I received a letter from the ever busy Helen Briggs Chief Executive of Rutland County Council.




Before I start my rant I must state if the administration of Oakham Town Council was not so poor and I had full access to the office I would not have received this letter from Helen Briggs

I wont’ waste her time by replying directly I am blogging comments; It is my understanding she finds time during her busy work schedule to read my blog. According to my Google analytics my blog is visited around 50+ times each day by User of the Rutland County Council Computers.

Dear Mr Brookes

I am aware that in recent weeks you have spent a considerable amount of time at the offices of RCC with Council officer raising a number of issues,

(My Comment: This is due to the open ended ban imposed on me by Oakham Town Council. I am banned from calling into Oakham Town Council Offices because they accept without investigation I bully the ineffective Town Clerk.)

You have written numerous letters to a variety of officers. This has taken up a considerable amount of time and I concerned that the requirement for a disproportionate amount of resource, often at short notice and interfering with normal workloads is becoming a regular occurrence dealing with your issues.

(My Comment: This letter does not surprise me, when you have a council who are happy with its self for improving staff days lost to sickness in the last quarter a total of 4,972 days were lost.

A planning department tells you an enquiry will take a month and 3 month later your still waiting and James tells you it due to lack of staff, It’s not surprising RCC have resorted to seeking injunctions to stop the public visiting, I am also aware of public high court actions taken against RCC. The performance Management Reports for the last quarter show many of RCC failings.)

Mrs Briggs then goes on to instruct me:

I therefore propose that from the date of receipt of this letter:-

1 you will have a single point of contact with Council – Mr G Pook.

(My comment: a wise choice the Head of Legal Services one of the council’s most expensive resources. I must say he has been very helpful up to a point. I have found Mrs Stokes a lot more helpful. Of course Mr Pook was not as an efficient when he was chief executive at another Council they sacked him and replaced him with 6 litter pickers. Maybe something Rutland County Council could consider, here in Rutland litter and dog poo is a big issue we could employ 10 if Mrs Briggs departed.)

2 All face to face contact with Mr Pook will take place at a pre arranged time fortnightly for a period of 1 hour

(My comment: I am sure he is frilled no coffee please I would not want to add to costs.)

3. All any correspondence with this council should be directed to Mr Pook. Any that is not will be forwarded to Mr Pook to acknowledge and reply. Consolidated replies to all written correspondence will be provided every 10 working days.

(My Comment 10 days! Wow! That’s some target I have been waiting five years+ to resolve issues with my own private property lease. Members of the public will be flocking to me for help with that guarantee.)

Your issues will continue to be dealt with in accordance with our procedures; this is merely a mechanism to manage the amount of officer time spent addressing your issues.

(My feeling is Mrs Briggs who is over paid poor value for money is a little upset I complained to her bosses and sent a complimentary letter about another member of staff who probably deserves more pay)

She then confirms receipt of my letters of 16th and 17th May which have been passed to Mr Pook.

(Final Comment if Mrs Briggs did her job correctly the Council would be performing better. The people of Rutland would not be paying the highest council tax in the land. If she appointed someone to sort out her parish Council Oakham Town Council she would not feel such pressure and I would not visit the council office as much as she dislikes. We have a Town Clerk who gives you the wrong advice and shouts bully when you complain. We only have to put up with this poor council for another year Next year is Election year! The public won’t forget the mess her team with Cllr Heather Wells has made of the education system here in Rutland. Rutland County Council is a bigger problem than Oakham Town Council. They have also forgotten they serve the public. There are a few Cllr’s who try very hard and a large majority of old style Conservatives who are greedy and selfish, I believe one Tory did mention the nasty part of the party. You only have to attend any meeting to see this. A leader who is more concerned about the cost of a cup of coffee than the 16 complaints made to standards about one member of the cabinet last year. I would guess it maybe him as it is public knowledge one was published regarding his lack of manners. The other 15 remain unpublished by the local independent media. Then there is another cabinet member who was so drunk he could not remember anything of the event a member of the public had raised. Although he does remember the complainant is a bar owner and did mention to me he would deal with the issue when the license review came up. I am not naming this Cllr who sits on the licensing committee because I will provide the bar owner with a statement if he needs it for an appeal.)

At a previous Town Council meeting tree warden Joyce Lucas told the council this tree was dead. Does she not know trees have often loose their leaves during the winter season. The Council agreed with the Tree Warden and it was agreed the tree could be cut down.





Stamford Road has a lot of wonderful trees. Many have preservation orders and are in conservation areas and this appears to mean nothing At the moment the Town seems happy to cull as many as it can. Last year two very old and healthy Willow trees were cut down by Rutland County Council because resident complained the falling leaves made the pavements slippery.



From the first photograph you can see the tree seems to be a bit out of shape this looks like this because the tree was badly pruned last year. The owner should be prosecuted and the tree saved!

Victoria Hall is a licensed premises, therefore any meeting held on these premises is deemed illegal.

The Town Council can not use the get out clause as there are many other room available in the Town of Oakham that could be used for the purposes of holding parish meetings.

I am currently in Leicester going to visit the court to see if I can obtain an order to stop Oakham Town Council Precluding and Obstructing me from carrying out my work.

The Chief Executive of Rutland County Council has commanded the following correction.



In the interest of clarity can I be absolutely clear that Mr Alf Dewis (Oakham Town Councillor) does not work for this council in any capacity.



I apologise to Rutland County Council and fully understand the embarrassment this may have caused the council to suggest he still worked for you.

Dear Mr Pook,




I have received a letter from Oakham Town Council restricting my access to the Council Office.



The letter state this is until further notice. I challenge the legality of the open ended request.



Also I find the statement mediation is to help me understand the effect the alleged bullying on the Town Clerk. Is offensive to me, this is also assuming bullying did accrue.



I feel Oakham Town Council has no idea how to deal with employment issues and has fudged the whole matter. It is my belief Mr Dewis thought he could remove me on the basis of Mr Whites allegation.



Without any investigation I am excluded.



Cllr Sharon Spencer told me at the time she served me with the letter she was not happy to be doing this.



She also said Mr Richard White was not happy with the situation.



