Simon Alexander Hayes, Police and Crime Commissioner, Hampshire

simon hayes pic 2
Independent
Force area:
Hampshire

Simon Alexander Hayes

Election statement:
I’m Chairman of Crimestoppers Hampshire & the Isle of Wight,
and past Chairman of Hampshire Police Authority. As an Independent
Candidate, I’m standing free of Party political pressure or obligation:
I believe you, not Party politicians, should decide how you want to be policed.
I believe in inclusion, community co-operation and consultation.
I will make it possible for your voice to be heard so, together, we improve
policing and criminal justice. We will do what works to cut crime and make
our communities safer places.
I understand as criminals face fewer police on the streets, and the prison
system struggles to accommodate increasing numbers, many people ask “is
an increase in crime inevitable?”
I understand people feel drug & alcohol related crime, domestic violence,
hate crime, street violence and anti-social crime is not being tackled as they
would like.
I understand people feel the Police are unable to respond quickly when called.
I understand people feel it’s not worth reporting crime.
I understand people living in rural communities feel their policing needs are not
properly met.
I understand we all respect our Police – officers and civilians – but are worried
that their morale is at an all time low.
So, to tackle these concerns I will:

  • Increase frontline policing numbers, so criminals know that they
  • will be caught.

  • Work with Statutory, Voluntary and Not-for-profit organisations to
  • cut crime.

  • Ensure an effective and supportive approach to victims/witnesses

  • Create quick and positive community justice, involving local people.

  • Introduce better School & College liaison with our young people.

  • Take action to address the problem of repeat offending

  • Encourage Restorative Justice

  • Put innovation, early intervention and robust community consultations

  • at the heart of Policing strategy.

Bob Jones, Police and Crime Commissioner, West Midlands

Bob Jones

Labour Party Candidate
Force area:
West Midlands

Bob Jones

Election statement:
I’m West Midlands born and bred.  Apart from studying at Nottingham University,
I’ve always lived within a mile of where I was born in inner-city Wolverhampton,
and where I’m a long-standing Councillor.
For more than 20 years I have campaigned against crime and anti-social behaviour
and due to my record of putting the Police and the community before any vested interest,
and with support from all political parties, I became Chair of West Midlands
Police Authority and of the National Association of Police Authorities. In 2010 I
was awarded the CBE ‘for services to policing’.
In those roles I oversaw the introduction of new crime prevention strategies,
the pioneering of neighbourhood policing, investment in our Police Officers
and their support services and focused on getting the Police and local Councils
to work together.  This meant that between 1998 and 2012 we saw a halving of
crime in the West Midlands.
Supporting the Police in the battle against crime is my priority and as an elected
Police and Crime Commissioner I will:
 * Protect neighbourhood policing from further government cuts
 * Retain Police and Community Support Officers
 * Oppose the privatisation of core policing services
 * Fight for a fair funding deal for the West Midlands Police Service
 * Set up local policing boards in each area to ensure local people set local  priorities
* Put victims first by ensuring that funding for Victim Support is safeguarded
* Steer young people away from crime and gang culture by encouraging the police
to work with schools, local councils and voluntary organizations

Bill Longmore, Police and Crime Commissioner, West Mercia

Bill Longmore
Independent
Force area:
West Mercia

Bill Longmore

Election statement:
Bill Longmore is an Independent candidate with no political allegiance.
He is not a politician but a man of the people who has considerable experience
of policing (ex police officer); business (ex director of a successful timber business);
and has worked tirelessly for the community throughout his life (providing
sporting opportunities for young people and driving forward community projects).
He strongly believes that politicians should not be allowed to interfere with
policing and that the people of West Mercia have a choice to vote for a person
who is not connected with a political party.
Bill was the winner of the BBC Midlands (Unsung Hero) Sports Award 2011 in
recognition of his community work, and he has a passion for helping people.
The current austerity measures have had a huge impact on policing and in
the short term there is no funding for more police officers so the challenge is to
ensure that the resources available are maximised to effectively meet the
needs of the people.
Bills aims are to:
listen to the people and provide a strong voice to champion their needs.
ensure policing partnerships are dynamic, effective and provide real benefits
for the community.
identify new partners, funding and opportunities for young people using sport
and other social activities to divert them away from crime and disorder.
Identify new funding to support victim services and prevent crime and disorder.
ensure views of victims are listened to and that they receive a fairer deal within
the criminal justice system.
develop new opportunities for the rehabilitation of offenders to benefit communities.
support West Mercia police to meet the challenge of austerity measures.

