Oakham Rutland 'religious' festival 'disturbance' as town store staff complain of abuse and looting by those attending the event at The Rutland County Showground.

Police have been called to the site to investigate complaints over the alleged behaviours of its participants and others.

Hundreds of complaints and related comments have been posted on social media concerning the event.

Last Night, Rutland Showground issued an apology.

Message to members of Rutland Agricultural Society, issued at 20.00 on 19 June 2021, by CEO, Kevin Tighe

“We are currently hosting a religious festival on our site which we are aware is causing disturbance to our neighbours.  We wholeheartedly apologise for this.    We agreed to the booking after assessing the organisers risk assessment and with the belief that this was an event primarily about Christian worship.  However there is a minority of people who are disrupting the event and causing some significant problems in and around the showground.  We have been working with the organisers to stabilise this situation.    Our priority is to help maintain public order and minimise disruption and allow the event to refocus on its Christian worship as quickly and quietly as possible.  We have been in contact with the police who have been onsite today.“

Paul Kitson

Company Secretary

Shortly afterward the show ground published the following on it Facebook page

Rutland Showground issued an apology on its Facebook Page.

The apology said: "We are currently hosting a religious festival on our site which we are aware is causing disturbance to our neighbours. We wholeheartedly apologise for this.

"We agreed to the booking after assessing the organisers risk assessment and with the belief that this was an event primarily about Christian worship.

"However there is a minority of people who are disrupting the event and causing significant problems in around the showground.

"Our priority is to help maintain public order and minimise disruption and allow the event to refocus on its Christian worship as quickly and quietly as possible. "We have been in contact with the police who have been onsite today."

A whole range of behaviour is cited in response to the post.

This includes many forms of anti social behaviour, some comments from local shop workers who have been abused.

Staff at Lidl this morning have had to ask people to leave the store after entering with no masks and  being abusive to colleagues.

The show ground have apologised for local disruption. Local shops closed and bars have closed and  at one point this included McDonalds, after a lot of those attending decided they were not required to pay for anything. The bypass was used as a race track last night. This morning it is very slippery covered in mud. It is reported local residents called Leicestershire police many times and none attended. Some residents contacted the newly elected police and crime commissioner  and the Chief Constable Simon Cole  responded via twitter. Maybe now the police and crime commissioner will take his role seriously and sort out the lack of policing here in Rutland instead of his daft idea supported by our MP Alecia Kearns to rename Leicestershire Police once again. The force a few years ago wasted money rebranding itself from Leicestershire Constabulary now PCC wants to call the three combined forces Leicestershire and Rutland. Forgetting Leicester?

The trustees of the Showground should be sacked. They wont let us have a scaled down county show this year, cancelling at very short notice due to covid. No fears appear to have been applied, to the consideration of this event or other events they are hosting. People are coming and going from the field accessed from gates  2 and 3. Many are visiting nearby businesses and many if not all appear to be exempt from wearing face masks. Local residents have also complained of intimidation. I passed gates 2 and 3 one of the stewards at gate 2 wished me a good morning as I approached gate 3 a car pulled out at speed and some one  shouted foul abuse from inside the car. Gate 1 remains locked a number of littering young boys kicked it and climbed it were very quickly chased out by the stewards.

Earlier this morning, Rutland MP Alicia Kearns said on twitter: "I’m aware of concerns around reckless driving and incidents in Oakham today related to a large event at Rutland Showground. "I am liaising with the Council and the Police regarding compliance to COVID regulations and monitoring concerns."

Leicestershire Police chief constable Simon Cole responding to  Mrs Kearns, commented today: "@LP_Rutland have been working hard on this with the event organisers, venue and council."

@LeicsPCC Rupert Matthews PCC - “I have received several complaints about the event at Rutland showground, and I am distressed to hear how little regard has been given to the residents of Oakham. There’s been intimidation and dangerous driving, not to mention breaking the covid rules.”1/2

Replying to
@LeicsPCC
“I have contacted the Chief Constable demanding an update now and a meeting tomorrow. Of course, I fully support the work that Rutland Police do in the action they are taking and urge residents with concerns to please dial 101.” 2/2

Oakham Bypass outside the Rutland County Showground is very slippery with mud from showground fields. The area is now being patrolled by Leicestershire Police.

Rutland County Councils First Public Meeting of 2021 the AGM to be held in County Museum Oakham Rutland

Rutland County Councillors will meet in person this evening to appoint Elected Members to a number of key positions for the 2021/22 council year.

Rutland County Councillors will meet in person this evening to appoint Elected Members to a number of key positions for the 2021/22 council year.

The Annual Council meeting is taking place on Monday 10 May at 7.00pm and is being held at Rutland County Museum. Rutland’s Council Chamber is currently unavailable because it continues to operate as a COVID-19 vaccination site.