It is my understanding if I do visit the Assistant Clerk. Richard will be shut in his office and window in the door will be covered so he can not see me. I find this very offensive.



Sharon Spencer has told me the Council can not afford or does not want to pay for ACAS. £500 + VAT is quoted. I was asked if I knew any other form of mediation. I don’t. this is not my responsibility. I suggest Richard White joined a Union. I was then told he was a member but they did not want to take things that far.



The Council is happy to obstruct the work of a councillor but does not want its failings seen by anyone. It is clear the council does not have any procedure in place to deal with any matter of employment.



It is clear the Town Council is in a mess. Mr White has lied along with Council members thinking they would succeed in removing me and they have failed and now can’t get out of the mess they have created.



Speaking with Cllr’s Sharon Spencer and Mark Woodcock it is clear they are not to blame. I suggest the blame is the sole responsibility of Cllr Alf Dewis. His superb experience in the world of employment consultancy has paid off.

RE: Bullying Allegation



I have repeatedly requested a copy of Richard Whites letter. The Town Council have refused to supply me with a copy or allow me to inspect the document.



I now consider this obstruction and will be seeking advice at the Magistrates court in Leicester.



Oakham Town Council have sent me a letter, I believe this interferes with my duties.



I wish to look at the Tesco document before the 26th May 2010. I should be able to inspect these at anytime convenient to me.



Last week a Mrs Pender called at the office for a copy of the Standing Orders. Cllr Joyce Lucas and Cllr Maureen Dodds both refused to let Mrs Pender see the public document. I witness this Mrs Pender left to seek advice. On her return I requested a copy of the document and passed to Mr Pender. I will also be reporting this to the Magistrates.



Any person having custody of any of the above document, who obstructs any person entitled to inspect or make a copy of, or extracts from, them is liable, on summary conviction, to a fine not exceeding level 1 on the standard scale for summary offences

Tesco Consultation Farce

On Saturday Oakham Town Council were meant to hold a Tesco Consultation in the Council Chamber. It was agreed Councillors would work in pairs covering the hours 10 am – 2pm I was happy to spend the whole time in the chamber. Councillor changed there mind and held the event in the entrance to Victoria Hall obstructing the entrance to the Art Gallery. The Council showed no consideration to the Artist who had rent the gallery. MP Alan Duncan battled through the crowd. To visit Barbara’s show. He said the Tesco presentation put on by Oakham Town Council was pathetic. I reminded him it was the good work of Cllr Joyce Lucas she organises everything. I have a feeling he thought it was Tesco who had put on a poor show. If he meant the Town Council I would agree. The purpose of the Consultation was to listen to the public it soon became very clear to me most Councillor present were expressing an anti Tesco view. I gained nothing constructive from the consultation. I am hoping the council will not forget to share the comment slips with me.






Now the Consultation is over I will state my view expansion can not be stopped.



Tesco should ensure the correct drainage is fitted to the car park to ensure people homes are not flooded. It is common for gardens to be flooded since the building of the store.



I also disapprove of the removal of any tree from the land or the demolition of the bungalow.

I approached Councillor Alf Dewis he is the bully who now shows no consideration to others trying to earn a living.



I explained to Councillor Alf Dewis he was obstructing the gallery and he replied rather rudely let them tell me themselves. What a stupid man!

Oakham Town Council have, now stopped me freely carrying out my duties.



Cllr Alf Dewis is a bully he with the support of another bully Councillor Charles Haworth proposed I should be excluded from the council office.



This proposal failed and I am partially excluded.



I am required to make an appointment to see the assistant clerk, when I arrive she will see me on CCTV and close The Town Clerks office door and a curtain will be drawn on the glass in the door so he does not have to look at me! I find this the most offensive condition.



I am not willing to make appointments so I will not be able to assist the people who I serve and suggest they visit the office as they require no appointment.



The Town Clerk Richard White accuses me of bullying and there has been no investigation.



I agreed to mediation suggested ACAS. The Town Council find the fee of £500+ for an hour to much.



I suggested Mr White contacts his union and they may pay. I was told the Town Council don’t want it to go that far. So what to they want to do?



I would like to see Mr White’s allegation and I would like to see the matter fully investigated.



Is a screen to be erected at Council meetings or should I wear a paper bag?



It was suggested if Ignored this letter an injunction could be issued but they did not want to do that.



The Town Clerk is returning to work half days until he feels better? I feel he should stay away until he has made a full recovery or leave and sue the council. I certainly have not bullied him. He has certainly bullied me along with his friends.



The Council resolved by 6 votes for and 1 against (that was me) with 1 abstention that: ((That was Cllr Alan Walters) all the other chose to go along with the bullies)

At this meeting I was bullied and intimidated and forced to vote on a proposal to exclude me!



Our new Mayor Sharon Spencer said she was unhappy to be passing me this letter and said the Town Clerk was not happy with the action taken then maybe he should stop lying and name the real bullies I name one Former Councillor Mr Beech.

Following the extra Meeting of the Council on Wednesday 5th May 2010. I write to confirm the resolution of the council.



The Council resolved by 6 votes for and 1 against with 1 abstention that:



Cllr Brookes should refrain from any personal contact with the Town Clerk via electronic means, letter, telephone or personal visit to the office. In order to enable Cllr Brookes to undertake his councillor duties, all formal communication shall be made through the Assistant Clerk and by pr-arranged appointment only. These restrictions shall operate until further notice.



The Council, as the corporate body, is the employer of the Town Clerk alleging that you are bullying him. The Town Council considers that it should put in place restrictions on your access to him whilst the grievance is being investigated and adjudicated within the Council’s procedures. Such action should be seen as precautionary to protect all concerned during the normal course of the process.



You are to refrain from any personal contact with the Town Clerk, with immediate effect, until you are notified that the Council concludes after due process that there was no bullying or, if it is found that there has been bullying behaviour, the Council is reassured there will be no bullying in the future. The Town Council resolved that you should not therefore contact the Town Clerk directly by any electronic means, letter, telephone, or visit him in person.



It is important that you are precluded from carrying out your basic role as a councillor. The resolution does not preclude you from attending meetings of the Council, committees, working groups or bodies on which you represent the Council. However, at any of these meetings you should not put yourself in a position where you are alone with the Town Clerk.



