Oakham Deputy Mayor Sally Anne Wadsworth was hoping to be appointed and has expressed her disappointment, she only received three votes.

I did tell her if your going to support Adam Lowe that would happen it is a great shame, although I wish Zoë  a good year.

Many Oakham Town Councillors don't understand the role of Mayor or Chairman they feel it gives them power to run the council it does not, the rules state they only control meetings and help prepare the agendas meetings with the clerk and sign documents on behalf of the council and represent members at invited civic events, I hope Zoë remembers decisions are made by the full council and not just her.

The event is still open this afternoon. I know your meant to look out for things behind people
when taking their photographs the castle has so many of these horse shoes and I think the crown
suits him. Although I think a Jesters hat would be more suitable for this jolly councillor.

I joked with Mr Duncan regarding his purchase of he rug/blanket, was it to help reduce his domestic
fuel bills?

I suggested MP's should be paid a wage instead of allowance and expenses he agreed. "claiming expenses is demeaning"

I pointed out the Chief Executive of Rutland County Council seemed to be happy with her very large salary not needing to claim for her electricity and gas.

Cllr Lowe like many of our local councillors is clearly suffering from delusions or mental illness.

Since Adam had to resign from Leicestershire Police as special constable for harassing me from
his place of work at Travis Perkins. I have worked considerably  hard to tolerate him and up to this week
all has been reasonably fine.

For some reason he won't as chairman of the town council issue a statement, a statement you would expect from an organisation distancing itself from Homophobic Hates Crimes conducted by current and past councillors of his council.

I now realise why, because as a local Tory he actual supports the conduct he and his mates have subjected my friends and myself to since 2009.

It is disgraceful!

He refuses to accept the Judges verdict and refuses to accept the judges comments
relating to the most disgusting of the councillors, Cllr Haworth.

My solicitor offered to put him right about his opinion that my case was not proven.

He has since text me the following:

"Martin I will not speak with ur hired gun thanks very much. Still nit (not) proved. 11.21 14 Nov



This man is unfit to be our Mayor or my ward Councillor.

I spotted some offensive graffiti not of the artistic variety in Cutts Close about an hour ago.

I telephoned my ward councillor Mayor Adam Lowe.

One hour later I received a message the Mayor with paint brush and pot in hand, had repainted the wall.

I cant imagine any other past Mayor doing that.

I remember offering to clean something when I was a town Councillor and the Mayor quoting health and safety and rejecting my offer.

I think other councillors should start embracing the changes Adam is introducing....

A message, oakham mayor, adam lowe, skatepark?

As my first month draws to a close since I became chairman of oakham town council and mayor of oakham I wanted to share what has been an eventful month.
My plans to raise the profile of rutland reminders have begun with a tea dance being planned for early July.
Rutland reminders is a group of local volunteers formed in 2010 to offer therapy through singing for people with dementia.

I said I wanted to deal with 3 issues the first issue was to rebuild our skatepark it was damaged and unusable when the contractor was on site most recently I had an opportunity to see the full extent of the damage to the sub frame.

Fortunately he was able to carry out a essential repairs and attach new skate light sheets so that once again we have a fully functioning and I might add a well used state park.


I would like very much to look beyond these repairs and I am asking for feedback what do as skate borders want?

We shall try and deliver if we do not know though we are totally in the dark.

So my first month as your representative I attended the civic parade in stamford an opportunity to meet many have a new mayors.

The presentation by the army engagement group at saint georges barracks was very informative and with an increased military presence in rutland the integration and working in partnerships can only make rutland a better place to live and work.

On the subject of the military I also met several ex servicemen and women at the launch of the rutland community spirit social club mostly men on mondays, an orgnaization I am happy to support not least because I do some volunteer work with rutland community spirit.

Another highlight of the month has to be the crowning of the may king and queen at catmose primary, a fantastic school with talented children.

As the month drew to a close I was invited to open the garden of ############# in Lonsdale Way and visit the gardens of mr and mrs merchant and mr and mrs wolloff - three fan tastic gardens open to the public over the bank holiday weekend in aid of the Rutland and melton cancer support group.

My mum was topped off with my attendance at the high sheriff of rutlands garden party, an opportunity to build relationships and discuss what 2013 holds in store.