Ronald Ball, Police and Crime Commissioner, Warwickshire

Ron Ball
Independent
Force area:
Warwickshire

Ronald Ball

Election statement:
As someone who has had experience as a magistrate, a school governor,
a national executive member for the British Airline Pilots Association and completed
a 40 year career as a commercial airline pilot I believe I am well qualified to take
on the role of Police and Crime Commissioner for Warwickshire. On my website
(www.ronball4pcc.co.uk) you will see that people from my past activities have
generously endorsed my decision to stand in this election. My manifesto is based
on common sense. My primary responsibility will be to reduce crime and disorder
in Warwickshire. I will achieve that by supporting firm but fair early intervention for
low level, first time offenders to help to get them back on track and to help them to
stay there. For other offenders my role will be to work with the chief constable to
ensure a high morale police force, achieving high detection rates delivering offenders
to the courts with a high probability of conviction.
It is my firm belief that policing and party politics should be kept at arms-length
wherever possible. If elected, my concerns would be to reduce crime and disorder
by listening to the views of ALL of the people of Warwickshire and not to any
particular section of the community to which I may have a party allegiance.
Sir Robert Peel said “the police are the public and the public are the police”.
I wholeheartedly agree with that. He made no mention of political parties.
By voting for me you will be voting for someone with experience and someone
who will not bow to inappropriate political influence.

global security at University.
Anthony was a member of the Police Authority for six years and understands the
issues that Thames Valley Police face and is fully aware of how Police budgets

To reduce crime and drive up detection rates.
To maintain the balance between urban and rural policing.

Clive Grunshaw, Police and Crime Commissioner, Lancashire

Labour Party Candidate
Force area:
Lancashire

Clive Grunshaw

Election statement:
My aim in standing for Lancashire Police and Crime Commissioner is to ensure
that Lancashire Police are accessible and deliver the protection, security and
service that the people of Lancashire want and deserve.
I aim to be a champion for equality and diversity. I shall represent all the
communities across Lancashire irrespective of race or religion. This will make
all our lives safer and more secure.
Lancashire has a reputation for excellent standards in policing.  We need to build
on this reputation and not let the Coalition Government’s cuts to police jobs
reverse the reduction in crime that was achieved by the last Labour government.
The last Labour Government has a proud record on community safety. We listened
to what the public wanted and we delivered.
The Neighbourhood Policing Strategy was particularly effective.  It allowed the
community to engage with the police at a very local level and tackle issues from
anti-social behaviour to gathering information on more serious crime.
My key pledges:
  • Defend frontline policing – maintain a visible policing presence
  • Protect neighbourhood policing – particularly PCSOs
  • Ensure a swift and effective response to reports of anti-social behaviour
  • Prioritise the fight against domestic violence and child sexual exploitation
  • Champion the rights of the victim
  • Target persistent and prolific offenders
You may contact me on clive.grunshaw@gmail.com.
Yours sincerely,

Clive Grunshaw

Tony Lloyd

Election statement:
Tony Lloyd Labour candidate for Greater Manchester Police and Crime Commissioner.
The Police are public servants and I want the public to have confidence that
Greater Manchester Police is the best Police force in the country.
The Tory/Lib-Dem government is targeting our communities in Greater
Manchester, cutting nearly 3,000 Police jobs, the largest cuts in the country.
Senior police officers warn that the Government is cutting the policing budget
too far, too fast, taking risks with public safety. That’s why your vote is important.
David Cameron’s Government are just wrong on crime. They should have used
the money they used to fund tax cuts for millionaires instead on funding our Police.
Tony Lloyd’s pledges:-
To stand up for communities against the Tories’ 20 per cent cuts to policing
and the loss of nearly 3,000 police and civilian posts in Greater Manchester
(and 16,000 police officers nationally).
Keep police on the beat not hand policing over to private companies.
Our police are not for sale.
Make sure victims of crime are at the centre of events from early investigation,
kept in touch with progress and treated with the dignity they should expect.
Ensure that the anti-social neighbour and the local yob know the police will
stop them from terrorising our communities. Victims will get a response
within 24 hours.
Keep our neighbourhood policing by building partnerships with community
groups, local councils and right across the criminal justice system to tackle
and prevent crime.
Tackle domestic and sexual violence and exploitation of children as a
top priority.
Keep up the pressure on gun, gang and organised crime.