Facilities have been made for you to obtain information and advice on Town Council matters so that you can continue to represent the electorate in your Ward. To this end all communications are to be via the Assistant Town Clerk who will arrange for the information you require to be provided.



As part of the process you were to be offered mediation in an attempt to help you to understand the effect the alleged bullying is having on the Town Clerk and to agree a mediator to help both sides through the process. This was explained to you by Councillor Woodcock on Saturday 1st May when you called at a councillor’s surgery. Unfortunately, you refused to agree to meet with the two councillors nominated to raise the issue with you. At the Town Council Meeting on Wednesday evening you agreed to undertake mediation as long as the mediator was from an independent body. eg. ACAS. Arrangements for mediation will be put in place and you will be notified in due course.

Brookes cutting a lonely figure on Saturday morning (17th April 2010) as he stood outside the Victoria Halls hoping some poor unsuspecting soul would speak to him during his surgery. Didn't even see his puppet master turn up to speak to him, how sad is that.





I don’t even think the Daily Sport would publish this. Mr Harrison is a bully like his friends and other former Cllr’s who think they are above reproach.



If you are considering using the services Mr Harrison offers on his website I would think twice. Do you really want to use the services of a bullying stalker?



Mr Harrison used to provide photographs of me to the Rutland Chat Forum to be used for similar activities. I am pleased to see this forum no longer host’s this type of activity.



To justify his stalking he recently claimed to be working for the Daily Mail after some extensive investigation I find this to be untrue. Of course if he and Cllr Dewis succeeded in goading me to the extent I broke the law it may be of interest to the local press. I will not lower myself to their level, so Mr Harrison I suggest your loitering outside the council office with your camera is wasted time.

Bandstand Oakham

I approached the bandstand this morning one of the Contractors was very rude towards me.




I asked the question what is going to happen to the wooden hoarding? whilst a worker told me it is going back to the yard the another was rude and suggest I go and buy some from B&Q £8 a Sheet.



I have the following Cllr's questions for the next meeting.



1. Why did the council pay £4000 for this hoarding rather than hire metal wire fencing that is commonly used on most building sites?



2. The contractor said the Town Council can keep the wood, can we keep some to place along the fence near the skate park so the skate park graffiti artists can use them with the young people this summer?



3. Why should the tax payer be expected to pay this sum of money only for the contractor to resell the perfectly good timber?

Oakham Town Council

Today I was told people are discussing my background. I was asked the question why did you not tell me you went to a special school. to be honest it was so long ago I did not feel the need to tell anyone part of my life that was hell. I have reported this to my chairman Sharon Spencer. Hertfordshire County Council sent me to Hailey Hall Hertford to protect me from my father. but whilst I was a pupil I was bullied by many other boys and staff. I am told if I went to a special school I should be excluded from being a Councillor. I don't think this is correct. If I am charged and convicted for displaying offensive images it may come out I was charged as a young man for petty theft. I am ashamed of this but I don't think this has any relevance to my life now so there is no need to dig.

This week I received a confidential letter from the Chief Executive of Rutland County Council, Helen Briggs at the end of the letter she asks me not to blog the content?

I was invited to attend a meeting with herself and a police representative and another senior member of Rutland County Council.

She was offering me support because she was concerned about the events of the last year.

I managed to bump into Helen Briggs in the street and requested two minutes of her time and she agreed.

I asked for a little more details she said she wanted to be sure I knew about all the services the council offered to assist me when it comes to homophobic, bullying and hate crimes.

I thanked Mrs Briggs for her time.

I returned home and deferred the decision to accept the appointment. I could not understand the need for a private meeting to discuss just that. I did not feel any genuine concern meeting her. Mrs Briggs was like meeting a stern frosty school teacher. It is no wonder members of the public complain so much. God forbid they give her a job in customer services. I feel Rutland County Council were, covering there backs just in case anything went drastically wrong.

This sadly reminded me of The Oakham Town Councillor who hung herself. Just over a year ago. A member of the public told me she was bullied.

There seems to be a lot of unanswered questions.

I have one big question. All last year I was told I was unkind to former Mayor Mrs Fillingham. I complained about the bullying by her friends that she condoned. I was told don’t be unkind she has cancer. It was even suggested my complaint had caused cancer! I found this very upsetting.

I and other members of the public were told when she appeared to be drunk on remembrance Sunday, staggered and knocked off MP Alan Duncan’s Wreath she was effected, by the medication for cancer treatment. I am guessing this is the same medication that caused her to get blind drunk at the Conservatives Ladies curry night later the same month. According to Mrs Fillingham’s own words ‘I was diagnosed with cancer in January 2010. I am sure it is 2010 this year?

A member of the public has told me Councillors are openly discussing, I am not carrying out my duties as a councillor should.

This is not true I often asked to help with simple tasks around the office like washing up the cups and Cllr Joyce Lucas refuse my offer she always uses the phrase its all in hand.

I asked to assist 3 times with the official opening of Royce Recreation Field this request has been ignored.

The ward walk was organised for a day I sign at the Job Centre. I was not consulted.

I find constant exclusion because I complained about a drunken bully a year ago.

As a town councillor you only have to attend meetings to rubber stamp items sent from Rutland County Council

I have assisted 3 residents of my ward who have requested help these matters related to Rutland County Council.

Oakham Town Council plays a very, very small role in the running of the town those councillor who say differently have one huge ego!

The ward I live in has not had any councillors for over 3 months now and anyone I speak to in my area had not noticed.

If the whole Council vanish I don’t think anyone would notice.

Lastly there is a Councillor showing the news paper article to people relating to my arrest for exposing the bullying I am subjected to.

I am not embarrassed by the arrest so you are wasting your time. At least I have not been arrested for sexual conduct with a dog as one of your family members was. Now that is embarrassing.. I know Lardboy found it embarrassing having to hear people calling his brother Dog W***

He was asked to organise the walk with me. He refuses to  work with me and if he had consulted with me he would have then found I visit leicester on the day he arranged to sign at the Job sent and complete Job Search at Job Links

At the AGM Cllr Sharon Spencer was elected to serve as a new Mayor and Chairman.