1 of these discussion points was another of my objectives. Oakham town council has twelve seats with 3 vacancies and to that end my desire to fill them is where you come in.

1 might believe my month is pretty full and that having a full time job makes it impossible to be a councillor.
That is not the case and now with the vacancies being notified on all of the three vacant seats this is the time to throw your hat in the ring.

3 years ago I joined the council thinking it was just planning meetings and christmas lights ( these are on the June 12th Agenda (PDF, 79 Kb) by the way).

Here I am 3 years mater having gone through 1 election meeting and working with great people who like me have one objective serving the people of oakham being part of the solution not part of the problem is another way of saying it.

To put it simply if you have good ideas and want to try and make a difference why not channel them through oakham town council, there are only 3 seats and honestly I'm no oakham have a lot more than 3 candidates who could fill them.

1 month down what does tomorrow hold honestly I can't wait to find out.

Oakham Town Council currently has three vacant seats. These are in the Oakham North East, Oakham North West and Oakham South East Wards.
These vacancies have been advertised today (23rd May 2013) in the Town Council noticeboards outside Rutland County Library, on Gaol Street and outside the Victoria Hall.
10 electors from each of the wards may call for an election in their respective ward.
If no election is called then the Town Council can fill the vacancies by co-option.

It has been pointed out to me today, that when I first published this photograph ,  I had forgot to mention

Cllr Dewis spent £342,54 advertising his Christmas Carol Concert in The Rutland Times.

The concert is mainly attended by the respectable invited elite, who enjoy a concert, within the
ears of the rector its called a service.

Afterwards they enjoy the usual free bottle of wine and mince pie and contribute about £50 to
a charity if they are lucky to get that much.

He chose to release a statement to a local criminal blogger who the police say are attempting
to trace in a hope they are also responsible for other crimes.

Message to a Nobody


Laughing Stocks received today the following message which, having checked its authenticity, we have agreed to post since the Nobody in question in it doesn't allow a right of reply on his 'blog'





Dear Oakham Laughing Stocks,



Through your blog pages could you post that I agree with Martin Brookes that I was never a Royal Marine please. This is the only time he has ever said something that is remotely true about me.  

What I would like to say though is that I successfully completed the army commando course in April of 1966 and completed the parachute course in 1967.  My parent regiment was, and still is, 29 Commando Regiment RA.  All those that doubt this should check my cap badge and not just the colour of my beret. 

I have two decorations that I wear on my left breast, that of the GSM 1962 for South Arabia and the bar is for Dhofar in 1973/4.  The other two medals on that side are from the Sultan of Oman's Armed Forces (SOAF).  I wear all of these decorations quite legitimately.  I completed my 9 year engagement on the 12th October 1974 and left with an 'Exemplary' record.

I claimed, quite rightly, my grandfather’s medals with the permission of my mother and all the relevant immediate family, some 18 years ago.  I have worn them with pride ever since on every occasion I can.  28386 Cpl JC Carr (RGA) served throughout WW1 and was wounded in 1914.  He did not serve in three campaigns, as was stated on Martin Brookes's Blog, but in one only, The First World War.

If there are those that doubt the authenticity of this little nugget of truth then can I suggest that you visit me at my home and we will discuss the matter in depth.  Preferably after dark.

That means he is in the slurry...

at the last meeting of 2012 at Oakham Town Council the Mayor during discussions about their
own budget for 2013 - 2014 said Rutland County council  "in a pickle with their finances"

It surprise me a man who has his head so far up the Chief Executives Rear End keeps saying such things
in public.

We all know how upset she and the Tory Mob and supporters are with him, after his council voted against
Sainsburys.Rutland County Council desperately need Tresham to sell the college site to some one so they can get their hands on the cash they will be due from the sale and  its not a gift as described by the Rutland Times which I guess prompted  Waitrose to pull out?

Oakham Town Council can not set their  budget for fear of capping and the new council tax changes that will
come into effect next year.

Dr Guthrie one of the few Town Councillors with a brain, suggested they could ask the County Council  for a deadline delay, this is the date the budget must be set and the precept demand present to RCC.
Dr Guthrie is currently doing a job unpaid, that the Clerk is currently overpaid to do.