Martin Surl, Police and Crime Commissioner, Gloucestershire

MartinSurl_021012_ 30
Independent
Force area:
Gloucestershire

Martin Surl

Election statement:
I am standing as an Independent because I believe party politics has no
place in policing.
I want to make our police more visible and come when we need them.
That means getting the right resource to the right situation or problem first time,
on time, every time and dealing with the matter appropriately and effectively.
That also means stopping the closure of some of our most important local stations.
The right place for city or town police stations is in the heart of the city or town and
I am firmly opposed to moving them further out.
I want older people – whether they live in their own homes or in residential care –
to feel safe and I want a system that works for young people not against them.
Everyone, whatever their age or background, should feel safe day or night and
be able to use our streets and public places without feeling under threat.
I believe in “Restorative Justice”, where criminals are given a chance to mend
their ways. However, if any offender chooses not to heed the warnings to stop
offending, refuses help and support, then the police will move against them firmly
and effectively.
To our serving officers, I recognise the unprecedented changes you face and
I promise to look at the Winsor Review and use my influence to improve your lot.
As an experienced former officer, I am the only candidate in Gloucestershire
with direct experience of policing.  I will not replace the Chief Constable but
if you vote for Martin Surl on Nov 15, I will  provide the resources he or she
needs to reduce crime and make our county the best it can be.

            I’m Independent, I’m Experienced, I’m Local.

Richard Rhodes

Election statement:
Richard Rhodes has been a Magistrate for 33 years, and is currently Chair of
Cumbria Probation Trust and Chair of the Safer Cumbria Direction Group.
Enforcement is the principal element in reducing crime but it isn’t the only one.
Using my extensive experience of the criminal justice system, I will develop
a range of interventions to support victims, reduce re-offending and ensure
public safety to reinforce the activities of a high achieving Constabulary in Cumbria”
Establish an Executive Committee of the Chief Constable, Chief Executive
and Treasurer to determine policy and strategy, deliverable within budget and
including a crime mapping strategy.
Create an Office of Public Engagement, to be proactive in monitoring
public opinion.
Establish an Office of Victim Support, to supervise practical help to the
victims of crime, including domestic violence and hate crime. This will involve
voluntary and public sector organisations.
Promote Restorative Justice to reduce re-offending and boost confidence.
Work will be commissioned from the public, private, voluntary and faith sectors
with four main target areas:-
Anti-social behaviour    The greatest area of public concern.
Veterans                           The largest occupational group in prison.
Youth Justice                  A greater overall coordination in the dealing with
Youth Crime.
Rural Crime                     Cumbria has a particular need to address
this issue.
Embrace the good work of Local Authorities, Safer Cumbria, Community
Safety Partnerships, and the Health and Well Being boards, amongst others,
working with statutory agencies such as the Police,  Probation Service,
Youth Offending service, the Health Authorities and Education services.
It is worth noting that the recent HMIC Inspection showed that in the Cumbria

lower crime rate.

Olly Martins, Police and Crime Commissioner, Bedfordshire

The Labour and Co-operative Party Candidate

Bedfordshire

Olly Martins

Election statement:
Bedfordshire is losing 185 police officers and 78 PCSOs, together with 30 patrol cars,
as a result of the Conservative/LibDem government’s 20% police budget cuts. Axing
more than half of our PCSOs and forcing this shocking reduction in police strength
means that the visible neighbourhood policing people value so much is likely to
become a thing of the past.
What is more, in 2013 Chancellor George Osborne will publish the next spending
review, which will herald a further round of deep cuts, as a consequences of this
government’s failed economic policies. A number of Chief Constables have said
further cuts to the police will undermine the fight against crime.
That is why Bedfordshire needs a Police and Crime Commissioner who, rather
than just toeing the party line, will fight these cuts and stand up for what our police
need. That is exactly what the Labour candidate Olly Martins will do.
Eight years with Victim Support, local government and military experience, together
with running the office of Shadow Transport Secretary Maria Eagle MP in Parliament,
give Olly the right background to be an effective Police and Crime Commissioner,
and a champion for our county.
Olly will:
Be a strong voice against the government’s 20% police cuts, arguing for cutting
crime rather than cutting the police
Oppose the sweeping privatisation of large parts of our police to G4S
Resist and frustrate those who preach hatred and seek to divide our communities,
standing up for the decent law abiding majority
Prioritise all forms of hate crime and anti-social behaviour, giving victims
confidence that Bedfordshire Police will deal with them with the utmost
professionalism
Push to ensure Bedfordshire Police better reflects the diversity of the communities
it serves