We both met privately last night and agreed to start afresh to try and sort the mess the Town Council is at the moment. Cllr Mark Woodcock was elected Deputy Mark is a very hard working family man and has always treated me fairly and with respect. I am looking forward to working with them both.

It was a very special moment for Sharon and her mother Mrs Spencer. Sharon recalled her father was a former deputy and he had always hoped to serve the town as the Mayor/chairman. Sadly ill health prevented this. I am sure he would have been very proud of Sharon.

As normal the meeting was tarnished by the bullies Cllr Charles Haworth and especially Cllr Alf Dewis who constantly goads me.

He found it amusing to ask a member of the public to prop open a fire door with a fire extinguisher. Only to say I was joking. Mr Dewis who is a employment consultant for Rutland County Council finds the Health and Safety of Oakham Town Council funny? The Fire and Health and Safety at Work act is No joke Mr Dewis!

At the end of the meeting Mr Dewis succeeded in provoking a angry reaction from me.

He quietly stated letters I photo copied earlier in the day to leave with the Assistant Clerk was an act of theft.

The Police officer present asked us both to behave because he would rather be assisting a fellow officer who was involved in a fight along Cold Overton Road.

Mr Dewis has a history of bullying he of course bullied a sick member of staff at Rutland County Council and was forced to resign after the Council lost a lot of money which was awarded by the tribunal to the former member of staff. This meeting could be a very useful tool for members of the public to put there views on town issues to the Council.

Sadly the meeting started with an attempt to personally attack me by former Cllr Mr Beech and others.

One other member of the public managed to raise a very valid concern about the taxi rank in the town.

By the end of the meeting Mr Beech’s manner and his conduct towards another member of the public had become totally unacceptable and he was ejected at my request by the police.

The Mayor/Chairman was absent, Cllr Jan Fillingham sent a report this was distributed.

She reported she was diagnosed with cancer in January 2010, I found this confusing I had been told this was diagnosed last year and my complaints against her was the cause.

She then goes on to express personally the end of her tenure had not been a good experience, although it has been a pleasure to serve this community.

Cllr Fillingham states one of the most enjoyable events of the year was when the Town Council, assisted by RCC, gave Freedom of Entry to Oakham to RAF Cottesmore. It reinforced the community worked together, they will be sadly missed!
RAF Cottesmore is set to close.

She also enjoyed the Christmas Shopping evening organised by our Town Manager Linda Todd ably assisted by her events team and by no means least Richard White, Oakham Town Clerk.

I guess they can afford the over priced market many can't......

She recalls the many achievements of the year.



When she finally officially, opened the New Public toilets, I remember hearing the first flush on Rutland Radio a very proud moment for Oakham, we even received a mention on the breakfast show on Gaydar Radio (Gaydar Radio for those who don’t know is a very popular station broadcasting from London on SKY DAB and around the world on-line.) Oakham Town Council has also paid to enter this years ‘Loo of the Year’

She then mentions new lighting in Chapel Close; this was installed after an Oakham School pupil was attacked in the dark of the night.

Oakham acquired three new bus shelters with some help from RCC Highways and she hopes a further two will be forthcoming in 2010





The Town Council was short listed for some ‘Play builder funding’ for older children which enabled us to install some new equipment in Royces.

I thanked the Town Council for this Royce Recreation Field is in the ward myself, Cllr Lucas and Cllr Haworth serve.

Oakham in Bloom won a British Gold Award Certificate.

She then mentions the repair of the Bandstand in Cutts Close and hopes it will be finished soon.

£30,000 of tax payer’s money wasted in my view!

She then moves onto to attack Rutland County Council referring to the biggest carbuncle in the middle of our tow’s conservation area. She states ‘They appear to be going out to consultation but this is just lip service for the necessary government requirement. Tesco will destroy our High Street.

I believe some traders do that for themselves over priced goods I was looking at socks in one of only a few place that sell them, £27 a pair!

You would never guess she lives next to Tesco and has never shopped in the store and find the Co-op wines and spirits department extremely good value.

She then goes on to state she believes our town has held up pretty well during this on going recession.

This is not what the good traders of Oakham tell me weather it’s a struggling coffee shop or book shop and the two shops closing down in Mill Street.

She says visitors don’t come to Oakham!

Of course they don’t but I am often asked by visitor for directions to a proper supermarket.

She then expresses an interest to know what Rutland County Council will be getting out of this.

I am sure this go a long way to improve relationships between the County and Parish Council. A member recently reported this had improved. I am not sure if that is true I clearly remember a now ex Cllr stating Rutland County Council are bullies. I think it is the other way around.

The only thing I agree with our former Mayors Statement is ‘Trees are cut down Willy Nilly!

It is very sad people feel they have to chop so many down. Our own tree warden wrongly stated you can’t prune magnolia trees so the council passed another death sentence on another tree.

I publicly state I am pleased Cllr Fillingham is no longer the Towns Mayor and She is no longer our Chairman often I am told in private her drunken behaviour is an embarrassment. But I should keep quiet and not mention the problem. I wish her a speedy recovery. I am not a bully and detest her for condoning the bullying I have been subjected to over the past year. I shall never forget her words ‘You deserve all you get Martin!’

Sadly I can not hold my planned daily surgeries, Cllr Alf Dewis proposed at last nights council meeting I can not hold my surgeries in the Council Chamber because it would effect the work in the Council Office.

Cllr Alf Dewis who is a bigoted homophobic bully showed another example of his attempt to interfere with my work as and councillor. Despite being all Cllrs being asked not to visit the assistant clerk. I notice Cllrs in with her this morning. This show me this was just another way of excluding me.

Disgusting they have stopped an improvement. Last night I invited an older resident to attend the meeting to speak to councillors about her issues and she said it was to late for her to be out.

Shame on you Mr Dewis and those who support him!

Oakham Town Council Town Meeting and AGM and Tesco

Tonight's AGM was advertised just in time, so I won't be seeking for the meeting to be adjourned.

The press published incorrect details.

The 6pm Meeting is The Annual Town Meeting. this is held in Victoria Hall.

This year the police have been invited and will be attending.

At this meeting the Mayor will read a report and questions can be asked by member of the public.
Cllrs are not obliged to attend. (I am told the Mayor will not be attending and the meeting will be chaired by the current deputy.)