Members of the public will be able to view the meeting online Details of how to watch can be found online at: www.rutland.gov.uk/meetings.

Recent changes to national legislation mean that members of the public can also attend the meeting in person. However, space is extremely limited and anyone who wishes to attend must reserve a place in advance by emailing: governance@rutland.gov.uk. Places will be allocated on a first come, first served basis.

The Annual Council meeting will elect a Chairman and Vice Chairman of the Council for the next 12 months, as well as appointing individual Councillors to important positions on various committees and scrutiny committees.

Following the appointments, Members will be asked to agree a proposed schedule of meetings for the next 12 months, including future dates for Full Council, Cabinet and other statutory Committees.

This will be the first time that Rutland County Councillors have met in person since local authorities in England were handed new COVID powers to hold public meetings virtually in April 2020.

“Annual Council last year had to take place virtually because of COVID-19. The re-introduction of physical meetings is being done gradually and safely, in line with changes to Government legislation and the latest public health guidelines. Although the Government is easing national lockdown measures, the extra work and responsibilities absorbed by local councils because of the pandemic has not gone away. Efforts to deliver local services safely and address the long term impact of COVID will continue for a long time to come. Annual Council will agree the structure and key roles that allow us to carry on with this important work.” Councillor Oliver Hemsley, Leader of Rutland County Council

Measures being taken for the safe return of meetings held in public include using a venue large enough for effective social distancing, ventilation and the use of lateral flow testing. Councillors will be required to wear masks, unless medically exempt, and take a COVID test within 24 hours of the meeting.

Anyone who would like to watch the meeting online or listen by phone can find further details on the Meetings page of the Council’s website, together with the full agenda and reports for Annual Council: www.rutland.gov.uk/annualcouncil.

The funny Conservative has been campaigning hard.

The Labour and Liberal Democrat candidates appear to have forgotten Rutland not even a leaflet.

I googled both of them and found they are both Leicestershire Councillors so no surprise it appears they forgot Rutland.

Meet councillor David Romney, the current Chairman & Mayor of Oakham.

Meet councillor David Romney, the current Chairman & Mayor of Oakham.

It's time to get to know an Oakham Town Councillor a little better and this week we are meeting councillor David Romney, the current Chairman & Mayor of Oakham.

David was voted in as chair at the AGM in May 2019 and has steered the town council throughout the corona pandemic.

Oakham Town Council Say:

David is a proactive Mayor who has led by example and been a true pleasure to work with. Anyone that has met him will tell you that David is an extremely approachable and friendly person and I have been privileged to witness first hand the strong positive relationships he has built up with the residents of Oakham. David can be relied upon to pitch in at every level, from representing Oakham at formal events to setting out and putting away chairs at the summer concerts in Cutts Close, he's a true asset and much respected by both the Town Council and Oakham as a whole.

David says

"This is me.....
Originally from Sleaford, I’ve had politics in my life for as long as I can remember.  My Grandfather having been a trade unionist and my father Mayor of Sleaford. A role I was to also hold. I have served on North Kesteven District Council, Lincolnshire County Council and also Sleaford Town Council , clocking up 22 years in Local government.

After meeting Di,  (15 years ago), I moved to Oakham to be with her and her 2 girls. Whom have now, both, blessed us with grandchildren!

I am a Electrical engineer, by trade. Working as self employed and employed. But during the covid pandemic i was made redundant which made a worrying time even more of a challenge! After much consideration i decided to be self-employed  again,  this time based in Rutland and Stamford.
In my free time, I love to get on my motorcycle. We have such beauty in this area, its great to  tour and explore both the local area and beyond.  Joining the local Harley Davidson Chapter based in Uppingham, we have been involved in local charity events and get togethers.

In recent years i have also expanded on my skills in Motorcycle building and fabrication. Every day a learning curve. During lockdown it has kept me occupied and sane, just!
As this year closes, with the new chairman and Mayor to be appointed on the 5th May 2021, I look back on 2 years holding this position as having highs and lows. We have welcomed new businesses to Oakham, Supported local charities and hopefully promoted Oakham and its residents to the best of our ability.

I do believe this town and County has so much to offer to both its community and visitors.
I will remain part of OTC, will strive to do my best for my ward of North West Oakham, and hopefully continue to seek and secure improvements and development for Oakham and its residents."

Oakham Town council Agree to refurbish the current basketball area at Royce Recreation Ground used by Rutland Thunders

A full meeting of Oakham Town Council was held via zoom on Wednesday 31st March 2021 and councillors were pleased to welcome four members of the public to the viewing gallery, including three members of local basketball team, The Rutland Thunders. Following an excellent presentation by the team, Council agreed to refurbish the current basketball area at Royce Recreation Ground.