Nick Alston

Election statement:
I am delighted to be standing as Conservative candidate for Essex Police and
Crime Commissioner.
Born and brought up in Essex, the son of a senior Essex policeman, I went to school
in Chelmsford and to Cambridge University and then joined the Royal Navy.
After this I served nearly 30 years in national defence and security. Throughout
that time in the UK, including inNorthern Ireland, and overseas I worked closely
with the police at all levels of seniority. I was appointed CBE in 1997 for my
leadership of that work.
I was a Director of my department for 8 years before becoming a Managing
Director for a major international company. I was responsible for the security of the
firm again working with police internationally. I am now on the Advisory Board of
the Jill Dando Institute of Crime Science at UCL and a Director at Broomfield Hospital.
This new role will enable all of us who live in Essex to have a direct say in setting
the priorities of our police and to hold them to account. This is not possible under
present arrangements and will close a democratic gap.
In addition to having the skills and experience to hold the Chief Constable to
account on your behalf, I have four simple priorities for reducing crime:
  • Policing      that meets local needs;
  • Policing      that is prompt and professional;
  • Effective     cooperation and partnership between Police, Councils and
  • the  Voluntary Sector;
  • To be an influential voice in leading public engagement about crime
  • reduction and policing, and to listen to and speak for the victims of crime.
I am enthusiastic about this challenging role and having the opportunity to serve my county.

Barry Coppinger

Election statement:
In recent months I have met thousands of people across Cleveland – on their
doorsteps, on their streets, at a whole range of community groups and
meetings – and have listened to the concerns about the affect crime and
anti-social behaviour has on people’s day-to-day life.
People want the police to be part of their community; a reliable, visible and
approachable uniformed presence.  My top priority will be protecting
Neighbourhood Policing.   If elected as Commissioner there will be no
reduction in the number of Neighbourhood Police teams in Cleveland.
Victims and witnesses deserve a better deal from the criminal justice system
and I will work to ensure that their needs are always a priority.  The public also
has a right to expect a prompt service when reporting a crime and reports of
anti-social behaviour need a response within 24 hours.
I have a proven track record of working for community safety.  I was proud to
be part of the team that introduced Neighbourhood Policing and successfully
fought off plans to merge Cleveland into a regional force.
Our police force faces severe financial challenges.  I have already discussed
these in depth with the force management and, with my accountancy background,
I will work to ensure savings can be made through prudent financial control rather
than cuts in front-line services or excessive burdens on Council Tax payers.
I am proud to be the Labour Party candidate but pledge that, if elected, I will
represent the best interests of all residents and respect the operational
independence of the Chief Constable.

Winston Roddick

Election statement:
To ensure the best police service for the people of North Waleswe need a
commissioner who can act independently of political interference.
We need a champion for the police service who understands the demands of
modern policing in this area. I began my career as a constable on the beat in Liverpool
and then became a barrister, Queen’s Counsel, Recorder of the Crown Court and
Wales’ first Counsel General. I have always acted independently and in the interests
of justice.
I will increase the visibility of the police and ensure security at home and safety
in public places .
I will make the right decisions on policing and crime in North Wales and be
accountable for them.
I will put the needs of the ratepayers at the top of my priorities and work with the
Chief Constable, officers and staff to ensure the best possible service. I will reach
out and work across North Wales to ensure that the service develops partnerships
both inside and outside the criminal justice system.
I have seen the devastating effects of crime on individual victims and communities.
I know what a difficult job the police have and understand the need for effective and
strong sentencing.
The police should be more visible in towns and villages across North Wales and
rural police stations should only be closed as a very last resort.
We need to protect the service from devastating cuts and worrying proposals
from Westminster for privatising police work.
If elected, I will do my utmost to protect our police service and ensure that the
right decisions are taken for the communities of North Wales.

David Lloyd

Election statement:
The role of Police and Crime Commissioner is one of the most significant and
exciting roles to have been developed in our generation: the first elected position
with a mandate from the whole of Hertfordshire to reduce crime.
I have a record of delivery as Chairman of the Police Authority –
crime down by more than 20%,
convictions up (criminals are twice as likely to be caught if they offend here
compared to some parts of the country),
council tax frozen –
and I have a clear vision for the future – putting the victim at the centre of what we
do and ensuring we continue to provide the most efficient and effective policing.
I believe in cutting crime, keeping taxes low and catching more criminals. I also
believe that it is the criminal who should be punished, not the victim. People should
be able to go about their lawful business in Hertfordshire, without worrying about
becoming victims of crime. Simply put, as Commissioner, my aim would be to
make Hertfordshire’s streets even safer.
It would be my intention to spend most of my time in the community and with key
partners using innovative new ways to engage with the public. I am an admirer of
Bill Bratton’s policing in New York during the Giuliani mayoralty. By acting firmly on
petty crime more serious crime falls as well.
With me as Commissioner, Hertfordshire residents should continue to enjoy one
of the safest places to live and work in the country, and I will deliver this by ensuring
that we continue to innovate through working with other police forces and to focus
savings at the back office, not the front line.