I will be attending this meeting as a member of the public.

The meeting is Followed by the Oakham Town Council AGM.

At this meeting Councillors will elect a new Chairman and Mayor, they will also elect a new Deputy Chairman and Deputy Mayor.

Other appointments will be made.

This morning I served   Oakham Town Council with a Notice.

I approached Cllr  Joyce Lucas and for advice relating to the election.

Cllr Joyce Lucas said I can not nominate and Cllr Sharon Spencer will become Chairman and Mayor because that is normal here.

Cllr Joyce Lucas breached standing orders 56(a) and 56(b) and therefore Cllr Sharon Spencer is disqualified as a candidate.

This Saturday All Councillors will be available for a special surgery to seek the public views and opinions relating to the Tesco Expansion.

So please call into the Chamber  Saturday between 10.00am and 2.00pm

This is not a meeting for Cllrs to express their personal view it is purely to here yours.

The more constructive the better.

We have already received a number of comments in the box. We need more input Tesco get out of town is not very helpful.

Oakham Town Council has been granted an extension so we can accommodate this public consultation.

As you are aware I attend council meetings at RCC and have a coffee and this is most welcome and at one point you invited me to help myself.

Mr Begy has objected to this and demanded I let him know what Cllr gave me permission. I can not remember the name of the first, but I did remember yours.

I am sorry if this gets you into trouble with the boss.

I would like to say it surprises me the leader invloves himself with such petty issues.

Maybe he should help more with the far greater and more serious issues relating to Oakham Town Council.

Rutland County Council AGM

The Fourteenth Annual and One hundred and Seventy Eighth Meeting of the Council held in the chamber at Catmose, Oakham on Monday 10 May 2010.

Also present Cllr Alf Dewis and Cllr Joyce Lucas. No press

The meeting commenced at 7.00pm

Before this there was a slight disturbance Cllr Joyce Lucas had to be asked to sit in the public seating by the Chief Executive, Despite Cllr Dewis be aware of this request he proceeded to walk across the chamber to speak to staff on the far side of the chamber. I am guessing as he was forced out of his job at Rutland County Council he misses the direct contact with those staff members or was he checking he was still going to me paid his very high consultancy fees.

When Cllr Alf Dewis arrived he approached me and goaded me about my recent arrest, I believe he was bullying and trying very hard to provoke a reaction from me. I asked him to go away and he returned a spoke directly into my face and stated the Cllr I have been whispering to is Cllr Heather Wells. I told him I was not interested and politely asked him to leave me alone once more. I did not need to know who Heather Wells was everyone knows she is the Cllr who has destroyed the education system here in Rutland.

Cllr Alf Dewis seems to find the situation Oakham Town Council finds itself amusing or at least his sarcastic comments directed at me. He seems to think because he has contacts at Rutland County Council he can freely behave in a bullying and homophobic bigoted manner towards me. During the meeting I served Cllr Alf Dewis with a notice I hope will reduced his harassment. I have asked him not to approach me or speak to me outside the Chamber of Oakham Town Council if he does I will seek an injunction against him through the courts to stop his harassment. Cllr Dewis found this letter amusing I suggest he takes notice or he may also find himself arrested.

Various elections were held and not many changes resulted from this.

The Chairman of Rutland County Council remains the same Mr Baines

The Vice Chairman of the Council remains the same Mr Bool although this was challenged by the nomination of Mr Ind.

The Leader of Rutland County Council remained the same Mr Begy

There was also no change of the members to the cabinet this was a surprise to me when you consider one member had 16 complaints raised at Standards last year. One other received a complaint and during his interview given to Standards for England it appears he was so drunk at the time. He could not remember the time or day of the incident.

This angers me because it appears councillors can do as they please and use the get out clause all I did was in private capacity they repeatedly use this excuse. So it is not surprising Councillors are loosing all public respect. For the record before anyone says anything at this meeting. Yes I was arrested for showing some off the bullying I am subjected to, I have not been charged and I do not believe I have committed an offence.

Also for many months I and others protested to press because they would not publish the Standards judgment against Mr Begy. Interestingly my arrest was published the very next day and was updated yesterday online. The press continue to exaggerate the facts. The notice board was not filled with pornographic images.

At the point of the meeting councillors were appointed to outside bodies a Cllr stood to remind people they are accountable to the electorate and it appeared some Councillors were not doing anything.

I was surprised to see the Councillor who assisted with the setting up of Uppingham Town Partnership was not elected as an appointed member.

Oakham Town Council has not published notice or agenda for the public in accordance with the local government act.

The public need to see agenda to decided if the need to make any public deputations.

I will be seeking the adjournment of this meeting. So the correct legal notice and agenda are appropriately posted for the public.



In accordance with Standing Order 73 Members of the Electorate shall be entitled to address Councillors on any issue in the Agenda for that meeting.

On the 5th May 2010 the right was refused.

I tried to reinstate the Electorates right but this was ignored.

This clearly shows the Town Council is undemocratic and all those Councillors present who supported the Chairman should resign it was a disgrace for democracy.

At Councillor Question the Council said the Chairman/Mayor is given £2500 to do as they please each year.

Police were called to Victoria Hall Oakham on Sunday around 1.00pm




Cllr Martin Brookes was abused by Mr Tolkien from Uppingham.

Cllr Martin Brookes accepted Mr Tolkien’s apology. Before the police arrived

Mr Tolkien admitted his guilt to Leicestershire Police officer, Cllr Martin Brookes agreed to the police giving Mr Tolkien a caution for a section 5 public order offence.

Mr Tolkien explained he was stressed. Cllr Brookes said stressed or not Mr Tolkien’s behaviour was totally unacceptable and should not be tolerated. He whole heartedly agrees with Rutland Police Commander Inspector Johnny Monk’s “We have laws to be preserved.” His recent press comment.

Martin Brookes was arrested yesterday. Why?



He'd put three documents in a Council noticeboard outside Victoria Hall. These were:



1. a piece of hate mail offering whomever assaulted Martin £25.00 for doing so.



2. another piece of hate mail saying Martin was 'Unwanted.'



