesture to all those who are loosing their jobs she will take a pay freeze?
Could Oakham Town Clerk Richard White also do the same? I know your contract guarantees you a pay rise each year but it could be seen as a good will gesture.
I understand some Councillors don't like me blogging well get over it.
And it would be very kind of you if you all stopped calling me a Paedophile its very damaging and dangerous to describe someone you don't like in this way.
Is it normal for a Councillor like Cllr Joyce Lucas to kiss another Councillor in the Council chamber because other Councillors are not being nice?
I suggest not!
Complaints to police, I also suggest it is not a waste of police time as Cllr Lucas suggests, can you imagine the fuss if the role was reversed if I grabbed her and kissed her? A police officer told me if I had I would be arrested for assault!
So where is the equality in that? Apart from the fact I am a gay man and don't go around kissing woman each day, she is a revolting old woman. So apart from the shock it was revolting. Cllr Lucas has abused her position as a Councillor spreading malicious gossip and suggesting I am mad! Take a Look at yourself Cllr Lucas!
Now I guess she will go off and have a chat with her friend Cllr Barrie Roper. I am sure if you give him a kiss, he will send one of his officers to visit me.