Martyn Underhill, Police and Crime Commissioner, Dorset

Dorset

Martyn Underhill

Election statement:

I am the only candidate who is Independent from Political Parties and has a good
working knowledge of the Police.  Party politics and policing don’t mix.  Dorset is a
unique and special County and I am passionate to find “Dorset Solutions for
Dorset People”.  I am an ex police officer who moved to Dorset on retirement.
I led the Sarah Payne case, I advised on Soham. I understand the Police and I have
no connection to this Force. I am a Trustee/Volunteer for five Dorset charities and sit
as Laymember on my Local Safeguarding Children Board. I lecture at Bournemouth
University and am an adviser to the charity Missing People. After six months campaigning,
meeting thousands of Dorset people, I feel I know what you want.  That’s why I petitioned
10 Downing Street recently, fighting for a fairer budget allocation for this Force. If elected,
I pledge to tackle your issues – Domestic Violence, Anti-Social Behaviour, Binge Drinking,
E Crime/Identity Theft, and a more approachable and accountable Police Force.
Persistent offenders blight our lives, and need tackling through firm supervision.
Community Engagement is a priority. I will create PCC Forums that you can sit on with me,
telling me your issues, so I can help resolve them. We need more Special Constables,
working in their community for the community. We need fewer victims and a quicker
service. A Victims Bureau that gives you one person as a contact, wherever your
case sits, be it with police, CPS or the Courts, keeping you informed. We need
a Neighbourhood Watch in every community. I want to see the Voluntary Sector
working as equals to the statutory bodies. And finally, I want to tackle deprived
areas like Boscombe, tackling drug issues, making them safer.

Julia Mulligan, Police and Crime Commissioner, North Yorkshire

The Conservative Party Candidate
Force area:
North Yorkshire

Julia Mulligan

Election statement:
Dear Resident
I hope this information is helpful as you consider your vote.
I have a positive plan for North Yorkshire and the City of York, which is
all about cutting crime.
I’m standing because I want to make our area safer. Together, there are about
80,000 crimes and anti-social behaviour incidents here every year. Everything
that can be done to cut crime must be done.
I’m also independent of the police and past regimes and believe a fresh approach
is urgently needed. If elected, you can expect me to:
Improve lives by tackling anti-social behaviour head-on
Anti-social behaviour accounts for nearly half of all crime. Our police have been
criticised by Her Majesty’s Inspectorate of Constabulary for their performance.
I will prioritise anti-social behaviour as it blights communities.
Protect North Yorkshire with a crackdown on cross-border crime
About a third of criminals arrested here come from surrounding areas.
I will introduce stronger systems to reduce cross-border crime.
Deliver the best policing for the best value in our communities
By increasing police visibility with new ‘Parish Constables’; Special Constables
with full powers of arrest based in our towns and villages.
Ensure resources are focused on the frontline, for example by relocating police
HQ from Newby Wiske Hall, which costs £820,000 a year, the equivalent of
approximately 30 police constables.  This will save money and help protect jobs
and frontline policing.
Stand up for you – be your champion
Perhaps most importantly of all,  it would be my job to be your voice and ensure
the police deliver what you need in your local area and to drive down crime.
You can discover more on my website.
Thank you for listening.

Ron Hogg, Police and Crime Commissioner, Durham

Ron Hogg

The Labour Party Candidate
Force area:
Durham

Ron Hogg

Election statement:
As your Labour Police and Crime Commissioner I promise to listen to your needs,
seek out the concerns of all and tackle them. I worked as a police officer for over
30 years, serving in Police Forces across the region including Durham and I’ve
seen first-hand how neighbourhood policing can improve communities.
People across County Durham and Darlington have told me how concerned they
are that officers are being withdrawn from their communities. I will resist the Tory
led Government cuts which have already cost 140 officers and 200 police staff.
Instead I will ensure that we maintain neighbourhood policing at current levels
and maintain a mix of police officers and PCSOs.
I will resist the drive for privatisation of your police service, ensuring that policing
remains for people and not for profit. I will seek to develop imaginative solutions
to ensure that public services continue to be delivered by public sector employees.
I will work tirelessly to protect all members of our community, but especially the weak
and the vulnerable. I will work with the victims and witnesses to crime so that we can
improve our service to them. I will tackle domestic violence which makes up one third
of all violent crime. I shall ensure that through me our communities have a voice.
I will address anti-social behaviour, and drug and alcohol related problems, and work
with the Police and partners to ensure a coordinated response in tackling and reducing crime.
County Durham and Darlington deserves a police service that protects our communities
and fights crime. If you elect me as your Labour Police & Crime Commissioner this is
exactly what you will get.