3. Two offensive pictures of bare men's rear ends - in raw graphic detail - one

with a carrot stuck up it. This was published using my identity and purporting

to be me. It was not. I asked the police to furnish me with the IP Address,

they presumably deemed the offensive material sufficiently inoffensive not to

investigate.



We had both complained to the police separately about these documents which we had not published ourselves. I felt the photographs were offensive but there was nothing I could do, bar ask for information of the Council under the Freedom of Information Act to try to get to the bottom of who had published these photographs in my name. I asked for the IP address of the person who posted this offensive material and was told that the material was not sufficiently offensive to pursue the complaint.



Illogically, having failed to investigate or prosecute the police arrested Martin yesterday for placing the very same information they had refused to act on in a Council noticeboard, saying the material was now offensive.



Go figure.



Martin was taken to Keyham police station, fingerprinted, his DNA taken and bailed to appear on 3 June 2010.



Sorry folks you can't say the material is inoffensive and refuse to investigate who the perpetrators are and then say it is offensive and arrest Martin for putting the very same material in a Council noticeboard.



I think that's called having your cake and eating it.





This is what has been reported online in the Rutland and Stamford Mercury. I sincerely hope that they are able to publish an pology next week. I trust the police will also issue an apology:

A MAN has been bailed by police after he was arrested in Oakham on suspicion of causing criminal damage and displaying offensive images in a public place.



Police were notified that the lock on the noticeboard outside the town hall in High Street had been broken and pornographic images had been placed inside yesterday.



A man was arrested at the scene.



Rutland police commander Johnny Monks said: "It's not nice if people use a public noticeboard to display offensive picture and I won't tolerate it.



"We have laws to be preserved."

FACTS



1. I reported the so called offensive material personally to Johnny Monks - he was not so outraged as to pursue my complaint. It was posted in my name by someone purporting to be me. The so called offensive material was tolerated by Inspector Monks when it was online and sent to Martin Brookes. Why the double standards?



2. So far as I know no criminal damage was caused to the public noticeboard. The man was a local Councillor fed up with the bullying and victimisation he has faced at the hands of Council members. He regularly posts Council notices in the noticeboard in the same way he posted this so called offensive material.



Yes I found the material offensive but the police clearly did not until yesterday. I had delivered the material to the police twice and received no further communication from them nor any assurance that my complaint would be given serious consideration. I then let Council members have a copy so as to give them some evidence of why I was asking for all references to me on Council computers.



This is an outrageous dissemination of half truths on behalf of both the police and their press mouthpiece, whom I suspect is that troublemaker and bored housewife – could it be Cllr J L?

1. What is the Chairman’s fund?

2. At the last council meeting, I asked the following:
How much is the Town Clerk Paid?
How much is the Assistant Clerk Paid?
The council refused to answer these questions. I was told you would answer my questions later that week you have not why?

3. At the part of the meeting you illegally excluded the public you asked me to

4. Why does Oakham Town Council not accept I am elected member and give me all the information required to make decisions?

5. Will Councillor Charles Haworth Apologise and retract his suggestion I am a bully and that the Assistant Clerk needs protecting from me?

6. After Councillor Charles Haworth suggested, I was bullying the assistant clerk. I made a comment expressing my concern, at how Councillor Charles Haworth was conducting himself, his constant smirking; I referred to him as a nasty man. Cllr Alf Dewis proposed I was removed from the meeting. Why did Councillor Alf Dewis not propose the removal of Councillor Charles Howarth? Silly me I forgot Charles is one of the few supporters Alf has when it comes to the bullying and intimidation I have to endure at Oakham Town Council meetings.

7. Can Councillor Alf Dewis explain why he is interfering with the democratic process? By suggest in his proposal I should be banned from entering the council office, banned from communicating with the Town Clerk and the Assistant Clerk. This proposal was illegal and would have interfered with my ability to serve the people of Oakham.

8. At the last Council meeting it was passed I am banned from communicating with the Town Clerk and need to make an appointment to see the assistant clerk. I refuse to make an appointment as a Councillor I need to see documents and conduct other council business as and when required. This is just further exclusion of an elected Councillor and interference in democracy. What is the Council going to do when I turn up with out an appointment with a member of the public to assist them with any questions they may have?

9. Last week I posted on the Council notice board examples of bulling I have suffered over the past year. I have been subjected to various forms of bully including assault in the street by Mr Baker a friend of our Mayors.

If what I posted on the notice board was considered offensive why did Councillor Joyce Lucas stand in the street directing the public to look at copies of the small photographs I had been sent? She repeatedly called out “Look, Look at what the Councillor has done.


10. On my Flickr photographic site last year, I posted a photograph of a Rutland Times interview given by our then newly elected Mayor.

During this interview the Mayor said people should drink responsibly and not be drunk in public or consume alcohol in the street or parks at anytime.

I posted this a short time after this was published along with another photograph this showed the Mayor and other Councillors hosting an event in the park surrounded by empty wine bottles and beer cans..

Why did the Mayor then report me to the police for bulling her?

All I was doing was exposing the Mayor as a hypocrite not bullying her!

11. I spoke to the Mayor in The Horn Blower public house, I explained to the Mayor the huge problem I have with the bullying conducted by her friends and some former Councillors and some present. She said I deserve all I get.

Can the Mayor explain why?

12. Can Oakham Town Council explain why they have never taken any action to stop some former Councillors like Mr Beech from bullying and intimidating me at council meetings, when I have clearly requested he is stopped?

13. Why did Oakham town Council not eject Mr Beech from a past council

Meeting as a former councillor he would have known this was not acceptable

20. Why has the un cashed signed cheque not been destroyed?

public money? Cheques signed should not be left in the office for weeks

cancelled? The town Clerk off sick would not be a good enough answer

22. Why is it acceptable for our Mayor to be seen out in the streets of Oakham so
She has to be supported by a member of the public? One example of this was the Charity Curry Dinner organised by The Ladies Conservative Group.

23. Why is acceptable for our Mayor to condemn bad and illegal parking in Oakham.? Only to be found a few days later parking her own 4x4 on the pedestrian pavement facing on coming traffic.