Cllr Dewis explained to members the new complicated way council tax will be calculated. It did not make much sense.

The members were asked for suggestion to be included in the budget. A slight improvement on other years when they Clerk would just pick figures out of the sky and say it does not matter what heading the amounts go under because they can be moved around through out the year and that is what the council does. So the Budget is pointless.

Through out the evening Cllr  Joyce Lucas who is know locally by her own introduction as the ex Mayor concentrated on giving me the evil eye, not sure why might have been something to do with my protest
banner. Describing the Mayor and his supporters which includes her.

Cllr Charles Haworth,  suggested £3,500 to be used to electrify the storage hut in Cutts Close. He said £3,500 was not a lot of money.

Dr Guthrie said he objects to his suggestion and people could use generators.

Cllr Haworth has said when people use Cutts Close the tax payer should pay for the electricity, it does not
cost much. Well some one who lives at home with mum and does not pay bills would think that. He even manages to stretch his JSA to run a fast car.

Cllr Lucas had a good point not everything can be powered by a generator, such as a defibrillator.
They can also be mounted on lamp post and their are many in Cutts Close.

Then poor old Cllr  Dodds woke up, this caused quite a laugh amongst members as she asked
why do we need a light in the hut what goes on their at night?

It was good to hear Cllr Dodds admitting she takes her role as  councillor seriously, at various points
through out the meeting she admitted she had not read anything before the meeting. She abstained
from voting for this reason. If she was my councillor I would be asking a few questions about her
ability to continue. It is nice she has started to be honest as I have in the past been criticised for
pointing out she only opens the envelope and agenda at the start of the meeting.

Cycle  Bollards were mentioned £2,500 this was approved years ago the Clerk has never
bothered to order them despite Cllr Joyce nagging constantly about them.

The Clerk added £1,500 for the fence to be given to the New Gym that has already benefited from
a quarter of this years council tax.

Cllr Haworth then spoke for the Tourism Group.

He wants £400 for more pencils

£1000 for the late night Christmas Shopping 2013

£750 for display boards

£2000 for new heritage leaflet

£420 to attend with gazebos and hand out free pencils and stickers
at the bird fair. He did say they might not have room for them.
I say if Cllr Lucas and Cllr Haworth want to attend the Bird Fair
for free they should register to volunteer as stewards would save the
tax payer some cash. And who goes to the Bird fair to get a free
pencil from a nearby parish council.

£20 for Rutland day to do the same

£25 for Stamford Meadows fun day (why Stamford? poor Stamford what have they done wrong?)

£120 for the County Show (does Joyce no longer get invited freebie vip tent any more?)

He asked for £4,000 for 8 summer band concerts in Cutts Close.

At this point Cllr Haworth proved he could not add up. He said if you take away the £4000 for
band concert you were left with about £1,500 for the Tourism Work. He kept repeating the
wrong figure and then Clerk shut him up by saying its about £5,000 you need.

Then Cllr Lowe Deputy Mayor bravely suggested more money for Christmas Lights, also highlighting
once again how poor they are this year  it was pointed out £3000 had been added to this years figure of £16,000. He then said maybe we need more! No i say we need value for money and the responsibility needs
to be taken away from the Clerk. No one at the Town Council will explain how the same company used by
Stamford and when the same amount is spent the town ends up with a rubbish display.

Oakham Mayor, Cllr Dewis, Inaccurate response to Civic Reception Freedom of Information Request

Oakham Mayor Councillor Dewis held a Civic Reception at Oakham Castle to raise funds
for his nominated charity and reward local volunteers.

I understand this event was rather more dignified than the previous held by Cllr Lucas
which could only be described as a Piss Up as at expense of local tax payers.

To compare the two events and the find the cost of this event to the tax payer I placed a freedom of information request.

Also because The local press failed to report who was rewarded, so I thought it would be nice to find out who was.

Information is hard to obtain from Oakham Town Council. From the information I have received today from Oakham Town Council

I find the event cost the tax payer £792.84

The council does not know how much was raised for the Mayors Charity.

this is often a common problem with charities associated with Oakham Town Council
we are often told a figure of about, this is the first time, I have been told we don't know.
I am surprised the charity did not send a thank you letter detailing amount raised.
of course the amount may have been so small like that raised last time by Cllr Lucas?