The Rutland Thunders gave council a presentation. The Council were pleased to hear from the team about their enthusiasm for growing their membership and the difference it would make to them to be able to practice recreationally in Oakham if Council approved to refurbish the facilities currently available.
The team hope that having this public facility available would mean that anyone with an interest in basketball can enjoy a game with friends without having to find the money to hire a full court or to travel out of the county.
Members of the team plan to regularly use the area at Royce Playing field to practice together whilst encouraging as many members of the public to join them as they can.
The Rutland Thunders currently play in the Leicestershire league and have teams in the under 14's, under 16's and under 18's categories. Currently these are boys teams but the club would love to hear from girls and boys of any age who may be interested in coming along and playing.

More information about the team and how to contact them can be found on their Facebook page
https://www.facebook.com/RutlandThunders/
All councillors agreed that improving the facilities would benefit many members of the community and it was therefore unanimously agreed to approve the work, it is hoped we can get the work started as soon as possible.
Oakham Town Council hopes that everyone gets chance to enjoy the refurbished area, whether basketball is an old favourite or something new you fancy trying, and they hope the Rutland Thunders continue to grow and succeed.

Cllr Andy Burton who was co-opted on to the council in October 2020

 Cllr Andy Burton

Andy Burton who was co-opted on to the council in October 2020.

He has jumped straight in to leading a working group to forge relationships with local businesses as well as being part of the working group to improve the councils social media.

Andy's agricultural knowledge has been a hugely valuable asset, particularly when it comes to discussing planning applications.

Andy says,

"Hi, I’m Andy Burton.

I recently became a member of Oakham Town Council representing Oakham North East.

My wife and I have three grown up daughters and two grand children. I have spent all my working life in Agriculture, I currently work with a Lincolnshire Company manufacturing crop trace elements and Bio-Stimulants.

We moved to Oakham in 2018 from the East Riding of Yorkshire where I served for 20 years as a Councillor on East Riding of Yorkshire Councils Cabinet with responsibilities including Economic investment, Planning, Highways and Transport, Community Engagement and Lifelong Learning.

My passion and interest in local Government led me late in life to study the subject at Huddersfield University where I attained an MA in politics.

I am really proud to have been selected to represent the residents of Oakham and I look forward to getting involved in many of the issues and challenges that face us during these difficult times.

Should you need to get hold of me I can be contacted by email at aburton@oakhamtowncouncil.gov.uk

Thanks

Cllr Andy Burton"

Conservative Cllr Kenneth Bool Says Rutland County Council Chief Executive Helen Briggs Signed A Memorandum of Understanding With The MOD in secret, Edward Baines Described the previous leader as arrogant

At special council meeting at Rutland County Council last night.

Former CEO of Rutland County Council Helen Briggs

Conservative Cllr Kenneth Bool Says Rutland County Council Chief Executive Helen Briggs Signed A Memorandum of Understanding with The MOD four years ago, which was kept secret from 24 out of 26 Councillor for an entire year.

Conservative Rutland County Councillor Kenneth Bool

When the councils monitoring officer advised the meeting should should go into exempt he said.

"If we go into excluded now, we started out in secrecy and we are ending in secrecy and I have to say this makes me and the general public wonder, what else there is to hide".

"There is a dark shadow over this project. This is a matter that affects everyone in Rutland and I can't see why residents can't hear their elected representatives discussing this."

"We can do so in a manner that adheres to our obligations and of the none disclosure agreement, transparency is important in a democracy, so that those in power are held to account for the common good. Let us therefore be open and transparent with those who put us in office. We should remain in the public domain."

Conservative Rutland County Councillor Kenneth Bool

The Chairman of the Council Edward Baines  said he agreed with Cllr Bools comments about the previous leader of the council and he went on to describe the previous leader as arrogant and that they behaved as if they had powers of an elected mayor rather than the leader of this elected council.

(as Mr Bool did not speak about any former leader of the council it is not clear if Cllr Baines was referring to a former leader of the former CEO some on social media have decided he was referring to the former CEO)

Edward Baines stated all that is in the past, is he not forgetting he has been a large part of that past? I do hope the man who refuses to move into the modern world and even use basics such as email steps down at the next election.

Fifteen councillors voted to continue the meeting in private. Twelve others voted against.

Rutland County Cllrs voted against accepting the HIF grant.  13 against, 12 for and 2 abstentions

What next?

There has been some discussion on social media this morning

Cllr Nick Begy Conservative Rutland County Councillor

Conservative Councillor Nick Begy said, the outlook is bleak. We have lost control on the development and now greenfield sites in our villages are in danger.

Councillor Ian Razzell  Conservative Rutland County Council

Conservative Councillor  Ian Razzell  said,  there are some who need to hang their heads in shame. Banging on about their community and failing to represent them at countless meetings. I hope they are able to explain to their community why green fields will now be torn up to build on.