24. When I published the photograph of The Mayors car illegally parked why did
Councillor Charles Haworth find this amusing?
24. Why is it acceptable for the Mayors son to park in the Church Yard and when
Leaving drive his large BMW over the grave stones contributing to their damage? This was witness by myself and members of the churches fabric committee.

25. Will the Mayor contribute towards the thousands of pounds the Town Council is expected to pay to repair the church yard because her church can’t afford

I understand Mr Dewis has many friends at Rutland County Council so I am not expecting the Standards committee to deal with this correctly. I witness Mr Dewis whispering in the ears of a number of councillors and staff after I made my last complaint and to my surprise when I attended the next standards committee those people were sitting at the table.

One year ago Oakham Town Council was considering appointing Cllr Mr J Fillingham as our Town Chairman and Mayor.

I wrote to Oakham Town Council twice to express my concerns.

A member of the public was receiving unwanted late night drunken phone calls from Mrs Fillingham. The member the public is a OAP and for her safety she did not want to unplug her phone. So I purchased her a caller display unit. This lady no longer speaks to me because our Mayor visited her and told her to shut up.

The Town Clerk binned my letters, So I published this information online, once the council elected her as chairman and mayor.

Then the council contacted me and agreed to a special meeting to address my concerns, but did not invite me.

The council decided the mayor had no case to answer.

I then saw the Mayor gave an interview to the Rutland Times stating the Public must not drink in the parks and streets.

I then photographed the mayor and other councillors drinking in the park wine and cans of beer.

This is when the bully and harassment started.

I often reported matters to the local police they took no action.

The local Police sided with the Mayor because she reported me saying I was a bully.

I was asked to leave many local events by the police often quoting breach of the peace.

I was frog marched out of the county show just for being there!

I approached our Mayor in a public house to talk about a councillor who had provided offensive images of me to a local chat forum. The mayor told me I deserved all I got.

Some time later a man claiming to be her friend assaulted me in the High Street. I assume because Mr Baker a former Catmose College teacher who is fondly remembered by former pupils on and face book group as a bully and also a friend of the Mayor, was given the privilege of being interviewed in the comfort of his own home. Then no action was taken.

The investigating officer PC Roberts would not let me mention the word homophobic in my statement because it takes things to another level. I complained to Leicestershire police and they have ignored my complaint.

Leicestershire police have never dealt with any of my complaints correctly.
They have covered up for their friends.

I was subject to hate by users of the Rutland Chat Forum. I traced one of the members Mr Beech a former Mayor and Councillor when I published his name and IP address he went to the police and asked them to arrest me. He was directed to The Data Protection Commission. Who have told me I have not committed a offence.

A Community Street Warden from Melton Doris Cook was also involved and her employer Melton Borough Council have failed to comply with their customer charter.

I took many letters and photographs I have received over the year to Leicestershire police and they have not acted.

Two of the images received were shown to inspector Monks and PC Hibbert and no action was taken.

But when I showed these same images to the public to show the extent of the bullying I am subjected to the images are suddenly deemed offensive and I am arrested and put in a cell.

I am pleased the good decent people of Oakham have sent me kind messages of support and one even gave me a photograph of our Mayor drunk being supported as she left a Curry Dinner with a group of Conservative Ladies in Oakham on the Evening of the 25th November 2009. to preserve the mayors dignity I have chosen not to publish this photo at this stage.

The Clerk has accused me of bullying him this is not true. He has been bullied by the likes of Mr Beech and subjected me to bullying.

I have been subjected to Homophobia and Bullying and intimidation by some councillors and some former councillors since I was elected just over two months ago

Oakham's Political Prisoner




This morning I posted a poster showing the bullying I am subjected to, in the notice board outside Oakham Council Office.

The Town Council objected to two very small images, examples of photographs sent to me over the last year.
I had taken these images to Oakham police station sometime beforehand and made a complaint to PC Hibbert who told me no law had been broken by the person who had sent them to me. along with threatening messages and posters and not forgetting the funeral plans that have been posted by hand through my door.

So I thought it was OK to display these photographs as a small example.

The photographs showed a males bottom with a carrot up it.

The police agreed with the council these images could cause offence.

If these images were likely to offend I can't understand why Cllr Joyce Lucas was pointing them out to the passing public, "stating look look what the Cllr has done"

I was arrested and walked to the police car got in and then asked to leave the car to be searched. The officer was charming.

Leicestershire police failed to give me one of my rights. I ask them to contact the forces hate crime officer to see if he could attend the interview and this was not arranged.

I was interview and bailed after spend a long time at Keyham Lane Police Station.

Rutland and Leicester Police have never taken my complaints seriously.

Oakham Town Council also thinks laws don't apply to them last night meeting they excluded the public without quoting or publishing the correct act.

Rutland County Council is also failing to keep the Parish Council in order.

If anyone directed to my poster by Cllr Joyce Lucas was offended I would like to say I am sorry, It was not my intention to cause offence, just to highlight my plight.

The Assistant Town Clerk said it did not portray a good image for Oakham. My answer to that is it is a minority of people who reside in Oakham who feel they can treat me in the disgusting manner. It also became very clear today how friendly some of Oakham police are with some of the former Councillors.

Oakham Town Council meeting 2010 Victoria Hall 7pm on Wednesday May 5th 2010

At the above meeting Councillors voted to exclude me from contacting the Town Clerk. They also excluded me from visiting the council offices without a prior appointment. They also agreed to set up a new email account so the town clerk does not have to read my email this vote discriminates against me and interferes with my ability to carry out my duties as a councillor. I believe this illegal? Please advise.

At the same meeting the Town Council voted to excluded public and press without publishing any act on the legal notices posted. They ignored my requests to look into this before the meeting and at the meeting the vote went ahead and the public was removed the police were called to remove one who took the same view as me.

I was soon to find out why Cllr Alf Dewis made an illegal proposal to ban me from visiting the council office and contacting the Clerk and his assistant. As you know a councillor is not qualified to make any decision or act on there own and we have to speak to the Town Clerk to seek advice before we carry out any duty. Even though in the case of Oakham Town Council our Clerk is not qualified in law. Personally if a person is paid £30,000 + a year and can’t work with me then they should resign.