The information I have been provided with is pure fabrication the total given for food
states £390 when the councils own schedule of payments show they paid Cookies of Oakham
£468 for sandwiches!

I wish to clarify one point of that request with this additional request.
I do not require personal address details of those who attended.
I require the names of those invited and rewarded for their good work and the
organisation they have carried out that voluntary work for and a brief description of that
work, for example raised £1000, cared for people or it maybe former Cllr Lorna who
jumped of building to raise fund for her charity the name I have forgotten.
The local press failed to name any people rewarded at this event and it is my intention
to address this by publishing the findings of FOI.
If the Council wishes to provide a written press release including the above request I
would be happy to publish that along with the facts and figures. As the council is more
likely to know what these people have done.

The Council does not have the information that you have requested. Voluntary organisations were
asked to nominate up to two people to attend the event. The reasons why they were nominated were not
requested. Also the Council cannot be sure that the persons nominated by their respective organisations
were the ones that actually attended as no formal checks were made on their arrival.

Cllr Alf Dewis, Oakham Mayor, Sainsbury's Planning, Rutland Times, Letters



Another letter in the Rutland Times this week from our unelected Mayor
and Town Councillor Alf Dewis regarding Sainsbury

He keeps turning to the paper and radio and claims to speak for all
Town Councillors.

I like the reporter from the Rutland Times sat in at the meeting and reported
more than one reason why the Town Council rejected the application.

He keeps harping on about traffic issues as if that was just one reason for the
rejection.

The town Council does not represent the people of Oakham as he claims
in his letter it represents itself and a few of the respectful old guard. (thugs)

The Sainsbury decision has upset them.

Like the leader of Rutland County Council, Cllr Dewis is very good at
getting his friends to write letters of support for him. All pretending to
be independent members of our community. For example last weeks
letter of support came from Carol Beech the wife of former Mayor
Paul Beech who has just been fined £80 for his dignified conduct on
Remembrance Sunday.

The Rutland Times suffers from loss of readers due to the endless
contributions from this mob.

I wonder what the Mayor means when he invites someone to attend
all the meetings who is interested in the town and to listen to the debate.

I attend every meeting, as for debate the council does not know the
meaning of debate. If they do then that is conducted behind closed
doors in what they call a pre meeting briefing.

I spoke this week to members of the public asking if they read the local
paper, they all replied no, because it appears to provide sole entertainment
to those connected to the council, it was also interesting to hear people still
thinking the town and county council are one of the same.

People said they are fed up with their letters and press releases and
like me they want to see real news content and not turn every one
of the few pages to see a contributions or connections to the councils.

Oakham Mayor Cllr Lucas Engagements List, one TWICE in one day!

Arriving at last nights council meeting amongst the papers awaiting member was a new list

Engagements attended by the Mayor.

I thought good the message had finally sunk in we don't want to sit and listen and listen.....
to the Mayor listing all she has done in the past month.

Then the Mayor arrived and removed the lists from the room snatching the one I was reading.

I thought she was unhappy with the perception that might be drawn from the first item (one Twice in one day!)
The Mayor refused to explain further and slammed the office door behind.

It later became aware she was annoyed the Clerk had distributed the list, she needed to hand out the list personally during the meeting.


The list is shorter this month the Mayor took a holiday she is intending to gain an entry in the Guiness Book of Records for the most events attended by a Mayor in a year. Stating "I attending more events than Sharon Spencer did last year when I was Mayor before"

Is there not a saying quality rather than quantity?

Sharon Spencer said "it is said Councillor Lucas carries the chain in her handbag where ever she goes"

Oakham Mayor, Councillor Joyce Lucas, writing for the Rutland Times, Oakham Town Council

Dear Oakham Town Council

I read the Mayors article in this weeks Rutland Times.

Can you please explain when her husband was officially made Consort?
I suggest we take the chain out of storage and give it a dusting and
present it to him very soon.

Also I would be very interested to know which council has spent so
much time on the Localism bill? she says its a top priority? I have never
discussed this matter at any council meeting, I don't believe I have
missed any meetings.

Can I suggest our Mayor gets a job in PR and Marketing, because she
has given a huge spin on what Oakham Town Council does.