As to date I have not been provided with a copy of the town clerks complaint. I am told he is saying I am a bully and bully him. I was not given the opportunity to be represented at this meeting or seek advice. The agenda sent out did not state the content of the meeting. I was bullied last night and request last nights meeting is fully investigated by the standards committee

20 Councillors questions were in my view poorly answered.

The Council refused to tell me how much the Town Clerk is paid. Later in the meeting it was agreed I will be told in writing this week how much the Town Clerk and the Assistant Clerk are paid. If any member of public wishes to know these details please use the freedom of information act.

The Council seems to think as long as a councillor apologises for absence they can be absent for ever.

The Council voted to remove the public and press from the meeting. The local government act was not posted on legal notices or added at the meeting. For this reason Ms Pender a member of the public refused to leave. The meeting was adjourned and the police called we waited and waited. A police officer eventually arrived Ms Pender chatted or chatted up the officer, it was all a bit confusing it appeared she was inviting him for a drink at the end of his shift. I believe the good looking officer declined her offer..

They both departed together and the meeting continued. During the meeting Cllr Alf Dewis continued his act of bulling against me by proposing I was banned from the council office and was not to communicate in anyway with the Town Clerk or his assistant. I questioned the need to include the assistant clerk and Cllr Charles Haworth suggested I could bully her in the future although I had not to date.

Fortunately most councillors saw sense and the motion, was not passed.

Cllr Sharon Spencer proposed a surprising compromise. I am now only allowed to speak to the Assistant Clerk by appointment only. I do not think this is legal? It also interferes with me carrying out my duties as a Councillor.

The Town Clerk has made a very serious allegation He has said I am bullying him.

The Town Council have a written complaint from the Town Clerk. I have not seen this. If the town Clerk named the real bullies like former Cllr Paul Beech, I would support his claim. The Town Clerk often told me Mr Beech and his mob was asking him to remove me. Mr Beech is a Bully I have experienced this many times. He often address’s me as Brookes in a very unfriendly manner. Attends council meetings and intimidates me. When I complained the Town Council they took no action. The last time Mr Beech insulted members by handing out free ties to members of the council. Mr Beech also finds times hard and now works for Tesco and bites the hands that feed him he often writes to the Town Council because of his involvement with the Town Partnership suggesting Tesco is responsible for retail decline here in Oakham and and very recently wrote and suggested the expansion of Tesco would do the same.

I take the claim I am bully very personally and it is totally untrue!

Asking the Town Clerk questions is not bullying.

I will not be making appointments to visit the assistant clerk I apologise to the people I serve if this effects my work as your councillor. No other Councillor or member of the public needs to make an appointment. This clearly discriminates against me.

During the meeting Cllr Charles Haworth kept smirking as he made comments, I referred to him as a nasty person. At this point Cllr Alf Dewis proposed I be removed from the meeting and I suggested he called the police they seem to come when he asks, but not when I was threatened by former Cllr Kelly. I said sorry to Cllr Charles Haworth it’s an easy word to use.

At the meeting I agreed to real independent mediation, if this would help the town clerk and of course save the council money if the Town Clerk decided to go to tribunal. I left the meeting feeling bullied and confused, I don’t think this is never going to get any better. Maybe the town clerk and I could get together and put in joint claim against the Town Council?.

The confusion comes from the actions of one Cllr who at the beginning of the meeting objected to me using their first name, this had never been a problem before, then at end of the meeting come up to me shake my hand and kiss my cheek. I don’t object to this action but please could we have some continuity.

At the end of the meeting Ms Pender returned to the chamber and handed out letters to all councillors accept to Bigot Alf and Charles who voted to further exclude me from Oakham Town council.

The letter was double sided one side highlighted some of the bullying I have been subjected to over the past year. I was shocked to see some of the pornographic images once more. It reminded me this information has all been passed to Oakham police but they have chosen to take NO action,

Even Leicestershire’s Hate Crimes Officer appears to have been silenced!

I forgot to mention this was also Cllr Alan Walters first meeting I am sure it will be one he will remember.

The biggest joke of the evening is Oakham Town Council appears to being taking employment advice from Cllr Alf Dewis.

Cllr Alf Dewis used to be employed along with another person by Rutland County Council and both were forced to resign after a former employee won a tribunal action against Rutland County Council. Rutland County Council has now employed the services of Cllr Alf Dewis via his own consultancy company.

I will be sitting with the public I serve at the 6pm meeting.

I can not sit alongside the Town Mayor, Cllr Jan Fillingham MBE.

Cllr Jan Fillingham MBE in her ‘private capacity’ (this is what she told standards even though she accepted I address her as Mayor) at the Horn Blower Public condoned bullying by saying “I deserve everything I get” when I spoke to her about the bullying I have been subjected to.

Cllr Mrs Jan Fillingham believes she and her family are above reproach.

Cllr Jan Fillingham stated in the press adults and young people should remember drinking anywhere in the Towns and Parks of Oakham is banned and then sat with other members in full view of the public and consumed wine and beer. When I published this, Cllr Jan Fillingham abused her position and reported m to the police and said I was bullying her. Cllr Fillingham and her son both park their cars how they please. Her son has contributed to the disgusting damage to graves at All Saint’s Church Oakham.

Forgive me for being cynical, since I was elected Cllr Fillingham has been to ill to attend any meetings, although she has been mentally capable of conducting council work over the phone. Only Monday I was told she was seriously ill. I am pleased to hear Cllr Fillingham has seemingly received a miracle cure, is this due to a member of the public counting down to her seat becoming vacant?

I will be attending the 7pm AGM to be held after the Town Meeting in the council chamber.

Tonights Oakham Town Council meeting

Tonight I am wearing A&F combat trouser to the meeting. Council meetings lately seem to encourage this form of protective uniform. the trousers are exclusive to the New York branch.

Specially worn for the former councillor who has a fond love of the military and boys in uniform.
I do hope he approves.

Meeting is at 7pm Victoria Hall.

Today I visited the library and the nice lady at the desk wave many sheet off paper at me.

Yes a person had printed off many pages of my blog and not collected and paid for the printing.

At 25p a sheet who would? the total bill is around a third of my weekly food budget

If its yours go back and collect it, please maybe if more people paid we could afford to print in Rutland

5p a sheet at Stamford Library.
